REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE,ARKANSAS,HELD APRIL 7th,
1930.

THE FOLLOWING BILLS against the City,properly approved,were allowed and ordered paid and the Clerk was
directed to issue warrants for the same on motion by Alderman Harding, seconded by Alderman
Bynum, passed by the unanimous vote of the Council and so declared by the Mayor;- ,.

Due to the fact that there is serious doubt that

the strict legallity of an election held under its
provi'sions,and due also to the necessity
of working out a satisfactory schedule of maturities

SUM OF $920,000.00 WITH WHICH TO PURCHASF.,DEVELOP AND IMPROVE LANDS FOR A FLYING FIELD."
BE IT ORDAINED BY THE CITY COUNCIL OF i'HR CITY OF FA.Ti TFVILLR,ARKANSAS:
SECTION ONE:
An Election is hereby called to be held at the usual polling places in the several wards
!of the City of Fayetteville, Arkansas,on the 20th day of May,1930, for the Purpose of deter
!mining whether or not the City of Fayetteville,shall issue$20,000.00 in negotiable bonds,
,bearing interest at the rate of six per centum per anoum,payable semi-annually from date
unt W paid,for the purpose of urchasing,developing and improving lands for.a flying field.
Said bonds shall be serial,and maturing annually,in the following sums of principal and
on the following dates,to-wit;

SECTION V70.
The said election shall he conducted, and the votes thereof canvassed and the results
ceritfied under the law and in the manner provided by law for municipal elections,and notice
of said election shall be given by the Mayor,bv advertisement weekly four times in some news-
paper published in the City of Fayetteville,Arkansas,a.nd having a bona fide circulation
therein,the last publication to be not less than ten days prior to the date of said election;
and the ballots for said election shall be marked,
"FOR BOND ISSUE TO PURCHASE,DFVFLOP AND IMPROVE LANDS FOR A FLYING FIELD."

SECTION THREE.
At said election only qualified electors of the City of Fayetteville,Arkansas,shall
have the right to vote.
SECTION FOUR.
I The result of said election shall be proclaimed by the Mayor of said City,by publication
in some newspaper,published in said City of Fayetteville,and having a bona fide circulation
therein,and said proclamation shall advise the electors and the public that the result of
said election,as ptEbX19h4d* proclaimed, shall be conclusive unless attacked in a court of
competent ,jurisdiction within thirty days after the date of said proclamation.

Alderman Harding moved that said report be received,filed and spread of record. This motion
was seconded by Alderman Fuller,and received the following vote; ayes Aldermen Bynum, Drake,
Fuller, Harding, Pearson, Scott, Stanford, Stephens,and was declared passed by the Mayor.
Alderman Pearson then moved that the Council do now ad,journ,sine die,which motion was
passed by the unanimous vote of the Council,whereupon the Mayor decla r C it so
