Fayetteville City Council met in rpirular session Monday, December 18, 1933.
Present:l Favor T_, S. Trilble, City Clerk Otos Phillips, City Attorney Virgil Ramsey, Aldermen
Rynum, Carter, Gregory, 1lardinF, Peal, Sanders, Stanford, Absent; Aldprman Wages,
Minutes of the regular meeting held December 11th, 1933, were read and anrroved.
Rills: The following bills were nresented after their anP.roval by Alderman Peal, Chairman of
the Auditing, Committep; D. A. Burson $20.00, S. 17. Gas & T;lectric Co. $314.10, $n.RO,
?0.405 $8.22, Bob Day x„7.50, Allen -Strain $ 2.00, Ben Portepr $15.00, A. F. Shumate $18.0
Alderman Hardinrr moved that the bills be allowed as arlproved•and the Clerk be instructp
to draw warrants for same upon the Proper funds. The motion was seconded by Alderman By
num and received the unanimous vote of the Council..
Flpctric By notion of Alderman Sanders, seconded by Alderman Bynum, and duly Passed by the Coun-
Maris; cil, the request of High Life Sales Go. to install two electric signs and the request
of Arksinsas Ice & Cold Storage Co. to install one electric sign was Franted, same to be
according to snecificHtions .furnished and under, sunervision of the City Insonctor,
Aldprman Bynum asked the Council to order a grade for sidewalk established at; the Mrs
T?. F. Fllis property on the corner of Vlhitham and Doutrlax Streets, also qt the John By
num Property, 604 Douglas Street. Aldermar HardinF moved that said grades he ordered
established. Alderman. Grpr^ory seconded the motion which carried unanimously.
Petitions ast:inF the Council to decline to call a special election for the nurr.osp of
votinrr bonds for the building of a City Hall signed by a number of nroverty owners
•:rere Presented. Alderman Carter moved that the Petitions be received and filed. The
motion was seconded by Alderman Grer^ory and received the entire vote of the Counci.l..
Aldn^man Grerrory reported on the Progress made in the opening of the Fast, end of Dick-
son Street, stating that a lot may be purchased from the Len raves Estate and the Joe
Manuel house moved on same, using CCIA labor, for approximately ?2n0.00. Alderman Hard-
infr mlade a motion that the report be accepted and that money enough he set aside from
the Street Fund to Pay for the lot and the expense of moving the house. Alderman Peal
seconded the motion which Passed unanimously and the T(avor so declared.
Alderman Harding moved that the Council adjourn till Tuesday, December 26th, 19'3,
Alderman Stanford neconded the motion which was duly Passed by the Council, and the
1.'ayor declared the Council adjourned till Decemher 26th, 19713.

Alderman Harding moved that the bills he allowed as anr:)r•oved and the Clerk he instruc-

ment Dis'.rict No, 43 was Presented. By motion of Alderman Sanders, seconded. by Alder -

Aldnrnar Sanders, seconded by Alderman 1lardirr, and duly par•spd by tee Council., the.

Aldol»man Gregory made a notion which was seconded by Alderman Vlarres that the Ordinance
Corm-litten he requested to draw un an ordinance amending and revising Ordinarce No. 750
therelhv nl-icintr motor vehicle license fees on the same basis as of the years prior to
the year 1933. On the question beine put, before the Council the following vote resul.te

M=nror Trihble told the. Council of the death of a child of 17. P. Pavne who is in desti-
tute circumstances wind unable to furnish necessary burial expenses, and stated that th
Comer furnished a casket; and that he had Purchased ground in the L'verrrreen Cemetery
for the hurial of the child, the lot costing },5.00. Aldprman Carter mored that the Cit

Ordinanc.: Alrlerrian J. P. .Stanford introduced an Ordinance entitled "An Ordinance to amend Ordi-
rancp Yo. 750 of the Ordinances of the Citir of Fayetteville, Arkansas; To Provide the
regulations for assessing; and collecting an annual nrivilere license tax on all. motor
vehicles owned and/or operated within the corporate limits of the City of Fayetteville,
Arkansas, and for other ournoses". The ordinance was read tree first time in its entire-
ty by the Clerk. Alderman Vlages made a motion that was seconded by Alderman Gregory
that the .rules be suspended and the ordinance he Placed on its second rpadi.ng,. Uuon the

read the. ordinance the second time. Alderman Hardinrr moved that the rules he further

An Ordinance to he ,entitled "An Ordinance to amend Ordinance No. 750.of the. Ordi-
Winces of the City of Fayetteville, Arkansas; To Provide the regulations for assess-
ing and collectinfr an annual privi.leFe license tax on all motor vehicles owned and/or
operated within the corporate limits of the Citv of Fayetteville, Arinnsas, and for
other purposes".
Be it ordained by the City Council of the City of Fayetteville, Arkansas:
Section One: An Ordinance to amerd Ordinance No. 750 of the Ordinances of the City of
Fayettevil.l,e, Arkansas, to read as follows: That from and after the Passage and apuro-
val of this Ordinrr_ce, all owners of motor driven vnhi.cles owned arfd/or oreratod with-
in the corporate limits of the City of Favetteville, Arkansas, shall Pay an annual.
privilege license tax fon the Privilege c" using the streets of said City, said liConsi
shall begin and expire with the calendar year, and shall he due and payable on the
1st day of January, 1934, and on the 1st day of January of each year thereafter: Pro-
vided all owners shall be allowed 1.0 days grace in which to buy license., whether they
he old residents, new residents,.or new owners of motor vehicles, the time shall. he
calculated to begin at the time said license would have been due had there been no
time allowed.
Section Two: On each Automobile and Motorcycle owned and/or operated within the corpo-
rate limits of the City of Fa;;etteville,. Ar'•ansas, used for the sole purpose X of
oleasure and carrying Passengers, shall pay an annual P.rivilefe license tax of x$5.00
Per calendar year for the year that said licenses were issued.
Section Three: On each truck owned and/or operated within the City of Fayetteville,
Arkansas, shall pav an annual nriviletre license tax nt the rate of $5.00 for each
ton capacity of said truck i -e a ton tuck license shall be t,5.00; 1 ton truck
$10.n0: 11 ton truck '$15.00 etc at the same ratio. .
Section Four: On each car used for hire as a Taxi shall pay a privilege license tax
for the privilege of using the streets of said City in the sumof y25.00 per annum
for each calendar ve>.ar.
Section Five: The City Collector shall issue no license Plete to any npplicant for a
less our, than the annual license fee for such vehicle: and. any person owning and/or
operating any motor vehicle described above without halvine'comnlied with all the pro-
visions of this Ordinance shall he deemed guilty of a misdemeanor and upon conviction
before the Police Judr•e sha1:1 he fined in any sum not less than the. amount of the li-
cense tax due, nor more than double the amount of such license, and shall also he re-
quired to buy the license.
Section Six: The nrovisi:ons of the Ordinance are hereby declared to be cumulative to
the Citv Ord
i.nances now in force and repeals only the Ordinances and parts of Ordi-
nances in direct conflict herewith, this Ordinance shall take effect and he in force
from and after its rassaae, antiroval, and Publication.

Bynum, Carter, Gregory, Harding, Peal, Sanders, Stanford, Wages.

Bills; The following bills were Presented after their approval by Alderman Peal, Chairman of�
the Auditing Committee; Ark. Western Gas Co. $3.47, Bob Day 3.50, Henry Walker, Clerl
x$3.40, Thomas & Son $7.80, Ben Porter $15.00, A.`F. Shumate 8$18.00. Alderman Gregory
moved that the bills he allowed as approved and the Clerk be instructed to draw warr-
ants for same upon the prover funds. The motion was seconded by Alderman Harding and
received the unanimous vote of the Council.
A bill was presented by Homer Elkins for x$8.95 repairs on car injured by running
over a stop sign. After discussion, Alderman Sanders moved that the bill be allowed.
The motion was lost for want of a second.
No further business Alderman Bynum made a motion that the Council adjourn. Alderman
Carter seconded the motion which carridd unanimously and the Mayor declared the
Council adjourned.
