REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE,ARKANSAS
HELD APRIL 27
1931.
PRESENT:jClerk Wm.F. Dunn, Chief of Police Neal Cruse,Police Judge Ideridith Phillips,and. Alderman

Bills:
BArr,Bynum,Harding,Pearson,Sanders,Scott,Stanford,& Wages.
Mayor Tribble being out of the city a motion was made bt Alderman Wages,seconded by Al
Scott that Alderman Clem Pearson be elected mayor Pro -tem. Upon the question being put
the Council,it carried unaminously.
The reading of the minutes of April,20th,1931 were read and approved.
The following bills against the city,properly approved were read,allowed and oredered paid,
and clerk directed to issue warrants for same upon motion of Alderman Harding,seconded by
Alderman"lages,passed by the unaminous vote of the 6ouncil and so declared by Mayor Pro -tem

The report of the street cleaner showed 186 blocks cleaned during the week was presented
on motion ordered filed."
y: Bids for the depository of city funds for the next two�2) years was submitted by the Firs
National Bank of Fayetteville,Arkansas offering to handle the city funds on the following
basis.3,% interest figured on daily balances and to carry warrants on exhausted funds,as
heretofore,at rate of 6% per annum. Upon a Motion by Alderman Scott,seconded by Alderman
Harding,that this bid be accepted.Upon question being put by Mayor Pro -tem it carried unam
Bids for 'Upon a motion by Alderman Wages,seconded by Alderman Stanford,that the clerk be instructed
Cleaning',advertise for bids for cleaning,sweeping,and removal of rubbish for paved streets of the c
Streets: same to be made in bids by the week. Also that this bid include bid for flushing,the Publi
Square,Block & Dickson Street.This flushing to be done under the supervision of the Mayor a
as often as he deemed it necessary.This bid to be plaeddupon one(1) flushing basis. Upon th
question being put this was carried unaminously.
Rent of A resolution presented by Alderman Scott,seconded by Alderman Harding that the renting of
3 spaces) three(3) office spaces in our new headquarters bM left to the discretion of the Mayor and
s: Attorney was unaminously carried upon the question being put by Mayor
motion was made by Alderman Wages ,seconded by Alderman Scott that the Mayor be given au
let contract for necessary plumbing in north offices of the city. Upon question being put
before the council it carried unaminously.
Petetioins. Mr.Roy Vickers appeared before the council and asked permission to erect two(2) curb
on property now occupied by Dixie Oil Co. at Dickson & Campbell Streets. Upon questioning i
was found out that they desired them on Dickson Street front.Upon a motion by Alderman Mage
and. seconded by Alderman Harding that a committee of three be appointed to look the situati
over and report back to the council.Upon the question being put ,it carried. unaminously.
Mayor Pro -tem Pearson appointed on this committee Alderman l^ Iages,Stanford,&Scott.
It was als brought to the attention of the council that some time ago a like committee was
appointed to report back on request of Iti4r.Eck Cruse for the installation of two(2) curb
pumps on Nest Center Street.This committe was Alderman Scott,Stanford,and Ex Alderman Full
Mayor Pro -tem Pearson appointed Alderman Barr in place of Ex Alderman Fuller and asked for
complete report at next meetingnight.

by J.t'i.Campbell.The Counil heard both sides both Pro. ec Con. The petetioners of protest
were represented by Lawyer Price Dickson. 14r.Campbell and I::F.Moore speaking in favor of
erection of said building.After much discussion Alderman Bvnum made a motion that the
application of Mr.Campbell for erection of said grocery store and filling station be

rejected.This was seconded by Alderman Sanders.Upon the Clerk calling the roll for vote
Alderman Barr answered with the request that he be excused from voting and after givingl3
his reasons Alderman Scott,seconded by Alderman Bynum made a motion that Alderman Barr be
excused from voting.Upon the question being put Alderman Barr was excused from voting by
the unaminous consent of the council,
The Clerk then called the roll and the Ayes were Alderman Bynum,Harding,Sanders.I'Iays,
Alderman Scott,Stanford,!':ages.This being a tie vote Mayor Pro -tem Pearson then voted Nay,
This gave a vote of 3 Ayes & 4 Nays. After the vote Attorney raised bhe question that it
required a 2/3 vote of council elect to pass a measure.Thus the matter was left.

Price Mr.M.L.Price appeaved before the council and asked permission to erect some outside
Request, tanks for storage of lubricating oils, He was instructed that the council had no authority
in the matter and that he should take it up with Mr.Dinvaiddie and advertise as the law
Present;
required under that law.
A motion was made by Alderman Harding,seconded by Alderman Bynum and upon the question
being put to the council it was so ordained.

Minutes: The reading of the minutes of the regular meeting of the council held on April 27,1931
were read and approved.
Bills; I The following bills were properly approved,.r.ead,al.lowed and the clerk ordered to draw
warrants on fund.under which bills were payable,this was done by a motion by Alderman
Harding,seconded by Alderman Pearson 'ind when the question was put by the I+layor it carried

Mayor,it carried unaminously.
Alderman Pearson made a motion that the Clerk make each Alderman a. copy of his report as
read.Upon the question being put by the Mayor it was so ordered.
