Fayetteville City Council met in regular.session.on.Monday July 18th,1932 PresentMayor'T.S.Tribble,City Clerk Wm.F.Dunn,City Attorney V.James Ptak,Chief of Police Neal iCruse,Aldermen Barr,Bynum,Carter,Gregory,Harding,Sanders,Stanford,& Wages. Minutes of the regular meeting as held on July llth,1932 were read add approved by the unaminous vote of the entire -Council. Bills: The following bills were presented after their approval by Alderman Barr,Chairman of the iAuditing Committee,whereupon Alderman Bynum made a motion that was seconded by Alderman Gregory that the bills be allowed as approved and the Clerk be instructed to draw warra6 . rants upon the proper funds for the payment of the same..Upon the question being put be€b before the. Council,it received their unaminous vote.and the Mayor so declared and instr- ucted the C1erk.Bills;Heerwagen Bros.$4.34,A.F.Shumate.$$27.50,S.Williams $2.50,General Tire & Rubber-Co.$14.89,Ben Porter $18.75,E.Sutton $5.00,Railway Express Co.$1.34,Jack Spillers $$2.00. Gulf Permit:The Gulf Refining Co. asked permission to cut out a block.of the sidewalk in front of the L.& G.Tire Co. on East Mountain Street as their was a valve stuck in the bottom of one of their tanks and they had to remove the same in order to repair the Valve. Alderman Wages made a motion that was seconded by Alderman Bynum that this request be granted under the supervision of the City Engineer.Upon the question being put before the Council,it received their unaminous vote and the Mayor so declared. Ordinance No.745:Alderman J.F.Stanford introduced and Ordinance"To protect and promote the hes of the Citizens of the City of Fayetteville,Arkansas,by provideing that each person engaged in the handling of food products and soft drinks,obtain a health certificate and to provide a penalty therefore and for other purposes"The ordinance was read in its entirety the first time.Alderman Wages then made.a motion that the rules be suspended and the ordinance he placed upon its second reading.This motion was seconded by Alderman Bynum.Upon the Mayor putting the question before the Council,the following vote resulted Ayes.Barr,Bynum,Carter,Gregory,Sanders,Stanford,& Wages.Nays None.Absent & not voteing Alderman Harding.The Clerk then read the Ordinance the.second time.After much discussion Alderman Carter made a motion that was seconded by Alderman Stanford that after the word "examination" in Section One that the following be inserted."on or before ten days of June 20th,Sep.20th,Dec.20th,and March 20th of each and every year"Upon the motion being put before the Council the following vote resulted.Ayes Alderman Barr,Bynum,Corter.Gregp Gregory,Sanders,Stanford,& Wages.rrays None.Absent and voteing Alderman-Harding.The Mayor declared that the motion had carried and ordered the words inserted.Alderman Sanders made a motione that was seconded by Alderman Gregory that the rules be further suspended j and the Ordinance be placed upon its third and final. reading.Tldermax TAC Mayor then put the question and the following vote resulted.Alderman Barr,Bynum,Carter,Gregory,Sanders, Stanford & Wages.Nays.None.Absent and not voteing Alderman Harding.The Mayor declared the motion as carried and instructed the Clerk to read the Ordinance the third and final time.The Clerk then read the Ordinance the third and last time.The Mayor then put the question shall the Ordinance Pass,Upon the vote being taken the following vote resulted Ayes Alderman Barr,Bynum,Carter,Gregory,Sanders,Stanford & Wages.Nays None.Absent and not voteing Alderman Harding.The Mayor declared the Ordinance as passed as there were seven Ayes and No Nays. Ordinance No.745. "An Ordinance to protect and promote the health of the Citizens of the City of Fayette- '', villo Arkansas,by provideing that each person engaged in the handling of Food g products and soft drinks obtain a health certificate and to provide a penalty therefore and for I other purposes." Be it ordained by the City Council of the City of Fayetteville,Arkansas: P - 2 8.. Section One:All persond engaged.or employed,in.the handling or.manufac.ture of. food proP dairy products,or soft drinks of whatsoever, nature offered.for sale within the limits of the City of Fayetteville,Arkansas,and all persons engaged in the operation of shop or beauty parlor in the City of Fayetteville,Arkansas.,shall subject themselves to a medical examination on or before ten days of June.20th,Sep.20th,Dec.20th,and March of each) and every year and obtain a health certificate from .the City Health Officer of City,".may prohibit the employment of persons suffering or.afflicted with an infectio or contagious disease. . Section Two:Any person,persons,firm,or corporation,engaged in the business or manufactu. of food products,dairy products,or soft drinks offered for sale,within the corporate lig of,the City of,Fayetteville,Arkansas,and all proprietors.of barber shops and beauty par within the corporate'limits of the,City.6f Fayetteville,Arkansas,shall file with the Ci Clerk on the first day of July,October,January,and April of each and every year,togethe with an4 affidavit that all such employees or persons,have obtained a health certificat required by thds Ordinance. Section Three:Any person,persons,firm or corporation,violating any provision of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction shall be fined in any sum not less than five dollars($5.00) nor more than twenty-five dollars ($25.00) fox eac offense,and each days violation shall constitute a seperate offense. Section Four:That all Ordinances or parts of same,in conflict herew.ith,are hereby repeal and this Ordinance being necessary.for the immediate peace,health,and safety of the Citi of Fayetteville,Arkansas,is to take effect and be in force from the date of its passage, Passed and approved this 18th day of July 1932, Approved T.S.Tribble,Mayor. Highway 45: After some discussion of changeing the routeing of Highway 45 from College Avenue to Willow Avenue from Maple Street to the, route as follows.From College Avenue east on ie Avenue to Willow Avenue and then North on Willow Avenue to Maple Street.After a general discussion Alderman Sanders made a motion that was seconded by.Alderman Bynum that the Highway The left as.it is now routed.Upon the question being put before the Council,it received their unaminous vojre and the Mayor so declared. Alderman Gregory made a motion that was seconded by Alderman Sanders that the Council adjourn.Upon the question being put before the Council,it received their unaminous vote and the Mayor declared the Council as adjourned.
