PRESENT: The Mayor T.S.Tribble, Clerk J.C.Massie, Attorney V.James Ptak; Aldermen John Bynum, Don Full i C.T.Harding, Clem Pearson, Roy Scott, J.F.Stanford, S.S.Stephens and R.F.Wages; Absent the (City Engineer, E.M.Ratliff. THE MINUTES of the meeting held Augustl8th,1930 were read and approved. THE FOLGOVJING BILLS against the City,properly approved,were allowed and ordered paid and the Clerk was I dorected to issue warrants for the same on motion by Alderman Harding,seconded by Alderman A of Fuller, passed by the unanimous vote of the Council and so declared by the Mayor; - Standard Traffic Marker Company 46.83;J.1'l.Shellyp42.50; John 7illahy9.00;General Fund (For fine worked out on streets) x$50.00; Otis Wier $12.00;Ben Porter y$18.75; Washington I County Hardware Company $42.30;S.P.Rogers $1.75; Lewis Chevrolet Company $20.20;Billie Moore,' x;11.40. the Street Cleaner showing 191 blocks cleennd during the week was presented and on motion was ordered filed. nk Yardl Alderman Harding introduced an ordinance defining Junk Yard,and regulating DINANCF' the same which was read the first time. Alderman Pearson m&ved that the Rules be suspended and the ordinance placed on ite seoond reading. This motion was seconded by Alderman Stan- ford and received the following vote; ayes Aldermen Bynum, Fuller, Harding, Pearson, Scott, 4730. Stanford, Stephens, Wages; nays none; and was declared passed by the Mayor. The Ordinance was read the second time. After a thorough discussion by the members of the Council,Alderman Scott moved that the Rules be further suspended and the ordinance placed on its third reading I land final passage. This motion was seconded by Alderman Stanford and received the following (vote; ayes Aldermen Bynum, Fuller, Harding, Pearson, Scott, Stanford, Stephens, Wages; nays none, absent and not votinf none. The Mayor declared the motion passed. The Ordinance was read the third time. The Mayor them announced the question before the Council is shall the ordinance pass,and called for the vote on its passage,which resulted as follows;- . Ayes Aldermen Bynum, Fuller, Harding, Pearson, Scott, Stanford, Stephens, Wages; nays none; I labsent and not voting none. The Mayor decl.,red the Ordinance passed. Said ordinance is numbered 730_ , and is found recorded in ordinance book II at page°L,91 thereof. WATER #3 � A communication from the Commissioners of Water Improvement District Number 1 ASSESSORS ,Three was received,calling attention to the fact that two vacancies existed in the Beard of { Assessment for said District,and requesting that U.L.Smelser and W.P.Buxton be appointed to fill said vacancies,whereupon Alderman Harding introduced the following resolution and ,moved its adoption. Alderman Scott seconded the motion to adopt which received the following vote; ayes Aldermen- Bynum, Fuller, Harding, Pearson, Scott, Stanford, Stephens, Wages; nays none, The Mayor declared the motion passed and the resolution adopted. A copy is as follows; - R r S 0 L U T I 0 N �VHERrAS ; The Board of Improvement for Water Improvement Distrfict Number Three of the City of -; x�, of Fayetteville,Arkansas have reported that there are two vacancies i in the Board of, I Assessment of said District,and WHEREAS: : said Board of Improvement have this day requested the appointment of U.L.Smelser and, W.P.Buxton as members of said Board of Assessment, I THFREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: i SECTION ONE: That U.L.Smelser and W.P.Buxton, two qualified electors of the City of Fayette- ville, Arkansas be, and they are hereby appointed to be members of the Board of Assessment hof Water Improvement District Number Three of the City of Fayetteville,Arkansas. SECTION TWO: That all resolutions and parts of resolutions in conflict herewith be,and the �f same are hereby repealed,and this resolution shall take effect and be in force from and I I 594 ;ITY AID )ISTRICT #42; - (GARBAGE: after its passage and approval. TheCommissioners of Paving Improvement District Number 42 of the City of Fayetteville,Arkansas presented a p&ea for aid from the City to the extent of paying for the pavement of the intersections of streets within said District. After discussion by members of the Council,Alderman Harding introduced the following resolution and moved its adoption, Alderman Stanford seconded the motion, to adopt which received the following vote; Ayes Aldermen Bynum, Fuller, Harding, Pearson, Scott, Stanford, Stephens, Wages; nays none; absent and not voting none. The Mayor declared the motion passed and the resolution adopted. A c is as follows; - R E S O LUT I 0 H, VIHEREAS : It has been the uniform custom of the City of Fayetteville,Arkansas to pay for the paving of the intersections of streets within paving Improvement Districts paved under the Improvement District plan, and WHEREAS: A paving Improvement District known as Paving Improvement District Number 42 has been formed in said City,and the contemplated improvement has been completed,and VVHERFAS : the cost of the paving of the intersections of streets within said District Number 5 42 is the sum of $451.71, NOVI,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTE'JILLE ARKANSAS: SECTION ONE: That there is hereby appropriated out of the General Fund of said City the sum of .$451.71 to be used in payment of the cost of paving said intersections. SECTION TWO: That the Mayor and the City Clerk of said City of Fayetteville,Arkahsas be,and they are hereby auth1rized and directed to issue Ten Vlarrants,drawn on the General Fund of the City,and made payable to the Board of Improvement of said Paving Improvement District Number 42,as follows; -to -wit; One warrant for �45.18,due and payable April 15,1931 One warrant for N5.17,due and payable April 15,1932 One warrant for 45.17,due and payable April 15,1933 One warrant for 45.17,due and payable April 15, 1934 One warrant for 45.17,due and payable April 15,1935 One warrant for I 45.17,due and payable April 15,1936 One warrant for 45.17',due and payable April 15,1937 One warrant for 45.17,due and payable April 15,1938 One warrant for 45.17,due and payable April 15,1939 and One warrant for p45.17 due and payable April 15,1940. A proposed contract for a five year Franchise for the disposal of Garbage was presented by VI.L.Sneed,and after some discussion was refered to a special committee appointed by the Mayor and composed of Aldermen Scott,and Bynum, and City Clerk, Massie.
