by J.1".Campbell.The Counil heard both sides both Pro. & Con. The petet-ioners of protest
were represented by Lawyer Price Dickson. Mr.Campbell and I,SF.&Ioore speaking in favor of
erection of said building.After much discussion Alderman Bynum made a motion that the
application of Mr.Campbell for erection of said grocery store and filling station be
rejected.This was seconded by Alderman Sanders.Upon the Clerk calling the roll for vote
Alderman Barr answered with the request that he be excused from voting and after giving13
his reasons Alderman Scott,seconded by Alderman Bynum made a motion that Alderman Barr be
excused from voting.Upon the question being put Alderman Barr was excused from voting by
the unaminous consent of the council.
The Clerk then called the roll and the Ayes were Alderman Bynum,Harding,Sanders.Nays.
Alderman Scott,Stanford,1'ages.This being a tie vote Mayor Pro -tem Pearson then voted Nay.
This gave a vote of 3 Ayes & 4 Nays. After the vote Attorney raised bhe question that it
required a 2/3 vote of council elect to pass a measure.Thus the matter was left.
Mr.M.L.P.rice appeaued before the council and asked permission to erect some outside
IRequest.itanks for storage of lubricating oils. He was instructed that the council had no authority
!in the matter and that he should take it up with 11.7r.Dinwiddie and advertise as the law
required under that law.
A motion was made by Alderman Harding,seconded by Alderman Bynum and upon the question
eing put to the council it was so ordained.

The reading of the minutes of the regular meeting of the council held on April 27,1931
were read and approved.
The following bills wEEE properly approved,read,allowed and the clerk ordered to draw
warrants on fund.under which bills were payable,this was done by a motion by Alderman
Harding,seconded by Alderman Pearson and when the question was put by the Mayor it carried

for the fiscal year ending April 30jl93l.A motion by Alderman Pearson,seconded by Alderman
1'7ages that the reports be accepted,and ordered filed.Upon the question being put by the
Mayor,it carried unaminously.
Alderman Pearson made a motion that the Clerk make each Alderman a copy of his report as
read.Upon the question being put by the Mayor it was so ordered.

tions, Henry 1.1alker presnted a petetion asking to cut the curb in front of his property on the F.as
side of South College Ave. Alderman Scott Made a motion thetthe request he granted under the
suprvisbon of the City Engineer.This motion was seconded by Alderman Harding. Upon the question
being put by the mayor it carried unaminously and was declared so ordered. '
Earl Bates presented a petetion that he be granted the right to cut his and gutter on the
west of his property on Rollston Ave. A motion by Alderman Harding tha this petetion be granted '
under the supervision of the City Engineer.This was Seconded by Alderman Stanford and when the .
question was put by the Mayor it carried unaminously and was declared so ordered.
Mrs A.Marinoni presented a petetion to cut the curb in front of her property on Gregg Street
for the purpose of building an atteactive driveway.A motion was made by Alderman Bynum and seconded
by Alderman Pearson that this petetion be allowed under the supervision of the City 'Engineer.
Upon the question being put by the Mayor it carried unaminously and was declared so ordered.
Mr.Marinoni also asked that her son Gigi,15 years of age be granted a drivers permit subject
to the approval of the Chief of Policee Alderman Harding made a motion that the permit be
granted.This was seconded by Alderman Scott.Upon the question being put by the Mayor ib
carried unaminously.
Upon the report being called for from the committee to see about the erection of two curb.
pumps by Mr.Eck Cruse.The committee reported that the pumps were already installed when they
went to inspect the situation.
Alderman Wages made a motion that the City Attorney draft an ordinance regulating and taxing
all curb pumps.This was seconded by Alderman Stanford.Upon the question being put it carried
unaminously and was so declaredby the Mayor.
The Committee on investigating the request of the Dixie Oil Company on Dickson and Campbell
Streets for erection of thwo curb pumps deferred their report until after the drafting of
an ordinance as.voted upon ,just previous to this report.
Campbell Upon some discussion that the wad the matter stood in regard to Mr.Campbell erecting a
Permit. lgrocery store and filling Station on Lot 6,Block 8, Gunter addition taht Mr.Campbell had never
(been given a permit to erect said building.A motion was made by Alderman Pearson ant' secondecj
ny Alderman Bynum that this permit be granted under the supervision of the building inspector.
Upon the question being put it carried unaminously.
Rent A Motion was made by Alderman Pearson and seconded by Alderman Stanford that the Clerk

rent aid to Count Treasurer for rent in Count
Water Com. figure up the back r.e p y e y Court House and that
the Plater Commissioners be presented with a bill for one half of this rent.Upon the question
being put it carried unaminously and was so ordered.
A Motion was made By Alderman Pearson that the Mayor City Attorney V.James Ptak and a committee
of three be appointed to meet with the Plater Commissioners to arrange satisfacbbrily the rent
proportionment of the new quarters. Alderman Stanford seconded the motion. Upon the question
being put it carried unamimously.The Mayor Appointed the following Committee,Alderman Scott,l
Barr,& Pearson.
Threr was a request for three street lights..One by P+Ir.Brewer for one light on Forth Willow
Street and One on East and one on west of the Washington School,The Mayor said that as the
light allowance was full he would request the lighting committee to investigate and. see if
there were not three lights that were not as essential as the ones asked for.
Bids: As Alderman Sanders was out of town A motion was made•by AldermanBynum that the bids as
advertised for street cleaning be deferred until May 11,1931.This was seconded by alderman
Stanford. Upon the question being put it carried unaminously.
A Motion to adjourn was made by Alderman Harding And seconded by Alderman Scott.The motion
upon being put'was declared as carrying unaminously and thus they adjourned.
