That by reason of the large number of machines defined in this Ordinance wh&.ch are being operated in.the.City of Fayetteville, Arkansas, without the payment of a privilege tax, and the immeddate necessity of raising additional taxes to defray the necessary expenses fo the City of Fayetteville, Arkansas, an emergency is hereby declared to exist, and this Ordinance shall take effect and be in force from and after its passage, an approval and publication.
