FAYETTEV ILLE,CITY COUNCIL MET IN REGULAR SESSION OII JULY 20th,1931.
Mayor T.S.Tribble,City Clerk Trm.F.Dunn,City Attorney V.James Pta.k,City Engineer E.M.Ratliff
Chief of Police Neal Cruse and Alderman Barr,Bynum,Harding,Pearson,Sanders,Scott,Stanford,
of the regular meeting held on July 31th and the adjourned meeting of July 15th were read
'and approved.
The following bills were presented after their approval b;V the chairman of the Auditing
committee Alderman Scott and upon a motion by Alderman Barding,seconded by Alderman Bynum
that the bills be allwed and City Clerk instructed to draw warrants upon the proper funds
for payment. Upon the question being put before the Council,it carried unaminously and was
'declared as so ordered by the Mayor.
REPORTS:, The report of the street cleaners, Shumate & Will,i.ams showed 164 streets cleaned and 6' blocks
flushed.A motion was made by Alderman Bynum and seconded by Alderman Pearson that the report
be accepted and filed in proper manner.Upon the question being put before the Council it e
carried unaminously and was so declared by the Mayor,

(LIGHT RATE: Mr. N.T.Asbury appeared before the Oouncil with a proposed change in rates by the
Southwestern Gas & Electric Company an Domestic Service & Commercial Service.He presented
and explained the new proposed rates to the satisfaction of the Council and a motion was
made by Alderman Sanders,seconded by Alderman Bynum that the rates filed by the Southwestern',
Gas & Electric Company,with the Clerk of the City of Fayetteville,Arkansas notice of same
having been duly given as required by law,be and the same are hereby approved.Upon the
'question being put before the Council,it carried unaminously and was so declared by the Mayor.l

BUSINESS BUILDINGS: A1der.,Pearson introduced an Ordinance "TO REGULATE THE CONSTRUCTION OF BUSINESS
BUILDINGS IN THE INTERbIEDIATE ZONE AND FOR DTHER PURPOSES" and was read the first time.
Alderman Stanford,seconded by Alderman Pearson made a motion that the rules be suspended andl

the Ordinance be place upon it second reading.Upon the question being put before the Council,
the vote was as follows:Ayes Alderman Barr,Bynum,Harding,Pearson,Sanders,Scott,Stanforcl,i`lagel,
Nayes.None Absent and not voting None. After a general discussuin the Ordinance was left on j
its second reading.
PARKINGIORDINANCE: Alderman Harding proposed an Ordinance entitled"An Ordinance to regulate the
and parking on Meadow Street between College Avenue on the East and Fast Street on the ".est;
lin the City of Fayetteville,Arkansas." The Ordinance was read the first time. Alderman Stanfl
made a motion,seconded by Alderman Bynum that the ruses be suspended and the Ordinance be
placed upon its second reading.Upon the question being put,it received the following vote,
Ayes Alderman Barr , Bynum, Harding, Pearson, Sanders. Scott, Stanford, Wage so Nays None Absent and
not voting None. The Ordinance was read the second time.Under discussion of the Ordinance
as proposed the wordsSouth Side of (,Meadow Street was substitued for the words North Side ofl
i,ieadow Street.in Section One of proposed Ordinance. A motion was made by Alderman Stanford
seconded by Alderman Bynum that the rules be suspended and the ordinance as amended be placed

on its eeeemg reading.Upon the question being put the following vote resulted Ayes.Alderman
Barr, Bynum, Harding, Pearson, Sanders. Scott. Stanford, Wages. Ilays.None. Absent and hot voting.Non

An Ordinance to be entitled"An Ordinance To Regulate The Traffic And Parking On Ivieadow Street
Between College Evenue on The East And East Street On The Vest,In The City Of Fayetteville,Ark
Be it ordained by the City Council of the City of Fayetteville,Arkansas.
Section One: That hereafter it shall be unlawful for any person,firm or corporation to park
or cause to be parked any vehicle of Whatsoever kind upon the South side of Meadow Street
between College Avenue on the East and East Street on the West.
Section Two: Any person,persons,firm,or corporation violating the provisions of this Ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof in Police Court of said
City sh ll e fined in any sum not less than two dollars and not more than twenty-five dollars
for eaci offense.
Passed and approved this 20th day of July 1931.

RECONSIDiRATMN OF FILLING STATION PERMIT OF IAAGNODIA PETROLEUM CO ON CORNER OFIEST MOUNTAIN AND SOUTH
SCHOOL STREET.
LA*er Carl Greenhaw appeared before the City Council and asked for a reconsideration of the ,
action taken by the Council on July 15th in regard to 1,ermit asked for by Magnolia Petroleum Co.
Alderman Sanders made a motion that the City Council reconsider the request of Magnolia Petroleum
Co. for a filling station as aforesaid mentioned Lawyer Greenhaw presd his reasons for request.

of Council elect.to make a motion to reconsider effective. Alderman Bynum then said that if that
was true that he would vote Aye.Lawyer Hurst again objected and said that Alderman Bynum was not
entitled to a vote.The Iviayor thev\Called upon the City Attorney for his ruling on the objecti ns
of Lawyer Hurst and the City Attorney declared Lawyer Hurst right in botti of his objections.
The Mayor thet\denied Alderman Bynum the riglhtto vote and also that the motion was lost.
Alderman Harding then made ammtion that the Council adjourn.This was seconded by Alderman Scotte
Upon the question being pu; it carried unaminously and was so declared.
