Alderman Pearson moved that the City Clerk be and he is hereby directed to issue a
warrant,drawn on the Street Fund, in the sum of $75.000payable to J.E.Carnahan in settlement
jof the pledge made by the Council,as recorded at page.508 of. .this book,.as the City's part

in the opening up of^ aaAd street. This motion was seconded by Alderman Scott and received

seconded by Alderman Bynum and received the following vote; ayes Aldermen Bynum, Fuller,Pear
Scott, Stanford, Stephens, Wages; nays none; absent and not voting Ald••rman Harding,and was
declared passed by the Mayor, and he resolution adopted. A copy is as follows;-

There is a vacancy in the membership of the Board of Assessment of Sewer Improvement
District Number One of the City of Fayetteville,Arkansas,by reason of the death of F.P.Hall,
NOW THREEFORE BE IT RESOLVED BY THE CITY COUNCIL OF THR CITY OF FAYETTEVILLE,
SECTION ONE:
That I;I.H.Summers,a qualified elector of the City of Fayetteville,Arkansas be,and
its hereby,appointed to be a member of said Board of Assessment of Sewer Improvement District
Number One of the City of Fayetteville,Arkansas in place of F.P.Hall,deceased.

Passed and approved this 14th day of July, 1930.

ID WILSON* Mr Joe D. Wilson was present and addressed the Council in reference.to the East -west alley
in the East part of Block 17,which he stated is a private alley,and is included in Alley

' Paving Improvement District without consent of the owners of the land. Mr Wilson stated that
he had paid one assessment.in said Improvement District,under protest,and desired to be relieve
of further payments. In reply to a question by Alderman Scott,Mr Wilson stated he is willing 1
o waive any claim for return of said payment,and deed his part of the alley to the City if
in return he is relieved of further payment of assessed benefits.
It was suggested that he take the matter up with the Commissioners of the District,which
e agreed to do.

danger of damappto the asphalt pavement was set out, Alderman Scott moved that the permit be

voting Alderman Harding, The Mayor declared the motion passed and the permit granted.

PURSUANT to call by the Mayor,the City Council of the City of Fayetteville,Arkansas met in special
session,on July 17th, at 8 O'clock P.M. when there were present; -

connected with the proposed Flying Field,and presented to the Council a verbal report of a
meeting of the Committee on Aviation,composed of Morgan MCMichael,Chairman, W.P.McNair Jr,

HOPPIN'S There was also presented a report of Marshall C.Hoppin,Airport
REPORT: Specialist of the Eeronautic Branch,Department Of Commerce,to the Chief of the Airport See-
t-lon tion,setting forth his findings in studies madd June 2, 1930,for the proposed Municipal
Airport at Fayetteville,Arkansas.
Basing their report on the report of Mr Hoppin,the Aviation
SITE #3 IiCommittee reported that in their opinion Site #3 as set out in the government report was to
be much preferred as the location of the Fayetteville Airport,

After considerable discussion, Alderman Rggt�"A moved that the Aviation Committee
be and is authorized to contract for the purchase of-tbe tracts of land composing Site #32
at a total price not to exceed $13,250.00. This motion was seconded by Alderman Pearson
and received the following vote; ayes Aldermen Bynum, Fuller, Pearson, Scott, Stanford,
Stephens, Wages, nays none; absent and not voting Alderman Harding,and was declared passed by
