A. F. Shumate. $18.00, The Automotive X13.81. Alderman Hardin; made a motion seconded
by Alderman Bynum that the bills be allowed as atriproved and the Clark he instructed
to draw warrants for same upon the Proper frnnds. This motion received the entire
vote of the Council and the Mayor so declared,
Fred MacChesney asked Vermission of the Council to cut the curb for a driveway at
his Property on Washington Ave. By motion of Alderman Hardinp seconded by Alderman
Gregory and duly passed by the Council, this permit was granted same tope under surer
vision of the City Engineer.
Alderman C. T. Harding introduced an ordinance to he entitled "An Ordinance to per-
mit the manufacture, sale and distribution within the corporate limits of the City
of Fayetteville, Arkaeisas, of light wines and beer, and to Provide for the taxing
the- sale. and distribution of such products, and for other purposes". The Clerk read
the ordinance the first time in its enti.rnty. Alderman Bynum moved that the rules b
suspended and the Ordinance Placed on its second reading. This motion was secorded
by Alderinan Carter and reoeived the unanimous vote of the Council. The. Clerk then
read the -ordinance the second time. By motion of Alderman Sanders, seconded by Alder-
man Peal, and duly passed by the Council, the ordinance was left on its second read-
ing.

Moore: provement District No. 33. Alderman Harding moved that the resignation he accented.
Alderman Carter seconded the motion which received the entire vote of the Council.

of M. 11. Moore on the Board of Assessors of Improvement District No. 33. Alderman
Sanders moved that E. Wilson he appointed. Alderman Harding seconded tYe motion
which received the unarimous vote or the Council.
Electri.' A Resolution setting'out Rules and Regulations constituting the electric Code of the
Code City of Fayetteville, Arkarsas, was introduced by Alderman J. K. GreRorv. After
discussion, Alderman Sanders moved its adoption. Alderman Wages seconded the motion
which Passed unanimously. The Resolution .follows:

111heregs, by virtue of authority delegated to the City Electrician to fur-
nish a Code of Rules and Repulations governing and controlling the electrical work
in the City of Fayetteville, Arkansas, by Ordinance No, 759, and providing, for the
adoption of said Rules and Regulations by the City Council by a Resolution.
Be it therefore resolved by the City Council of the City of Fayetteville,
Arkansas;
First: That the following Code of Rules and Repulations, consisting of
twelve consecutive sections shall constitute the Electric Code of the City of Fay-
etteville, Arkansas:
Section One: The City Electrician is hereby authorized, empowered, avid di-
rected to regulate and supervise generally all electrical apparatus, machinery and
material, and the strinrinrr, placing and attaching od electric light, rower and
other electric wires of any nature whatsoever now or hereafter Placed in, and in any
manner directly attached to any building, tent, or similar structure in the City of
Fayetteville, Arkansas, and inspect and re -inspect all such electrical arnaratus,
machinery and wires which he considers to 1�e of sufficient i.mr•ortance or hazard to
require such inspection. The City^•,lectrician is hereby vested with full authority
to enter any building or premises, subway or plant at any time ir_ the discharge of
his duties and to pass upon and decide any wuestion Arising under the provisions of
this Code and City Electrical Ordinance No. 759, relative to the manner of construc-
tion or the materials and devices to be used.
Sec?tion Two; Any person desiring to work as a Journeyr:an Electrician in the
City of'Fayetteville, Arkansas, shall make application to the City Electrician in
writing, for Journeyman Electrician's examination. ''Ihen aforesaid examination is
successfully Passed, the Board de. Examiners shall. issue a certificate to above men-
tioned applicant, ,iJ ch, certificate will entitle the person n);o has successfully
Passed said examination, to a Journeyman's Electrician's licca^e, which license may
he obtained from the City Collector, who is hereby authorized to grant the same to
any person who presents a certificate from the Board of Examir.er,i showing that he is
qualified. '
Any person, firm, partnership'or corror•ation may secure a Master Electri-
cian's license from the City Collector, who is hereby authorized to grant thin same,
upon payment of the Proper fne therefor and Provided suretv bond as Provided for by
Ordinarce No. 759, is given by the above mentioned person. firm, partnership or
corporation.
Section Three; All electrical work-in the Citv 8f Fayetteville, Arkansas,
shall he done under the direction of a licensed Journeyman Electrician, who shall
comply with all the requirements of this Code and Ordinance No. 759. No electrical
installation, contract,, alteration, repair, or electrical work of any nature shall
he done in t}e City of Fayetteville, Arkansas, without the presence of at least: one
Journa.rman Electrician to direct the work under such installation, contract, alter-
ation or repair.

Section Four; That approved surety bond as set out in Section Five of Ordi-
nance No: 759 shall be further conditioned that any person, fir^; partnership or cor-
noration, shall, after 48 hours notice .from the City Electrician, reconstruct or rerai
anv defective or faulty work caused by incompetent workmen, inferior or non-standard
material, that bond for such purpose scall be in force, for one year after work of
electrical cnnstruction, repairs or installation is done, and one recovory shall not
exhaust said bond, but said bond shall be a continuous oblipationawainst the sureties
thereon until the entire amount thereof shall have been exhausted; That; if the bond
herein provided for and in Ordinance No. 759 shall he decreased on eccount of any re-
covery which may hr obtained, the City Council shall require upon notice of such fact,
an additional bond to he r*i�-nn by any such person, firm, partnership or corporation
In an amount sufficient when added to the unexpired a^punt of the original bond to be
at all times equal to the sum of One Thousand 01000.00) Dollars. The City of Fayette-
ville may, for itself or for the use and 'benefit of any person, by reason of failure
to reconstruct or repair any defective electrical work, maintain suit on said bond in
any court havinq .jn.risdiction thereof,'or suit may be maintained thereon by any Person
by reason of the failure of any Person, firm, partnership or corporation who shall do

of said bond. Said bond shall expire on December 31st of each vear.

Section Six; No Master Electrician or Journeyman Electrician shall enter upon
the erection, construction, alteration or change, or any electrical installation, ma-
chiner-r, work or wiring in the City of Fayetteville, until a permit has been issued
by the City Flectrician, co",rering each installation to he made, and when required by
the said City Electrician, plans and specifications for the proposed work must be file
with him before the permit is granted. No permit will be issued to a Journeyman Elec-
trician.
No permit will be required for the installation of wires'to operate. electr•i.c
bells; vas livbting apparatus, house annunciators, burglar alarms, telephone, tele-
graph, district messenaer,.watch, clock, fire alarm, or other similar instruments if
current operating same is less than 30 volts potential.
Vleen any wiring or apparatus is installed in such a manner that the same coul.
be. used for elect•ic light or power purposes under the provisions of this Ordinance,
it shall be deemed that the said wirina apparatus is to he used for such purposes and
permit shall he regnired and inspection made as provided for such.
Section Seven: On written application made to the City Electrician by any
Master T'lectrician, who has secured a licens as hereinbefore stated, it shall be the
duty of the City Electrician to issue a permit, Permitting each Master Flectrilian
permission to install electrical wiring as set forth in his application.
Fees to be paid the City Electrician by Master Flectricians, will be as
folows:
For the first ten outlets, 25� each.
For the second ten outlets, 15d each.
For the tbird ten outlets, 10e each.
All additional outlets, 5c� each.
The minimum charge shall be ,1.00. No inspection charge shat.]. be made for les
than six outlets unless service entrance is installed. Charge for entrance inspection
shall. he ?11.00.
Charge will he made for each switch which controls one or more curront-cnn-
suming outlets.
When outlets are moved from one location to another they shall be consi.dered
as new outlets.
Whenever additional trips are necessary to be made by the City Electriclan
because of defective workmanship, which would require additional inspection, sa eh rge
of $1.00 will be made for each additional trip.
For inspection of apparatus for which no fee is prescribed, or otherwise Pro-
vided, a charge of y$1.00 will he made.
That all money for each inspection shall be due the City Ta.ectrician from the
Yaster Elnctrician who has performed the work, when final inspection has been made, th
work accepted and final certificate issued therefor.
Section Eight: The City Electrician shall have, and is hereby given, w thorit"
to refuse to issue a permit for the installation of electric wiring, as herein provided,
or for any additions or extensions to any electrical wiring; in or on Any building,
where., in his estimation the wiring done or, proposed to he done, is unsafe or not in
accordance with the provisions of this Code and Ordinance No. 759. If, after a permit
is issued, tee work installed under such permit for any reason does not comply with
the regulations of this Code and Ordinance No. 759, The City Electrician shall refuse
to issue a certificate of inspection.
No ?lectric Light and Power Company shall connect to any electrical Installa-
tion of anv kind whatsoever, except as provided in Section Ten, Ordinance No. 759,
until frnrnished with a certificate of inspection or a permit for such connection d>>].y
executed by the City Electrician.
Provided, that all Electric Licht and Power Companies shall upon written no-
tice from the City Electrician, disconnect from any circuit or service designated by
said notice and shall not reconnect to said service or circuit except upon written
from the City Electrician.

Section Nine: Wherever any electrical wiring or other apparatus is found by
the City Electrician to be unsafe, or defective, or in an insecure condition,
he shall
notify the owner or person in control thereof in writinpm to repair or remove
the de-
fective wiring or apparatus and upon the owner's failure to repair or remove
same
within such time as the City Electrician may deem necessary which time shall
be stated
in such written notice, the said City Electrician shall cause the service connected
to such wiring or apparatus to he disconnected. He shall report all violations
of this
Section to the City Attorney for prosecution.
Section Ten; On inspecting the wiring of any building,, the City El

shall leave a tag or notice attached to service. This notice shall state c
ly
whether the wiring is approved or is to be kept open for correction, and if
ring is
to be kept open for further inspection, no person shall lathe, ceil. or in an.

conceal any wiring until they are informed that si.ich wiring has been approve

City Electrician. The general contractor or owner shall be held responsible
any
violation of this Section. It shall be the duty of the City Electrician to I.

notify the Electrical Contractor of said defects, and defects shall. he correc

in 24 hours from said notice.
Section Eleven; The City Electrician must, in all cases, inspect any elec-
trical wiring within the corporate limits of the City of Fayetteville, within 24 hours
of receipt of notice from the Electrical Wiring, Contractor (holidays and Sundays
shall not be included in this time).
Section Twelve; All electrical wiring for light, -heat and power purposes
hereafter to be installed within the City of Favettevill.e, and as respedtively de-
scribed in the following sub_sections hereof, shall in all cases be installed as de-
scribed in said sub -sections, viz.
A. All electrical wiring in buildings within the fire districts shall be. made
in rigid conduit, or metallic tubing,, except connections, alterations,•or extensions,
made in any existing wiring system, the extent of which does not overload the circu,itg
so as to require a new entrance, such work may he done by the use of armored cable.

A. Rigid conduit will be required on all service installation to meter
s•wi'tches.
C. All supply wiring for electric signs shall he installed with lead -covered
wire in rigid conduit.
P,. All, apparatus installed in underground work shall be in rigid galvanized
conduit and lead -covered wire pulled in.
E. All inside or outside wiring for decorative 117hting,, display windows,
and temporary work, provided, however, the City Electrician may grant permission for
a period designated by him for decorative display lighting and temporary installation
may be installed with open wiring,after which period designated has expired such in-
stallation shall be removed.
F. Outside of the fire districts approved, knob and tube or flexible conduit
installations will be permitted, provided, however, that such installation is in
accordance with the requirements of the National L;lectric Code.
G. All current-consumi.mg outlets, installed on main ceiline or side walls, to

e used for general illumination in store rooms, shall not he more than four outlets
to the circuit.
11, In no case shall there be more than twelve current -consuming outlets
Allowed on any one circuit in any other classes of installation,
I. Service wire smaller than No. 10 shall not be used for entrance to any
business, warehouse, or store building, where a one circuit installation is installed.
All installations of more than one circuit shall he governed by the rules and regula-
tions of the National Electric Code.
J. Temporary electric wi.rin_g, for lights in tents used for such purposes as
religious gatherings, shows, skating rirYs, entertainments or gatherings of a similar
nattier may he installed by any person, provided, however, that such wiring equipment
and material are in strict accordance with the rules and regulations of the National
electric Code, and further provided that entrance to such installations be installed
under the direction of a licensed Master Electrician as provided in this Code and
Ordinance No. 759.
K, Metallic tubing may be used on any work which does not conflict with the
National Underwriters Electric Code.
This Resolution shall become effective and be in force from and after its
adoption and approval.

Alderman Carter made a motion that the Council recess subject to call. Alderman
Gr^corp seconded the motion which was duly passed by the Council and the b"ayor
