REGULAR MEH.TING OF THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS, HELD
JANUARY 5th, 1931.
PRESFNT: The Mayor T.S.Tribble,Clerk J.C.Massie, Attorney V.James Ptak, Engineer E.M.Ratliff,
Ohief of police Neal Cruse; Aldermen John Bynum, Don Fuller, Clem Pearson, C.T.Harding,

THE IdINUTES of the meeting of December 22nd,and December 29,1930 were read and approved.
FOLLOI!ING BILLS against the City,properly approved,were allowed and ordered paid and the Clerk
was directed t6 issue warrants for the same on motion by Alderman Harding, seconded by Alder,
an Fuller, passed by the unanimous vote of the Council and sb declared by the Mayor; -

OPTS: The weekly report of the street Cleaner showing 196 blocks cleaned during the week- the l
monthly relorts of the City Purchasing Agent, City Collector, Police Jydge City Clerk and
the Fire Chief,together with the annual report of the Fire Chief were presented and on motion
were ordered received and filed.

ORD, 732; Alderman Stanford introduced an ordinance providing for the formation of a
Distr. 45lmprovement District for the purpose of grading,rolling and Paving a Pobtion of South

chool Avenue which was read the First time. Alderman Harding then moved that the Rules be
usnended and the ordinance Placed on its second reading. This motion was seconded by Alderman
Scott amd received the following vote; ayes Aldermen Bynum, Fuller, Harding, Pearson, Scott
F;tanford, Stenhens, '7ages; nays none, absent and not voting none. The Mayor declafied the

otion passed. The Ordinance was read the second time. Alderman Scott then moved that the
Rules be. further suspended and the ordinance Placed on its third reading and final Passage;

Said District shall be known as Paving Improvement District Number Forty -Five (45),
of the City of Fayetteville, Arkansas, and F.�.Clark, Miss Lola Ellis and H.L.Tuck are her
named Commissioners who shall compose the Board of Imp,lovement for said District.
This ordinance shall take effect and be in force from and after its passage, approval
and publication.

GARBAGE:that in the opinion of the committee the provisions ofe for disposal of Garbage now in effec
(were sufficiently explicit,and if enforced would afford ample protection to the city insofar

as sanitvJyr requirements are concerned,and recommedded that no action be taken on the propos
franchise. Alderman Harding moved that the report of the Committee be accepted and the Com -

discharged.

Attorney Hurst was present and addressed the Council in favor of further consideration

n its third reading and final passage. Alderman Fuller seconded the motion. Then followed a
iscussion of the motion;whereupon Ald rman Pearson withdrew his motion subject to approval of

si second,which was given by Alderman Fuller. Alderman Harding then moved that the Ordi-
e be referred to the Ordinance Committee. Alderman Stephens seconded this motion which reel
ce,ivef' the following vote Ayes Aldermen Bynum, Harding, Stanford, Stephens; Nays Aldermen
(Fuller, Pearson, Scott, Wages. The Mayor declared the motion Dost for want of a majority.
Audit; At this time the bids for making an audit of the books of the City were opened in the
resence of the Council,and found to be as follows;
Lunsford,Barnes & Co., of Tulsa, $450.00

R.C.Frambers & Co.,,Ft. Smith, F18.00 per day,not to exceed X250.00.
