Fayetteville City Co,.mcil met in regular session Monday, February 12, 1934.
Mayor T. S. Tribble, City Clerk Otoe Phillips, City Attorney Virgil Ramsey, City En-
gineer E. M. Ratliff, Aldermen Bynum, Carter, Gregory, Harding, Peal, Sanders, Stan-
ford, and wages.
Minutes of the regular meeting held February 5th, 1934, were read and approved.
The following bills were presented after their approval by Alderman Peal, Chairman of
the Auditing Committee; Harley Gover, Sheriff, $94.00, Abshier-Bryan $75.64, Allen
Strain $2.50, Ben Porter $15.00, Magnolia Pet. Co. $72.45, E. M. Ratliff $4.00, A. F.
Shumate $18.00, The Automotive Co. $13.48, B. L. King $25.00, Lewis Chevrolet Co.$0.60,
Carrington Oil Co. $6.65, Ozark Tire & Battery Co. $3.52. Alderman Harding moved that
the bills be allowed as approved and the Clerk be instructed td draw warrants for same
upon the proper funds. The motion was seconded by Alderman Bynum and received the
unanimous vote of the Council.
R. C. Frambers & Co. submitted a bid of $250.00 for auditing the books of the City
Clerk for the years 1933 and 1934, or $125.00 payable for each years audit. Alderman
Harding made a motion seconded by Alderman Sanders that the proposal be accepted. On
the question being put before the Council the following vote resulted: Ayes: Bynum,
Carter, Harding, Peal, Sanders, Stanford, and waves. Nays; Gregory. The Mayor declared
the motion carried as there were 7 Ayes and y

The report of Dr. J. F. Stanford, Veterinarian, for the month of January was read by
the Clerk. By motion of Alderman Carter, seconded by Alderman wages, and duly passed
by the Council, the report was ordered received and filed.
The Budget for the ,year 1934 was presented by the Finance Committee. After discussion
Alderman Sanders made a motion that the matter be carried over till next regular
meeting of the Council February 19th, 1934. Alderman Bynum seconded the motion. On the
question being put, before the Council the following vote resulted: Ayes; Bynum, Carter,
Gregory, Harding, Peal, Sanders, Stanford. Nays; wages. The Mayor declared the motion
carried as there were 7 Ayes and 1 Nero
Mayor Tribble called the attention of the Council to the fact that it is necessary to
secure right -of -wap extending Wall Street from Government Ave. to South School Strebt
to avoid possibility of losing Federal Allotment for paving Highway No. 62. After
discussion Alderman Sanders moved that the City Attorney be instructed to draw up an
ordinance relative to the above, authorizing proper authorities to institute condemna-
tion proceedings to secure necessary right-of-way. Alderman Harding seconded the mo-
tion which carried unanimously and the Mayor so declared.
Alderman Harding moved that the Council adjourn till Wednesday, February 14th, .19340
when the Council shall meet for the purpose of considering the proposed ordinance for
opening Wall Street from Government Ave. to South School Street. Alderman Carter sec-
onded the motion which was duly passed by the Council and the Mayor declared the
Council ad.iou d till February 14th, 1934.

Alderman_ J. F. Stanford introduced an ordinance entitled "An Ordinance to authorize
and direct the City Attorney to institute and maintain proceedings of eminent domain
on behalf of the Ci`.y of Fayetteville, Arkansas, for the purpose of condemning private
property for public use as a street extending Wall Street Fast from Government Avenue
to South School Stront, in the City of Favetteville, Arkansas, and for other purposes".
The Clerk read the ordinance the first time in its entirety. Alderman Harding moved
that the rules be suspended and the ordinance placed on its second reading. The motion
was seconded by Alderman Peal and received the entire voteof the Council. The Clerk
then read the ordinance the second time. Alderman Wages moved that the rules tP further
suspended and the ordinance placed on its third and final reading,. This motion was sec-
onded by Alderman Gregory and received the unanimous vote or the Council. The Clark
than read the ordinance the third and final time. The Mayor put the question "Shall
the ordinance pass". On the Clerk's calling the roll the following vote resulted; Ayes:
Bynum, Carter, Gregory, Harding, Peal, Sanders, Stanford, Wages. Nays: None. The Mayor
declared the Ordinance passed as there were 8 Ayes and no Nays.

An Ordinance to be entitled "An ordinance to authorize and direct the City A#Vorney
to institute and maintain proceedings of eminent domain on behalf the City of Fayette-
ville, Arkansas, for the purpose of condemning private property for public use as a
street extending wall Street Fast from Government Avenue to South School Street, in
the City of Fayetteville, Arkansas, and for other purposes".
Be it ordained by the City Council of the City of Fayetteville, Arkansas;
Section One: The City Attorney of the City of Fayetteville, Arkansas, is hereby auth-
drized and directed to file legal proceedings under the statutes of eminent domain in
the courts of the State of Arkansas on behalf the City of Fayetteville, Arkansas, and
to take all necessary action for the accomplishment of the purpose of condemning the
real-estate hereinafter described, for public use as a street, extending wall Street
Trast from Government Avenue to South School Street, situated in the City of Fayette-
ville, Washington County, Arkansas, as follows, to -wit;

which is Sixty (60) feet due South of the beginning point; thence North to the point

Section Two: All Ordinances and parts of Ordinances in conflict herewith are hereby
renealed, and this Ordinance shall take effect and be in force from and after its
passage., approval, and publication.

Mayor Tribble appointed Aldermen Peal, Gregory, and ;Stanford as a Committee to confer
with S. F. Dowell, a property owner in the district affected by the above Ordinance,
before condemnation proceedings are instituted.
Alderman Sanders moved that the Council adjourn. Alderman Bynum seconded the motion

neer E. M. Ratliff, Chief of Police Neal Cruse, Aldermen Bynum, Carter, Gregory, Hard-
ing, Peal, Sanders, Stanford, and Wages.
Minutes of the regular meeting held February 12th, 1934; and the adjourned session
held Fe>,ruary 14th, 1934, were read and approved.
The following bills were presented after their apr.roval by Alderman Peal, Chairman of
the Auditing Committee; S. W. Gas & Electric Co. $4.742 Fayetteville Daily Democrat
$$27.96, Allen Strain 7.50, Ben Porter $$15.00, S. W. Gas & Electric Co. $$0.40, E. A.
Martin Machinery Co. 911.42, A. F. Shumate $18.00. Alderman Bynum moved that the bills
be allowed as approved and the Clerk be instructed to draw warrants for same upon the
proper funds. The motion was seconded by Alderman Harding and carried unanimously.
Mrs. W. J. Reynolds and Mr. J. T. Berson appeared before the Council in the interest
of the City Relief Association, giving a general outline of the work being done, and
asking, the City Council to make an appropriation to help carry on the work. No
action was taken.
The 1934 budget as presented by the Finance Committee February 12th was brought to the
attention of the Council. Alderman Stanford made a motion that the salaries of all
appointive officers be increased 10,% with the exception of.the night drivers of the
Fire Department whose salaries be increased 30%, and the budget for the General Fund
be increased to $$18,500.00. Alderman Carter seconded the motion. On the Clerk's call-
ing the roll the following vote resulted; Ayes: Bynum, Carter, -Harding, Peal, Sanders,
Stanford, and Wages. Nays; Gregory. The Pilayor declared the motion carried as there
were 7 Ayes and 1 Nay. Alderman Bynum moved that the budget le adopted. Alderman Car-
ter seconded the motion. On the question being put before the Council the following
vote resulted; Ayes: Bynum, Carter, Harding, Peal. -Sanders, Stanford, and Wages. Nays;
Gregory, The Mayor declared the,motion carried and the budget adopted as there were
7 Ayes and 1 Nay.
