Regular Meeting of City Council of the City of Fayetteville,Arkansas
held April 20th,1931.
Present;Mayor T.S.Tribble,Clerk.VIm.F.Dunn,Eng&neer E.M.Ratliff,Chief of Police Neal Cruse,and '
Aldermen,Barr,Bynum,Harding,Pearson,Sanders,Scott,Stanford,& Wages,
The minutes of the meeting of April 13th were read and approved.
Bills: The following bills against the city,properly approved,were read add.ab�omeed& upon motion
Alderman Harding and seconded by Alderman Bynum thetClerk bee instructed to issue warrants for
the same.This was passed by the unaminous vote of the council and so declared by Mayor Trill

Repolts:The weekly report of street cleaner showed 193 blocks cleanPdduring the week and report
presented and on motion was ordered filed.Motion made by Alderman Harding,Alderman Bynum seconded sa
Requlst for grade to lay sidewalk on St.Charles Street,east side on corner of Lafayette Ave,Block8,

Lot 1 County Court.was upon motion of Alderman Pearson,secondedby alderman 101ages granted subject
to supervison of City Engineer Ratliff. This received thA unaminous vote of the council.
Alderman Harding idtoduced & moved passage of ordinance No.734.relating to certain objectionable
amusements.Same was read for first time.AldermanPearson theAmoved that the rules be suspender
,and the Aldinance be placed upon its second reading.This motion was seconded by Alderman Bynum
and received the following vote;Ayes.Alderman Barr,Bynum,Harding,Pearson,Sanders,Scott,Stanfgrd,
h^.'ages.Nays.none.The ordinance was read the second time and.under a general discussion both by

the council and interested parties both pro & con. Under the discussion a motion was made ley

No.734. be stricken from the ordinance.Upon the question being put by the Mayor this was
funaminously carried.Alderman Pearson again moved that the rules be suspended and the ordinance

be placed on its third and final reading.This was seconds by Alderman Bynum.The epdixianee
vote was recorded.Ayes:Barr,Bynum,Harding,Pearson,Sanders,Scott,Stanford,& V.'ages.Nays.None.
The ordinance was read the third time.The Mayor then announced the question before the Council
is.shall the ordinance pass,and called for the vote upon its passage which resulted as follows:
Ayes:Alderman Barr, Bynum, Harding, Pearson, Stanford,& Wages .Nays: Alderman Sanders & Scott.Absent
! and not voting:None.The Mayor declard the ordinance passed and Clerk ordered to fulfill the law
in regard to the same. The ordinance is as follows.
ORDINANCE NO.734.
An ordinance relating to certain objectionable amusements.

Be it ordained by the City Council of the City of Fayetteville,State of Arkansas:
Sec.l.That it shall be unlawful for any person,firm or corporation to keep,run,or maintain,
or to be interested in or connectedwith,th.e.keeping,running,or maintaining of any billiard h�11,
pool-room,or place,hall,or resort where the game of billiards,pool,"snooker" or similar amusement or
pastime is carried on,permitted,or operated for hire.
Sec.2.That any person,firm,or corporation who shall violate sec.l. of this ordinance shall lie
deemed guilty of a misdomenmr.and upon conviction thereof shall be Punished by a fine of thrity-

five($25.00.)dollars for each subsequent such offense;and each day on which this ordinance is s
violated shall constitute a seperate offense.

Sec.3.This ordinance shall take effect from and after its passage and publication.

Petetion of J.VI.Campbell for erection of a building on Lot 6 block 8,Gunter addition for the
c
purpose of conduting a filling station & grocery store was presented from postponment of April
by Alderman Bynum
6th, and as there were no signers of the protest present,a motion was made ancl-seeanded
and seconded by Alderman Harding that this hearing again be deferred until April 27th 1931.
This motion carried unaminously.

Mayor Tribble then told th council of the passage of Act.331 by the 1931 legislature and
that we were now collecting taxes on Taxis & Drays but as tie had charged the Taxis for
parking space that the City was allowing a refund to be given on the payment of the Taxi
liscense.
'r.Clyde Bone appeared before the Council and asked for a permit to tunnel the pavement for

connect-ion.A motion was made by Alerman

A Motion was made by Alderman Pearson and seconded by Alderman Harding that Mr.R.E.KENNARD
be appointed Commissioned of Dillow Ave.Improvement district No.l. in place of Geo.Parker
Ilresigned.Upon motion being put by the Mayor this was unaminously carried.
A motion was made by Alderman Harding,seconded by Alderman Scott thta the fire department
be allowed th purchase 4 nozzles as was requested by Fire Chief Clyde U9alters in his report
of April 611931.
Baxter Miles appeared before the council and asked the Council for a permit to cover his
baseball pitching game on west Dixon Street. After some questioning it was decided thAt
this came under the Building inspector and he was instruced to confer with Mr.Dinwiddie.
Alderman Wages made a report of the committe that went to 3artlettsville,Okla. to look
at a proposed street sweeping.machine. He also made a report as to estimated cost of operation
I estimated revenue with which the city might count upon.Upon request the factory represent
lative Mr.Cook read the proposal of a lease proposition to the city.As the estimated cost
was over x$,"300.00 a motion was made by Alderman,Harding and seconded by Alderman PaaaBon
that the Lease contract be referr ed tb the City Attorney V.James Ptak for inspection and
legality and then be referred to the Board of Public Affairs. This motion was unaminously

dar.ried.Mr.Tuck then introduced Mr.Honesuckle of Joplin who asked the City for time in which
chis company could get a man here to give estimates on a street flusher.He was informed that
to
astthe manner in which the proposal.. of the street sweeper was handled that he would have
,ample time within which to present his proposals.
No further business appearing before the council upon Motion by Alderman Harding and
