Minutes of the regular meeting hold July 24th, 193:, were read and apnroved. Rills; The following bills were presented after their annroval. by Alderman Peal, Chairman of the A+iditing Committee;, S. Alderman Harding made a mo- tion seconded by Alderman Bvnum that the, bills be allowed as approved and the. Clerk he instructed to draw warrants for same upon the proper funds. This motion received the unanimous vote of the Council and the Mayoe so declared. Electrical Alderman Gregory introduced an ordinance entitled "An Ordinance to be. known as the Ordinance-; issuing, of licenses and permits; Providing, for the adoption by the,. General Electrical Ordinance of the City. of Fayetteville, Arkansas; Providing for a An Ordinance to be entitled "An ordinance to he known as the General Electric- al Ordinance of the City of Fayetteville, Arkansas; Providing for a City Electrician: A Board for examining and licensing Journeymen electricians, and those engaged in electrical business in the City of Fayetteville, Arkansas; Providing for the issuing of licenses and nermits: Providing for the ador_tion by the City Council of a code of rules ar.d regulations; Assessing, and collection of certain license fees, and for other Purnoses." Be it ordained by the City Council of the City of Fayetteville, Arkansas; SECTION ONE. There is hereby created the office of "City Electrician" to be appointed by the Mayor, and confirmed by the City Council. Said Electrician shall hold such appointment at the pleasure of the City Council. PROVIDED the present Cite Electrician shall continue in office until another appointment is made by the Mayor and City Council, SEGTTON TWO. After the passage and approval of the ordinance the Mayor of the City of Fayetteville, Arkansas, shall appoint for a oev-4r.' of two years a bogrd for the purpose of examining Journe-nrer. Electricians. Said board shall consist of three members and the City Electrician shell. he annoi.nte.d as one menibPr. The present hoard s'iall continue until their terms of office expires and their successors are appoint- ed and qualified. It shall be the duty of said hoard to call a meeting after the Passove of tbis ordinance for the purpose of organizing, and adortinu the necessary rules for conduct - inn, the examination of applicants. They shall elect one of their members chairman, and one member secretary who shall keep a record of all applicants and of the gener- al oroceedinas of the board, and shall issue certificates for license to those who successfully Pass the examine tion. A fee of one dollar (1.00) shall be charged to Pay tre expense of the examination. STICTION THREE. The words "Journeyman Electrician" shall be construed and held to mean *any pP^son en�-ared in doing the actual physical workd' i.nstalli.nF electrical wiring, and may include a Master Electrician who has secured a Journeyman's lioP^se, but shall not include apprentices or helpers. SECTION FO11i, The word "Master Electrician" shall he construed and held to mean any person, firm, or corporation who shall enaaa_e in any electrical business as a contractor or otherwise, and who does not do any actual physical. work as an electrician: and if a Master Electrician does actual work he shall take the examina- tion of a Journeyman Electrician, but he shall not he charged the Journeyman's li- cense fee, the fee of the Master Electrician beirg sufficient. SECTION FIV';. Iio Person, firm,, partnership, and corporation who is row or may hereinafter engage in the insta.lation, alteration or repairs of any electrical wi.r- in, it the City GDf Fayetteville, Arkansas, as Master ^lectrician until he. shall have furnished the City with a wood and approved surety bond in the. slim of one thousand do111^s ($l.nnn.00) as F guaranty that all electrical wiring shall he in accordance with the requirements of this ordinance and the Electrical. Code as hereinafter pro- vitlnd for, and with the latest rules and regulations of the National Board of Fire Underwriters: and further conditioned that, said person, firm, nartnersbip, or Cor- poration shall n without cost to the person for whom the work was done renai.r anv defective or faults workcaused by incompetent or careless workmen, inferior or non- stanclard materials and such bond shall be liable for the correction thereof, and any adrlitional cost arising from the -above mentioned causes. SECTION SIX. It shall. be unlawful for any person, firm, or corporation to on - gave in the business of Master or a Journeyman ''lectrician or begin any ,job of wir- inv in or about any building within the corporate limits of tre City of Fayetteville, Arkansas, until he shall have met the requirements of this ordinance, and secured a Permit for such work, according to the terms.set out in the Flectrir, Code hereinafter Provided for. s,I City Electrician: A Board for examining and licensing Journeymen electricians, and those envaged in electrical business An the City of Fayetteville, Arkansas; Pro- viding for the issuing, of licenses and permits; Providing, for the adoption by the,. City Council of a code of rules and regulatipns; Assessing and collection of cer- tain license fees, and for other purnoses.1tThe ordinance was read in its entirety ✓ by the Clerk, whereupon Alderman Harding moved that the rules he. suspended and the ordinance be plaeed on its second reading. The motion was seconded by Alderman Bv- num and received the entire vote of tie Council. The Clerk then read the ordinance / the second time. After discussion, Alderman Bynum moved that the rules be further the be its third final ✓ suspended and ordinance placed on and reading. Alderman Hard- ing seconded the motion, which received the unanim us vote of the Council, and the Clerk read the ordinance the third'and final time. The Mayor put the question "Shall. the ordinance Pass"'. On the Clerks calling the roll the following vote resulted: Ayes: Bynum, Carter, Gregory, Hardinr, Peal, Sanders, Stanford, and Wages. It shall be the duty of the City Electrician immediately upon Passage and approval of this ordinance to submit to the Council at its next regular meotinq, and from time to time. thereafter a Code of the.. rules of procedure. and re ulations to be known as the "Electric Code of the City of Fayetteville, Arkansas and when adopted by the City Council by a resolution and filed with the City Clerk shall become, a part of this ordinance with the Axasame force and effect; and any vio- lation of anv of the rules and regulations of said "Electric Code" (when properly adopted) shall ca^••y with it the game penalties as a violation of this ordinance, sair' Electrical Code shall set out all the rules of Proceedure necessary to secure license, permits, bonds, the fees to he paid for insnectior, the manner in which the work is to be done, ten kinds of materials to he. used, (hvt no rule shall. he adopted or electrical work or wiring accepted by the City T?lectrician which does not meet all the requirements set out by the "National'Underwriters Code" as regards electrical wirtna and materials). It is fur'her made the duty of the City T?]ectrici.an to furnish any person upon request a cony of the Cite Electric Code with all amendments thereto. SECTION EIGHT. The annual licerse fee of Master Electrician shall be fifteen dollars (4$15.00) pRPK per annum. The license f^f of Journeyman Electrician shall he five dollars ($5.00) Per annum. Said license shall be paid in advance the lst Oay of January each year, and expire the •;1st day of December following,. (Yo spm less than the annual license fee shall be accented). No electrician shall he required to nav a licerse fee for 19:13 who has already Paid his fee, otherwise he will he required to nay a fen as above provided. The City TUectrician shall -from time to time file with the Citv Clerk a list of all. Journeymen and Easter Electricians doing, business in the City of Fayetteville, Arl,ansas: and it is hereby made the duty of the City Clerk to mail a notice to each electrician, according to the list of Electricians filed with him by the City Elec- trician, ten days prior to date u^+her, said license are due: and if not; paid when due, he. shall report their names to the City Attorney, who shall at once file an informa- tion against said violator. SECTION NINE. Nothing herein shall be. construed as avplying to any electric light or Power company, its agents, servants and employes conducting its business under a franchise granted '%y the City of Fayetteville, Arkansas, in the installation, renRir, maintenancn., removal, or replacement of electri.col wiring,, machinery, or equipment owned or operated by such electric light and power comranv in the City of Favetteville. ✓ SECTION TEN. It shall be a violation of this ordinance for any person, .firm, or corporation furnishing electrical current to connect or knowingly allow any Person to connect any wiring not accepted by the City electrician with the wires of their or any other company. Nothing herein contained shall he. so construed as to require 'a cep tificate of acceptance from the City Electrician before cuarent is turned on any wir- ing unless some change has been made in said wiring, since service was discontinued. SECTION rLEVT:N. Any person, firm, or corporation who shall violate any of the Provisions of this ordinance or any of the provisions of the rules of the Electric Code herein authorized shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not less than ten nor more than one hundred dollars S?CTION T17eLV'T, This ordinance shall take effect and he in force from and after its passage, approval, and publication: and City Ordinances No. 337, 582, and 718, and all other ordinances in conflict herewith are hereby repealed. W. Power Co. and the S. l't. Bell Telephone Co. was read by the Clerk. After discussion the matter was deferred till next mentinp, night. Air Show: Al Robbins appeared before the Council asking permis:si.on to nut on an "Air Show" at the City Airport August 13th, or if the weather is had on t1 -at date, August; 20th. By motion of Aldermmn Sanders, seconded by Alderman Harding,, and d.ulp passed by the Council, this permission was granted. By unanimous apreement of the Council the vacant room west of the Police Siation was rented to Justice of the Peace J. T. Gage, rent to he $5.00 per month. No further business, Alderman Harding moved that; the Council adjourn. Alderman Peal seconded the motion which received the entire vote of the Council. The Mayor declared the Council adjourned.
