Fayetteville City Council met in regular session Jany 14th, 1935.
Present: Mavor Tribble, 'Aldermen: Bynum, Carter, McAllister, Peal, Sanders, Shook and

Upon presentation of T:arl Hand's hill for three night's special police work $7.50
Alderman Carter moved that this bill be tabled. This motion was seconded by
Alderman Shook and resulted in the following vote:, Aye. siFAldexmxn Bynum, Carter,
McAllister, Peal. Sanders, Shook and Stanford. Absent and not, voting: Alderman
Gregory, The M-+por declared carried.
Bills: The following'bills were presented after their approval bythe Chairman of the
Auditing; Committee: Fayetteville Republic $11.50; Harley Gover Sheriff $79.00;
Sure Sign Traffic Sign Co. p32.00;Campbell Grocery Co. x;4.00; S B Hanna 75 cts;
-A. F Shumate $18,c o, Ben Porter $15.00; Alderman: Sanders moved that the bills
as approved be allowed and the Clerk be instructed to iesue warrants upon the
proper funds in payment of same. This motion was seconded by Alderman Bynum
and was duely passed by the Council. The bia:vor declared carried.
Alderman Carter introduced an ordinance to beentitled :° An Ordinance to amend
Ordinance Number 764 of the ordinances of the City of Fayetteville, Arkansas, as
passed and ar-p roved on the. 26th, day of December 1933, and for other purposes°. t
read as foolows: that the license fees on all motor Ir6peiled vehicles and motor-
cycles uowne,d and operated upon the -public, streets, alleys and hYghways of said
City, be ftnd the same is hereby reduced forty (401) percent and thAlt all license
ra fees collected prior to the effective date of this ordinance shall be refunded
by the city Collector to the extent of the 400 reduction provided for by this
ordinance". The Clerk then read the Ordinance for the first time in its entirety
Alderman Sanders then moved that the rules be suspended and the ordinance be vlac
onits second reading. This motion was seconded by Alderman Bynum and carried
unanimously by the seven Councilmen; present. The Mayor declared carried. The
Clerk then read the Ordinance the second time. Alderman Bynum moved that the
rules be futher suspended and be placed on its third reading. This motion was
seconded by Alderman Peal and again received the entire vote of the Council
present. The Clerk then read the Ordinance the third andfinal time. The Mayor
put the question "Shall the Ordinance pass: On the Clerk's calling the roll,
the following vote resulted: Ayes: Alderman Bynum, Carter, McAllister, Peal,
Sanders, Shook and Stanford. Absentand not voting: Alderman Gregory,

City of Fayetteville, Arkansas, as passed a nd approved on the 26th, day of
December 1933, and for other purposes:
BE IT ORDAINED BY THE C17Y COUNCIL OF THE CITY OF FrAvFTTFULLF, ARKANSAS:
Section One: An Ordinance to amend Ordinance Number 764 of the Ordinmces of the
City of Fayetteville, Arkansas, to read as follows: that the license fees on all
motor propelled vehicles and motorcycles owned and operated upon the public
streets, alleys or public highways of said City, be and the sane are herebv
reduced forty (40) percent and that said license fees shall ho due and payable
on orbefore the .first day of March 1935 and thereafter annually on or before
the first day -,of February of each calender year.
Section two: All license fees collected prior to the effective date of this
ordinance shall be refunded by the City collector to the extent of the forty
(40) percent reduction provided by this ordinance,,
Section three: The provisions of this Ordinance are Fierehy,decfiared to be. cumulative
to the City Ordinances now in force and repeals duly the Ordinances and parts of
Ordinances in direct conflict herewith,%3 nd this Ordinance being_, necessary for the
immediate peace, health, safety and welfare of the City of Fayettevi4e,Arkansas,
is to tave effect and he in full force from and after the date of its passage,

Alderman Sanders moved that the Chairman of the Street Committee am d the is'ror
ask for bids for remarkingthe Streets of the City of Fayetteville. Alderman
McAllister seconded the motion and the seven Councilment present voted in
favor of same. The Vayor declared carried.
Alderman Stanford moved that the 6ouncil go into Executive Session. The motion
was seconded bv:1Alderman Bynum and received t;he entire vote of the Council
present. The Mayor declared carried and the Council were in Executive session.
Alderman Sanders then moved that the City Clerk ask the Civil Service Commission
and their Attorney to meet with the City Council, in Executive Session, 7:30
Wednesday evening Jany 16th,1935. This motion was seconded by Alderman Bynum, a.
upon the question being put, received the following vote: Ayes: Alderman Bynum,
Carter,IdcAllister, Peal, Sanders, Shook and Stanford. Absent and not voting:
Alderman Gregory, The mayor declared carried.
A motion to recess until Wednesday evening Jany 16th,7:30 was made ny Alderman
McAllister and seconded by Alderman Carter. This motion was duly passed by ,

Mayor tribble expressed appreciation of the services of the Civil Service Commis#
sion which was followed by a hound -Ta ble discussion by members of Council
and Commission. as to the interpretation of Act Number 28y 1933, General Assembly
of the State of Arkansas.

vill. and the Civil Service (commission of the Ci.t;Y of Fayette ills c --rd,
hR I^.,VFAS, It is the desireof the Cit -r Council of the City Of Fayetteville to put
at rest all such rumors or reports :

that said City Council has the utmost desire to cooperate with the said Civil
Service Commission heretofore appointed by this body, in the discharge of tbeir
duties; it; being thesense of this resolution that the City Council recognizes
the authority of the Civil Service Commission to do.a11 acts in connection
with the Policeand Fire Departments necessary for the proper administration of
said Departments for the betterment:;of the Citizens of the Ulty of Fav et te-
ville, unhampered and unrestricted by the itv C ouncil of the�Oity of
Fayetteville.

Present: Mayor TS Tribble. Aldermen: Bynum, Carter, Gregory, McA lister, Peal, Sanders, Shobf.
and Stanford. City f'ttorney Rex Perkins, City Phgineer E M Ratliff, Chief of Police

of the session.
Minutes of the previous meeting were read and after correction making Alderman
Gregory and City Clerk Otoe Phillips, the two members absent, were approved.
Alderman Sanders moved to have included in Ordinance !lumber 778 an "emergency
Clause", which would make Section three of Ordinance Number, 778 read "the provis-
ions of this Ordinance are ec are o be cumulative to the City Ordinance now in
force and repeals only the Ordinances and parts of Ordinances in direct conflict
herevri�th, and this Ordinance being necessary for the immediate peace, health, safe-
ty and welfare of the City of Fayetteville, Arkansas, an emergency is- declared to
exist, and this ordinance shall be in full force and effect from and of ter its
pEssge, approval and publication". This motion was seconded by Alderman Peal; was
duly passed by the Council and the Mayor declared carried.
The following hills approved by the Auditing Committee, J C Peal, Chairman, were
presented: Fayetteville Drug Company d?1.n0: $23.30 and 2.0 cents; Harper Brush Wks
$9.00; Ben Porter $15.00; A F Shumate 4`18.00; !b uthwest Gas & Electric Go., 0314.10
Alderman Gregory moved that the bills be allowed as approved and that the Clerk be
instructed to draw warrants for the same upon the proper funds. Alderman Bynum
seconded this motion which received the unanimous vote of the Council. Alderman
McAllister moved that the bill of VI E Gregg for services rendered be deferred until
next meeting. This motion was sedonded by Alderman Peal and carried unanimously.
'Alderman Sanders moved that Mayor Tribble appoint a committee of twm to talk with
Civil Service Commission and cel attention to things they have not, complied with
under Act Number 2$, 1933 General Assembly of Arkansas. This motion was second-
ed by Alderman Gregory. Motion was withdrawn with consent of Second.
Bids for painting name of Streets on curbs were opened. Alderman lrlcf:lli^ter
moved that letting of Contract be left up to%Street Committee snd Mayor, with
Power to act. This motion was seconded by Alderman Sanders and received the
entire vote of the Council.
