Ids. F M Ratliff, representing the Hoard of Managers of the Cit.r Vlater Plant stated to
the Counri.l that there are vacancies on the said Board of Managers, the term of

ter Plant letter from Mr McIlroy in 'vhich he stated that if the Water Plant notes whitch are
ardof outstanding could be re -financed and relieve him of any responsibility for the same
that he world not consider staving on the Board under any circumstances. Also that
gra gess: a majority of the members of the present Roardof Managers had written Mr. McIlroy a
letter iin which they stated that they had made financial arrangements as he requested,
there`)y making it possible for him to leave the, Board in the manner he suggested.
Mr, Ratliff then requested that Mr. Lewis and Mr. Collier he re-aproin.ted on the
Board and that hers Fulbri.ght he appointed to take 1`r LICIlroir's place. The reason for
;'Ie specific request for Mrs. Fulbright to take the place of Mr. McIlroy was that
in snaking the arrangement for refinancing the notes in question, the Citizens Bank e nd
First National Bgnk agreed to ttike enough Plater Bonds to take up the notes, but one
of the, conditions was that the Citizens natik be represente6 on the Board.
