Ag93nst publishinp, the bacterial milk count, basing there objections of the fact
that the milk samples were warm. After discussion Alderman Gregory moved that
Section number seven of Ordinance No 762 be amended to read that all bacterial tests
be published, this to be presented as an ordinance at the next regular meeting.
Motion seconded by Alderman Stanford. .On the Clerks calling the roll the following
vote resulted. Ayes Hynum, Carter, Gregory, Harding, Peal and Stanford. Nayes
Sanders and Maces. Mayor declared the motion carr&e-d as there was 6 ayws and 2 nays.
Alderman Stanford made a motion that the $20.00
per month allowed the Thrift House
on February 26th be rescinded. Alderman Bynum seconded the motion. On the question Ming put
before the Council the Following vote resulted. Ayes Bvnum, Stanford. Naps Carter,

Minutes of the regular meeting held March lath were read an anproved.
Rills
The following, bills were presented after their approval by Alderman Peal, Chgirman
of the auditing Committee: S A Wages $6.00, Ben Porter $15.00, A F Shumate $18.00
Troy Stockburger �2 .50. Alderman Bynum moved that the bills 40 allowed as approved
and that the `'lerk-be instructed to draw warrants for the same upon the proper funds.
The motion was seconded by Alderman Harding and was carried unanimously.

Number 762 of the Ordinances of the City of Fayetteville, Arkansas, and for other Pur-

Be it ordained by the City Council of the City of Fayetteville, Arkansas:
Section One. That section seven (7) of Ordinance Number 762of• the ordinances of
the Uity of Fayetteville, Arkansas, be amended --to read as follows:

Section Seven: That all bacterial test required to be made, by the ordinances of
the City of Fayetteville, Arkansas, of the milk of all dairymen selling milk to he
consumed by citizens of said City, shall be published in some newspapfr published
in said city: and a copy of all such tests shall be furnished the City Council.

Section two: Thnt this ordinance being necessary for the immediate protection ft the
public peace, health and safety, an emergency is hereby decalred to exist, And this
ordinance shall take effect and be in force from, and after its passage, and approval
and Publication.

The Light Committee turned in a report to the Council vreeommeriding that the
optional Electric rates be Approved. And that the same be received and filed.
Alderman Gregory made the motion that this be accepted seconded by Alderman Peal,
which carried the entire vote of the Council.
Alderman Sanders moved that the resolution be adopted, Alderman Peal seconded the
motion which was carried unanimously by the Council,

Be it "Psolved that the Schedule of Optional Electric hates filed by the
Southwestern Gas & Electric "omapnv with the Clerk or Recorder of the City of
Fayetteville, known as "Full residential service Rates". Notice ofsame having been
duly given as required by law, be and the same are hereby approved, which rates are
as follows:

Full Residential iervice (FRS)
Availability: This rate schedule is available for residential electric service to
customers of the Following Classes.
Class 1 Customers using electric service for lighting ,and ordinary household
appliances, together with an electric -range of not less thann 5000 watts connected
and being used for all cooking requiremssts.
Customers of this Class 1 will be billed in accordance with that part of the rete
schedule providing for "Uncontrolled ervice".
Class 11 Customers using electric service for lighting and ordinary household
appliances, together with an electric range of not less thann 5000 watts connected
and being used for all cooking requirements and together with an electric water
heater, with a controlled unit, used under the operating conditions contained.herein.
Customers of this Class 11 will be. billed in accordance with that part of the rate
schedule providing for "Uncontrolled Service" for all uses of service except energy
for the operation of the controlled heating unit of the electkbe water heater, which
j energy will be billed in accordance with that part of the rate schedule providing for
"Controlled 6ervice°.
Rate: Uncontrolled Service
9V net per kilowatt-hour for the first 25 kilowatt-hours used per month
4� net per kilowatt-hour for the next 100 kilowatt-hours used per month
2e net per kilowatt-hour for -all additional use.
Controlled Service
1•d net per kilowatt-hour for all energy used.
Full Residential Service (FRS)
Minimum Monthly Bill.
Class I Two'Lollars and nifty Gents ($2.50) per month

• Terms of Payment: Customers' monthly bills will be computed at the net rates and
there will be added to the total net hill a sum equivalent to five per cent 050
'of the total net bill, which will be collected only from Customers who fail to pay
in full within ten (10) days.
Terms and Conditions: Service will be furnished under the Company's general Terms
and Conditions and the following additional terms and conditions pertaining to this
schedule.
All electric wiring to water heaters will be enclosed in rigid co-nduit or he of metal
armored cable and will comply with all local ordinances and the National Fire
Underwriters' Code.
Uncontrolled Service: Uncontrolled service will be available during all hours of the
day. To obtain this service, `'ustomer will furnish one circuit of eufficient
capacity to.ddequately provide for Customer's requirements. Under this uncontrolled
service, Customer may operate all lighting, heating and cooking, and other household
appliances with single phase motors not exceeding individual ratings of one horse-
power. Emergency service to the uncontolrred heating unit of the electric water
heater may be operated under uncontrolled service rtnd will be of a capacity not in
excess of 30 watts per gallon of tank capacity and in ro event in excess of 3 kilowatt
Contr.811ed Service: In consideration of the low rate, controlled service.
Full Residential Service (FRS)
will be available only under the following conditions:
1. Service will be supplied through a separate circuit to which no equipment, except
the controlled heating, unit of the electric water heater, will be. connected. Contr
Contolled b ervice will be measured through a separate meter furnished and owned
by the Company.

2 The operation of the controlled unit of the electric water heater will be controlle
by a time regulating device., Tarnished and owned by the Company, to electrically,
disconnect this unit during certain periods of the day, such periods to be dv.r
.desingnated by the Company and subject to change from time to time as the Company's
peak load conditions vary.
3 The operating periods of the electric water heater may, at the option of the
Company, be controlled by a relay, furnished and owned by the Company which will
electrically disconnect the electric water heater during the period when the range
load exceeds 1500 watts.

4. The controlled heating unit of the electric water heater will he of a capacity
not in excess of 20 watts per gallon of tank capacity except that a heating unit
capacity of ,ot in excess of 25 watts vnr gallon of tank capacity will be
permitted in cases where the operating period of this unit is limited to'less th
ten (10) hours per day.
5. In Case of twein unit heaters, the two units will be so controlled that both ca
operate at the same time.
6. In order to obtain the Contralled service rate of 1, per kilowatt-hour, the Custc
have connected lights and a standard electric range of not less thann 5000 watts,
being used for all cooking purposes, and an a ectric water heater with a control]
unit.'
Customers' Option:. It is optional with Customers.of Class I or Class II whether
"Uncontrolled Service" will he billed according to the above schedule or the
Company's Standard Residential Service Schedule.
The 'Justomer, having seleoted one schedule, will continue to be billed at such
schedule for not less than twelve consecutive months unless theme be a material and
permanent change in the Customer's use of service.
Note -----
In
order that
the hest

heating service may be obtained
under this
schedule,
the
following
suggestions
are
made for the information of the
Customer:

A. That the heaters be of the twin heating unit storage tank type and
thermonstatically controlled.
B Th9t the storage capacity of the tank, the efficiency of the installation, and
the capacity of the hexing units be such that the normal hot water requiremnets o
the Cu§tomer may be obtdined with the operation of the controlled unit only.
This will limit the uncontrolled heating to emergemuy operation.
C. That the minimum tank canacity be 50 gallons.
D. That the storage tank be w611 insulated.
E That the controlled heating unit be so located as to heat.the entire tank of
water to at least 150 degrees.
F That the uncontrolled (emergency) heating unit be so located as to heat only >�
limited amount of water (25,% to 30,% of the total) in the upper portion of the
tank. ".
G That the installation of the water heater he'such that hot water will not
circulate by gravity through the house piping system
h. That all tanks he equipped with pressure relief valves.
Cut
A Price asked permission of the Council to cut the curb at the
Curb
corner of College and tock. By motion of Alderman Carter and seconded by Alderman
?';ages this permit was granted the same to be under the supervision of the
City Engineer. The motion was duly nassed by the Council.
Mayor Tribble presented a telegram to the council stating that the ?favor, City Engi-
neer and the members of the Council we asked to be at-anmeeting in Little Rock
in the interest of the C W A. Alderman Sanders made the motion that the Mayor,
City fs'ngineer, and Street Commissioner i;r go to Little Hock, the motion was seconded
by Alderman Gregory and received the entire vote of the Council.

An ordinance to be entitled; ",An Ordinance to amend ordinance number 764, of the ordi
of the Citv of Fayetteville, Arkansas, as passed and approved on the 26th day of
December 1933 and for other purposes".
Be it ordained by the City Council of the City of Fayetteiille Arkansas:
Section one; That section one. of Ordinance number 764 6f the Ordinances of the City
Ordingnce of Favetteville, Arkasas, is hereby amended by adding the following after said
section one (1), and in addition thereto: That from and after April 1st, 1934, and
on the same date of each year thereafter, the. City Collector shall add and collect a
penalty' of Two Dollars ($2.00) on each and all motor vehicles in addition to the
annual fie on such motor vehicle license.
Section 2. This ordinance is hereb,r construed to be cumulative and does not repeal
nay ordinance or part of ordinance now in force unless in direct conflict therewith&

the Clerk be instructed to draw warrants forthe same upon the proper funds.
The motion was sedonded by Alderman Carter and was carried unanimously.
Alderman Bynum intorduced an Ordinance entitled, "An Ordinance to Prohibit the
running, at large of Dogs, to Provide for the Taking up and the disposition
thereof, and providing the fines and PenRlties for the Violation".
The 'lerk read the Oridnance the first time in its entirety. Alderman Harding
moved that the rules be further suspended and the ordinance be placed on its
second reeding. The motion was seconded by lderman Carter and received the
entire vote of the Councim. The Clerk then read the Ordinance the second time.
The ordinance was left on its second reading.
F M Ratliff made a talk be fore the Council concerning the new relief program.
Relief fie also explained the fact that the different Cities were contributing toward the
Program the cay.d.e to send Mayor Resler to Washington DNC in interest of this program.
Alderman Peal made the motion that a Check be sent to Mavor Knocileton for this
pu^pose, the motion was seconded by Alderman Stanford and Carried unanimously,

stop all dairyman who have not complied with ordinance 762 from selling milk
in the Citv of Favetteville, Ark.
The Matter of signs which have been installed in voilation of the Sign ordinance
was hrought before the Council. Alderman Peal made a motion seconded by Alderman
Carter and passed unanimously by the `'ouncil that the City Attorney investigate
this ordinance and take the necessary steps to have all such signs removed.
No further business Xlderman Peal made the motion that the Council adjourn,
the motion was seconded by Alderman Bynum and received the entire vote of the Council
