Minutes of the regular meeting held January 6th,1936 were read and approved. The following bills were presented after their approval by Alderman Peal, Chairman of the Auditing Committee: Ben Porter $15.00; A F. Shumate $18,06; Bohe Grocery ' $1.48; Earl Hand $1,80; Elmer Weir $12.50; Jim Wilsoh $4.00, Bill Reynolds $2,00; E. M. Ratliff $$12,00; Wilson Motor Company $$16,95; Sandford & Son $8.00; W. E. Gregg $$1.35; Salsbury General Shop $$4.00. Alderman Carter moved yhat the bills be allowed as approved and the Clerk be instructed to issue warrantuf�"upfo e proper funds. ,. This motion was seconded by Alderman Shook and received he unanimous vote of the ^ Council. The Clerk presented statement from First National Bank showing the following amounts due as interest on the following Funds: City Bond 98.65 Aviation " 104.50 Fire Fund 31.30 General " 34.20 Alderman Sanders moved that warrants be issued covering these different interest amounts. Alderman Bynum seconded this motion which received the unanimous vote of the Council. . The following reports of City Officials were presented: The Annual Report of Firer Chic::f;Clyde^Walt.ers;ptonthly reports of Police Judge, J. C. Massie; Abtifigof Chiefaof Police Earl Hand, and City Clerk and Collector, Otoe Phillips. Alderman Bronson moved that these reports be received and filed. This motion was seconded by Alderman Carter and unanimously passed by the Council.. The matter of License on Domino tables and similar -,'forms of amusement was called to the attentimn of the Council, !Aderman Ucker moved that the Ordinance Committee be instructed to form an Ordinance assessing a fee of $5.00 per tab'3e on Domino Tables and similar forms of amusement. This motion was seconded by Alderman Sanders and carried unanimously. Alderman Carter, Chairman, reported that the Committee upon investigation found that the Wilson lots were assessed for Sewer Benefits equitably with similar lots in that vicinity, and recommended that the assessments be left as they now are on the books. Alderman Gregory moved that this report be accepted. Alderman i3rohson seconded this motion which was unanimously passed by the Council. There being no further business,Alderman Carter moved to adjourn, which motion was seconded by Alderman Ucker, and duly passed by the Council; and the Mayor declared the Council adjourned. Alderman Gregory moved that the bills be allowed as approved and the Clerk be instruc ed to issue warrants for the same upon the properfunds. This motion was seconded by Alderman Bronson and received the unanimous vote of.the Council. The matter of appointing assessors to take the places of Jno. P. Smith, moved from Fayetteville, and 1V. L. Crouch, unable to serve on acount of physical condition -6n Annex No.l Sewerov eat District No.l, was broughtnto the attention of the Council. 9lderma move tht We M. Fishback be appointed as an. Assessor in the District named. Alderman Carter seconded this motion and upon the question being put before the Council resulted in the following vote: Ayes: Aldermen: Bronson, Bynu Carter, Gregory, Peal, Sanders, Shdok and Ucker. Nays: None. The Mayor declared carried and W. PA. Fishback appointed as Assessor in Annex No.l Sewer Imp, District No.l. Alderman Gregory moved that 0. L. Daily be appointed to act as Assessor in Annex No.l Sewer Improvement District No.l. Alderman Carter seconded the motion, and upon the Mayor putting the question, the following vote resulted: Ayes: Aldermen: Bronson, Bynum, Carter,..Gregory, Pea1,.Sanders, Shook and Ucker. Nays: None, The Mayor declared carried and D. L. Dail appointed an :assessor in Annex No*'i _ ro Y Y PP P ve- ment District No.l, and the Clerk was instructed to notify each of these r parties of their appointment and asking them to file their Oath of Assessor. The Mayor brought to the attention of the Council the matter of adopting a resolution approving the action of the Sewer Committee with reference to sale of.Sewer Revenue Bonds of the City of Fayetteville. 26.- N, 6: N, Alderman Bronson introduced a Resolution entitled "A Resolution approving the private sale to the United States of America of Sixty Thousand ($60,000.00) Dollars Sewer Revenue Bonds of the City of Fayetteville", and moved that the same be read in full. This motion was seconded by,Alderman Shook. Whereupon, the Mayor put the question upon the adoption of said motion, and the roll being called, the following vote resulted: Ayes: Aldermen: Bronson, Bynum, Carter, Gregory, Peal, Sanders, Shook and Ucker. Nays: None. Whereupon, the Mayor declared the motion duly passed and the Clerk read the Resolution in full.. Alderman Sanders moved that the rules be suspended for the purpose of permitting the final passage and adoption of this Resolution at this.meeting. Aldeeman Carter seconded this motion, and the Mayor put .the question .on the adoption of said motion; and the roll being called,.the following vote resulted:. Ayes: Aldermen Bronson, Bynum, Carter, Peal, Gregory, Sanders, Shook and Ucker. Nays: None. Whereupon the Mayor declared the motion duly passed. Alderman Shook then moved that said Resolution be placed upon its final passage,second by Alderman Peal, and upon the Mayor putting the question upon the adoption of said motion and the roll being ed.led, the following voted: Ayes: Aldermen: Bronson, Bynum, Carter, Gregory, Peal, Sanders, Shook and Ucker. Idays:None. The Mayor declared the motion duly passed and said Resolution Placed on:.its final passage. Alderman Ucker moved that said Rsolution be finally passed and adopted as introduced and read, seconded by Alderman Bynum. The Mayor then put the question on the adoption of said motion, and the roll being called, the following voted: Ayes: Aldermen: Bronson, Bynum, Carter, Gregory, Peal, Sanders, Shook and Ucker. Nays: None. The Mayor declared said motion carried and said Resolution finally passed and adopted. Alderman Gregory moved that an emergency be declared to exist, and that said Resolutio is necessary for the immediate preservation of the public peace, health, and safety, and that the Resolution shall take effectand be in force from and after its passage, a provided in the last section of said Resolution, seconded by Alderman Peal. The Mayor then put the question on the adoption of said motion, and the roll being called,the followin voted: Ayes: Aldermen: Bronson, Bynum, Carter,Gregory, Peal,Sanders, Shook and Nays: None. Whereupon, the Mayor declared said motion duly adopted and signe is approval to said Resolution. Said Resolution, to which no amendments or revisions were offered, reads as follows: RES OLUT I 0 NsNo.360. A RESOLUTION APPROVING THE PRIVATE SALE TO THE UNITED STATES OF AMERICA OF SIXTY -THOUSAND DOLLARS (x$602000.00)SEWER REVENUE BONDS OF SAID CITY OF FAYETTEVILLE, ARKANSAS. WHEREAS, the SEWER COMMITTE OF FAYETTEVILLE, WASHINGTON COUNTY, ARKANSAS, has determined that it is for the best interests of said City to sell Sixty -thousand Dollars (x$60,000.00) of its Sewer Revenue Bonds at private sale to the United States C America at a price of Par and accrued interest from the date of said Bonds, or in case any of the Bonds are purchased after the first interest payment date, from the 1 interest payment date immediately preceding the date of payment of the purchase price, date of the payment of the purchse price: and WHEREAS,the Sewer Committee has adopted a Resolution to such effect, and submitted the to this Council. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF Fayetteville, l7ashington County, Ark., SECTION ONE. That the manner of sale determined by the Sewer Committee to be for the best interests of said City is hereby approved. SECTION.TWO. Thatthe Treasurer of said City be and is herebyrauthorizdd and directed to deliver to the United States of America, at private sale, as a whole or in blocks from time to time, Sewer Revenue Bonds of said City, in,the aggregate principal amount of Sixty -thousand Dollars (x$60,000.00) and to accept payment therefor SECTION THREE.That the lack of an adequate Sewage Disposal Treatment I Plant endangers the health and safety of the inhabitants of said City;that by reason of the present condition many citizens are unemployed and the construction of said Sewagel Disrosa•ltTirEatment Plant would provide work fora large number of men and thereby add to the peace and happiness of said,-iCity. It .is therefore declared that an emergency exists. that this Resolution is:1necessary for the immediate preservation of the public peace, health and safety, and that this Resolution shall take effect and be in full force and effect from and after its passage. Alderman Bronson moved that the Council go out of Executive Session., seconded by Alderman Bynum, and carried unanimously.; and the Mayor declared the Council out of Executive Session. There being no further business,Alderman Ucker moved that the Council adjourn subject t the Mayorls call, seconded by Alderman Gregory, and carried by a unanimous vote of the Council.
