Present' Mayor T. S. Tribble, City Clerk Otoe Phillips, City Attorney V. James Ptak, City
rngineer F. 14. Ratliff, Chief of Police Neal Cruse, Aldermen Barr, Bynum,Carter,
Harding, Sanders, Stanford, & Wages. Absent Alderman Gregory.
Yinutes of the regular meeting as held on Monday Sept. 12th, 1932 were read and approved
by the unanimous vote of the Council.
Bills: The following bills were presented after their approval by Alderman Barr, Chairman
of the auditing committee, whereupon AldermanBynum made a motion that was seconded

by Alderman Harding that the bills be allowed as approved and the Clerkbe instructed
to draw warrants on the proper funds for the payment of same. Upon the question
being put before the Council the motion received their unanimous vote and the Mayor
so declared and instructed tl^e Clerk. Bills: 0. E. Gibson $1.00, Allen Straln 15.50
Ben Porter $13.00, Farmers Exchange $1.23. A. F. Shumate $30.00, r. S. Davidson. 1.00
Protest against the erection of a blacksmith shop on the Store Block and a petition
in favor of same were read by the Clerk. After discussion, Alderman Sanders made a
motion that was seconded by Alderman Wages that a permit for the erection of a
blacksmith shop on the Stone Block be granted to Ben Thomas. The Mayor put the
question before the Council with the following vote resulting: Ayes, Aldermen
Barr, Bynum, Carter Sanders,& Mages: Nays, Harding & Stanford. Absent and not
voting Alderman Gregory. The Mayor declared the motionpassed as there were
5 Ayes and 2 Nays.
The Clerk read the protest of Roy Scott e:R to the re -assessment of his prop-
erty in South College Ave. Imp. Dist. ;11. Afetr much discussion A motion was
made by Alderman Sanders and seconded by .Alderman Harding that the 1932
assessed benefits of $350.00 be reduced to $'250.00 as assessed in 1931, and
the Clerk he instructed to notify the board of Assessors to make the change.
The Mayor put the question before the Council with the following vote re-
sulting: Ayes, Aldermen Barr, Bynum, Carter, Harding, Sanders, & Stanford.
Nays, Alderman Wages. Absent and not voting Alderman Gregory. The Mayor
declared the motion passed as there were 6 Ayes and 1 Nay.
The Clerk reported the filing of assessments of Water Improvement District No. 3
in his office on Sept 17th, 197)2, and upon motion by Aldermen Wages, seconded by
Aldermen Bynum, that said report of assessment be. received and filed, the motion
was put before the Council and received their unanimous vote. Motion was made by
Alderman Wages and Seconded by Alderman Sanders that the Clerk be instructed to
publish notice of the filing of the above report. The motion was put before the
Council and received their unanimous vote and the Vayor so declared and instruct-
ed the Clerk.
The Clerl, reported the filinr, cf the Financial statement of Douglas Street Imp.
District No 1 on Sent. 17th, 1932, and upon a motion beine made by Alderman
Harding and seconded by Alderman Sanders that the report be received and filed
the motion received the. unanimous vote of the Council and was so declared
by tre Mayor,
Of Art I'.intun to cut pavement was deferred until the next reeular meeting night
Sept. 26th, 1932.
A motion was made by Alderman Sanders and seconded by Alderman Bynum that the
City surface the, race track for the 1932 Washincrton County Fair. The motion
received the unanimous vote of the Council and the Vayor so declared.

Election' The election to fill the vacancy created in the office of Police Judge coming hefo

Police the Council, Alderman Sanders moved that the Council go into an Executive session, whi

was seconded by Alderman Stanford. Upon the question being put before the Council, It
ceived their unanimous vote, and the Mayor declared the Council in Executive session.
The Clerk then read the applications filed in his office as follows: Co T. Harding,
R. P. Nifong, W. M. Fishback, John W. Baxter, Clem Pearson, l7. A. Gregg, and C. 0.
Hansard. The Council accordingly proceeded to ballot for Police Judge, with the final
ballot as follows: for R. F. Nifong, 4; for Clem Pearson, 3; whereupon the Mayor
declared R. P. Nifong elected as Police Judge until the next; annual election.
Alderman Barr made a motion that was seconded by Alderman Cartier that, the Council
adjourn. Upon the question heinp pr:t before the Council, it received their unani-
mous vote and the Mayor declared the Council as adjourned.

Reports: Financial reports of University Imp. Dist. No. 1 and Mont Nord In:p. Dist. No. 1
were read by the Clerk. After discussion a motion was made by Alderman Grepory
and seconded by Alderman Wages that the Clerk notify all Commissioners of Im-
provement Districts that vouchers for all monies paid out must be filed dtith their
financial statements. Upon the motion being put before the Council it received
their unanimous vote and the P:ayor so ddelared and instructed the Clerk.
)rdinance. A proposed ordinance relative to the construction and operation of a fire and
burplar alarm system by Faus Gary was read by the Clerk. A motion was made by
Alderman u9ages and seconded by Alderman Carter that this be. referred to the Ord-
inance Committee and the City Attorney. This motion received the unanimous vote of
the Council and the Mayor so declared and instructed the Clerk.
