HomeMy WebLinkAbout1932-07-25 MinutesFayetteville City Council met in regular session on Monday July 25th,1932 Present: Mayor T.S.Tribble,City Clerk Wm.F.,Dunn,City Attorney V.James Ptak,Chief of Police T!Neal Cruse,Alderman Barr,Bynum,Carter,Harding,Sanders,Stanford,& Wages.Absent City Engineer E.M.Ratliff & Alderman Gregory. Minutes of the regular meeting as held on July 18th,1932 were read and approved by the unaminous vote of the City Council. Bills; The following bills were presented apter their approval by Alderman Barr,Chairman of the Auditing Committee,whereupon Alderman Bynum made a motion that was seconded by Alderman Harding that the bills be allowed as approved and the Clerk..be instructed to draw warrat is upon the proper funds for the payment of the same.Upon the question being put before the Council,it received their unaminoue vote and the Mayor so declared and instructed the C1erk.Bille:Bohes Gro.$4.85,Hanna & Spencer $9.10,5.50,15.07,A.F.Shumate $16,29. Trash C ns:Alderman Harding reported that Mr.Sonneman would.pay the sum of $50.00 for the purche ase price of 8 waste paper cans owned by the City provided he would be allowed to instal 2 more cans and also for the right to control the placing and advertiseing on the same for a period of 5 years from date.Alderman Harding then made emotion that was seconded by Alderman Barr that this proposition be accepted and Alderman Harding be given full authority to aet.Upon the question being put before the Council,it received their unam- inous vote and the Mayor so declared. Sign: lerect A representative of the Dixie Oil Co.appeared before the Council and asked a permit to an electric sign to extend over the side walk on west Dixon Street.After examining the blue print a motion was made by Alderman Bynum and seconded by Alderman Stanford that this permit be granted.Upon the question being put before the Council,it received their unaminous voye and the Mayor so declared. The Continental Oil Co. appeared before the Council and asked a permit to cut the walk on the corner of College Avenue and enter Street in order to change a lead pipe to a pump or pumps.Alderman Sanders made a motion that was seconded.by Alderman Wages that this permit be granted under the supervision of the City Engineer.Upon the question beig put before the Council,it received their unaminous.vote and the Mayor so declared. Ordinance No.746.Alderman J.F.Stanford intaoduced an ordinance entitled"An ordinance amending the building code of the City of Fayetteville,Arkansas,to permit the erection of certain types of residences and apartments inside the fire limits where they are now prohibited under existing ordinances,and to provide for rules,regulations,and methods of construct- ion therefor." ;This ordinance was read in its entirety the first time.AldermanWages them made a motion that was seconded by Alderman Bynum that the rules be suspended and the ordinance be placed on its second reading.Upon the question being put before the Council,it received the following vote -Ayes Alderman Barr.,Bynum,Carter,Harding,Sanders,Stanford,Wages.Nays None.Absent and not voteing Alderman Gregory.The Mayor declared the motion as carried and instructed the Clerk to redd the ordinance the second time.The Clerk then read the ordinance the second time.Alderman Bgnvmthen made a motion that was seconded by Aldermen Sanders that the rules be further suspended and ordinance be placed on its third and fa final reading.Upon the.question being put before the Council,it received the following vote.Ayes Alderman Barr,Bynum,Carter,Harding,Sanders,Stanford,& Wages.Nays None.Absent and not voteing.Alderman Gregory.The Mayor declared the motion as carried and instructed the clerk to read the ordinance the third and final time.The ylerk then read the ordin ce the third and final time.The Mayor then put the question.Shall the ordinance pass.0 the Clerk calling the roll,the following vote resulted.Ayes tilderman Barr,Bynum,Carter Harding,Sanders,Stanford,Wages.Nays None.Absent and not voteing Alderman Gregory.The Mayor declared the ordinance as passed as there were 7 Ayes and no Nays. Ordinance No.746. An ordinance -to be entitled"An ordinance amending the building code of.the City of Fayetteville,Arkansas,to permit the erection of certain types of residences and apartmer inside the fire limits where they are now prohibited under existing ordinances,and to provide for rules,regulations,and methods of construction therefor: Be it ordained by the City Council of the City of Fayetteville,Arkansas: Section One:That hereafter buildings of frame construction,veneered outside with brick, stone or other non-combustible material,and tp be used as residencesor eekpartments or apartment houses,may be erected on lots within the fire limits,provided,they are not bus ibe s s located in the main'fire districts or in such location as to prevent any likely expansi( of main business district or districts of the city of Fayetteville,Arkansas;and also provided that.the buildings.are constructed in.compliance with the rules,regulations,anc other requirements described hereinafter in this ordinance. Section Two:Rules and regulations for the construction of residences and apartments,and apartment houses in the fire district of fire limits.(1)No building shall cover a grmuni area greater than twenty-five hundred square.feet(2,500).(2)No building or part thereof shall be located neared than five(5)feet to the side or rear lot lines;In case of doubt or uncertainty -as to the exact lines,the owners will be required to have the lines estab- lished by a competent surveyor.(3)All buildings must have solid foundations of walls of stone,conerete,or other non-combustible materials on footings.wide enough to peevent settlement of the super-structure,not less than four(4)inches of these walls to be built between and up to the top of first floor joists.eas fire stop,outside walls above the founds if not over two stories or twenty(20) fee6 high,may be of twoby four inch studa,and sixteen (16)inches from center to center,closely stormed sheeted on the outside,plastered inside on metal or gypsum lathe,total thickness of 4inches;Plaster to be of standard manufactures approved fire stopping from ceiling line to the under side of roof.sheating,and if two stories,second floor joistd must rest on double plates,and must have fire stopping out in between joists not less than two inches thick.Open ribbon construction not alloeed.Inteiior partitions to be similarily fire stopped,also between joists to retard the spread of fire from room to room.All partitions and ceilings to be plastered as deseribed.for outside walls.(4)Veneering on the outside walls must be at least four(4) inches thick,well fastened to the frame with metal ties,leaving an air space of one inch,and must extend up to thel under side of the roof sheating.Veneer may be brick,stone,or other non-combustible material Chimneys and flues must be built from the ground on secure.footings and.must be lined with clay flue lineing to the top and project three feet above the roof.(5)Joists must support a live load of forty(40) pounds per square foot without deflection -to crack plaster.Rafers must carry the roof load without sagging,and when.necessary must be trussed or supported on purlins from center partitions,roofs to be close sheated.For roof coveringthe minimum requirements will be asphalt composition class "C"Underwriters rating,all bundles must have tion, U Class "C"label.Asbestos or metal may be used. Section Three;Before any work is commenced,a plat or clear description of the size and location of the lot,as well as the proposed building.must be filed with the building inspectoer and his permit must be kept on the premises during construction. Section Four:This ordinance shall be deemed cumulative to all building ordinances of said City and shall repeal only such parts of same as may be in direct conflict herewith and be in force and effect from and after its passage,approval,and publication.
