HomeMy WebLinkAbout1933-04-10 MinutesWhereas the 1933 General Assembly of the State of Arkansas has by Act No.2R created a Board of Civil Service, Commissioners in Cities of the first class having organized Police and Fire. Departments, and Nlhereas under said Act it is the duty of the City Council to elect three mem- bers to such Board of Commissioners for the term of two, four, and six years, respect- ively. ansas: Therefore be it ordained by the City Council_ of the City of Fayetteville, Ark- Section One: That N. F. Drake is herehy elected for the term ending April 1st, 1935: A. P. Eason is herehv elected for the term ending, April 1st. 1937: and S, J. ,amnhell is herebv elected for the term ending April 1st, 1039, to serve as members t of the Board of Civil Service Corimissioners of Feyettevilie. �. Alderman Sanders made a motion which vias seconded by Alderman Bynum that the item of Commissioners charges on the City General Flection bill he cut from 4'15.00 to ?n.00. This motion received the unanimous vote of the Council and the Clerk was instructed to change, the bill accordingly. Alderman Bynum moved that the bills he allowed and the Clerk he instruct to draw warrants for same upon the proper funds. Alderman Harding seconded the motior which received the entire vote of tho Council. Ciinringham as City Collector, Clyde Walters as Fire Chief, R. P. Nifong as Police. Judpe, and Neal Cruse as Chief of Police. Alderman Harding moved that the .reports he received and filed. Alderman Carter seconded the motion which was duly nansed by the, Council. Highland Relative to the Hi.ehlnnd Avenue one-way street proposition, the Committee recommended Avenue: that the Council ^rthori.ze t}in Purchnsi.ngr Agent to furniah two hand stop signs for students of the ITorth School to use in rngulatirr? traffic. Alderman 1'1ag.es not the recommendation in the form of a motion which was seconded by Alderman Bynum ard re- ceived the entire vote of the Council. H,ardinp moved that the, Mayor and City Attorney draw ur this lease for presentation at the next meeting* of the Council. Alderman Stanford seconded the motion which received the unanimous vote of the Council. A rising vote of thanks was given the retiring Ofricials, Alderman Frank Barr, Police Judge R. P. 11ifonn, and City Attorney V. James Ptak, for past services rendered, at the suggestion of liayor Tribble, Aldermir. Snnders then marie a notion that the Council adjourn Sine Die. The MR vor then called the new Council together. City Clerk Otoe Phillips administered the oath of office to Navor T. S. Tribble and Mayor Tribble then administered the oath of office to the newly elected officers as follows;'Aldermen elected for the two year term, J. F. Stanford, hard 1, J. C. Peal, Plard 21 J, f:. Gregory, Ward 3, and Geo. Sanders, hard 4: City Treasurer, Roy Nix, 2 years; Police Judge, Clem Pearson, 2. years: Citv Clerk, Otoe Phillips, 1 year. lection After roll call, the Council took up the matter of electing a City Attorney td)fill f City the unexpired term of City Attorney V. James Ptak, resigned. The application of Virgil. ttornnv• H. Ramsey was Presented, whereupon Alderman Sanders made a motion which wits seconded by Aldn,nan Harding that the Name of V. James Ptak he placed in nomination. This mo- tion received the entire vote of the Council and the Mayor so declared. The Council H 6 then proceeded to vote on the two candidates with the following vote resulting: Four for Ptak and four for Ramsey. The Mayor then cast the deciding vote for Ramsey and declared Virgil II. Ramsey elected City Attorney until the next election. �ts: iiavor Tribble rn,commended the following appointments; Art T. Iy motion of Alderman Stanford, seconded by Alderman Sanders, and receiving, the unanimous vote of the Council, Art T. Lewis was appointed as a member of the Board of Public Affairs. By motion of Alderman Wages, seconded by Alderman Stanford, and receiving the unanimous vote of the Council, Jas. Dinwiddie was appointed as Building & Plumbing, Inspector. By notion of Alderman Sanders, seconded 1117 Alderman Bynum, and receiving the entire vote of the Council, Dr. 11. L. Hathcock was appointed City Health Officer. Its heing found that in Ordinance 749, combining the offices of City Clerk and City Collector, the date in which it becomes effective reads The first Tuesday in April, 1935, while it was the intention of the Ordinance Committee to have it read the first Tuesday in April, 1934, Alderman Gregory made a motion that the Ordinance Committee he instructed to draw up an amendment correcting these dates. Alderman Wages seconded the motion and it received the entire vote of the Council. A motion to adjourn made by Alderman Stanford and seconded by Aldermen Carter was du- ly passed by the Council and. the Mayor declared the Council adjourned. Cunningham from Jan. 1st, 1033, up to and including Anril 1st, 1933, was read by the Cleric. By motion of Alderman Carter seconded by Alde -m n Bynum and duly passed by the Council, the report was ordered received and filed: A lease nelative to the rental of the old Airport was presented for the consideration of the Council, but was rejected. Alderman Harding made a motion which was seconded bir Alderman Peal that when the back rentale of $145.00 is paid in full, a new .lease he given Mr. Finches for one year for the sun of $100.00 to be paid in five monthly installments of ?"20.00 each. This motion received the entire, vote of the Council and the Mayor so declared. Ordinance 11o. 753 was introduced by AlOo.-Tman Bynum and read by the Clerk. Alderman Ha^ding made a motion seconded hp Alderman Bynum that the rules Y,e suspended and the ordinance he placed on its, second reading. Upon the question heing out before the Council the followinm vote resulted: Ayes, Bynum, Carter, 11srdina, PFal, Stanford and Wages. Nays, none. Absent and not voting Gregory and Sanders. The Mayor declared the motion as carried as there were C ayes and no nays: The Clerk then read the Ordinance the second time. Alderman Bynum made n motion which was seconded by Alderman Stanford that part of section Two be amended to read "Not less than $25.00 nor more than $100.00' instead of "Not less than $10.00 nor more than ?;50.00". This motion received the entire vote of the Council present and the, Mayor declared the motion as carried. Alderman Harding then mover; tTat the rules he further suspended and the Ordinance be rlaced on its third and final reading. Alderman Ryruvr seconded the motion which reenived the en -i tire vote of the Council present. The Clerk then read the Ordinance the third And fi.nAl time. The Mayor then put the question "Shall the Ordinaroe pass". On the Clerks cAll- I-f? the roll the following* vote resulted: Ayes, Rynttm, Carter, Harding. Peal. Stnrford, and (Tapes. Nays, none.. Absent and not voti.rr, Gregory and Sanders. The Mayor declared the Ordinance passed.
