BILLS against the City,bearing the proper approval,were allowed and ordered paid on(
(motion by Alderman Harding,seconded by AldermanDrake, passed by the unanimous vote of the
Council and so declared by the Mayor; -

i1 The Clerk reported that he had issued notices for the construction of walks
along the West side of Buacannan Avenue under date of March 19th,1930,and that the same had

been properly served.

At the suggestion of the City Clerk the City Attorney was directed to ascertain whether or not
i
;the Airport was subject to State and County taxes,and report.
The Clerk
was directed to ascertain the
name
of
the present
owner of
a certain lot on Storer
Street,now
without sidewalk, and notify
him
that
said walk
had been
ordered constructed.
It being reported that the Commissioners of University Improvement District had agreed to
pay $75.00 toward the expense of controlling the drainage at the inteasection of Arkansas
Avenue and Dickson Streets,Alderman Harding moved that the City Engineer be and he is here-
by, authorized to contract,at a price not to exceed $$150.00,for the necessary construction,
provided the University will build a catch basin to receive the waters of the surface drain-
age and the water coming from a spring located about the entrance to the University graouds.l
This motion was seconded by Alderman Drake and received the following vote;ayes Aldermen
#3?fM- Drake , Fuller, Harding, Pearson, Scott, Stanford, Stephens;nays none;absent and not
voting Alderman Bynum, and was declared passed by the Mayor.
The Clerk was directed to notify the City Gas Plubbing Inspector to warn all Gas Fitters
orking in the City of Fzyetteville,Arkansas,that they must install adequate vents for all
circualting heaters and water heaters using gas for fuel,and that failure to do so an the
part
of -any
Gas
Fitter
would be
considered sufficient cause
for
revocation of his license.

action
was
had on
motion by
Alderman Harding, seconded
by
Alderman Drake,passed by the
unanimous vote of the Members present and so declared by the Mayor.
Alderman Pearson :_it this time moved that the Council go into Executive Sess
fof the purpose of considering propositions from the Baord of Managers of the City Water
Plant. This motion was seconded by Alderman Drake and received the unanimous voice of the
rs present,and was declared passed by the Mayor.
THE BOARD OF MANAGERS OF THE CITY WATER PL1N'E,by the Chairman B.F.Campbell,
presented the following plan for the impounding of a water supply,in addition to that received

from the West Fork of White River;.
Honorable Mayor and City Council,
City of Fayetteville,Arkansas.
Gentlemen;
Your Board of Managers of the City ?later Plant have been making a study of the
,eater supply for the city of Fayetteville,and should like to report as follows;
There have been many times since the Construction of the Pump Station on 1'/hite River,that
the River did not flow during the dry season of the ,year. This shortage of water has been
overcome in the past by constructing an auxilliary station on Clear Creek and dams on White
drougght
River for the purpose of impounding water to carry through the drouth periods.

Clear Creek has proven inadequate as an emergency supply, since the flow,during dry per-
iods, is not equal to the daily water consumption of.Favetteville.
Four dams have been constructed on White River to store water as an assurance of a supply
ing the dry weather periods when the river does not flow.

se dams have proven of great value to the city in that they have made it possible to have
continuous supply of soft water from White River for the last six ,years. The supply for
929,however, was barely sufficient to last through the dry period.On October 28th,1929, when ,
he first riin came, there was less than one day's supply of water in storage.
Further dams in White River are possible,but rather impractical, since available sit s
re not so good as the present ones and further construction of this nature would probably
esult in expensive suits on account of alleged damage to adjacent lands and crops.
Your.Board has made a thorough investigation of the above problem of water supply,and
ave decided that the White River water shed is the only solution to our water problem. In the
to River water shed there seem to be two plans which would afford an ample supply of wate
Fayetteville.
The first would be to store water on the West Fork of White Riber and its
ributaries above the present Pump Station.This can be done by damming the River Channel or
he hollows at the.narrows where the water flows into White River from the contributing
rainage areas.
The Second would be to place a dam accross the Main River at the location which
s commonly known as the Robert's Ford, A dam twenty-five feet in height at this ppoint wpuld
tore a large quantity of water and flood a large acreage of valuable land. This plan appear)
o be practicable and feaaable,but the cost would run probably half a million dollars. The
ater plant or the City are not in position to make such an expendature at this time.
After careful consideration of all possible sources of supply,your Board have decided to
onstruct a dam for the purpose of impounding water in one of the hollows which drains into
hite River. There are two sites which we consider of equal value for this purpose and the
ost would be approximatel-Y the same.These sites are in what are known as the Brinson and
lson Holloiws,about three milse southeast of Fayetteville.
The proposed dam is fifty deet in height and would impound two hundred and fifty mill
(gallons of water,which amount would be available as a factor of safety over and above -our
present supply.
The decission of the Board is based upon facts regarding physical and geological

onditions of sites as collected and furnished by our engineer,F.M.Ratliff and geologist
Dr. N;F.Drake,respectively.
The estimated cost of the project as submitted by the engineer is
$50,0000000
In view of the fact that we have had such a narrow escape from a grave situation
last year,and the great responsibility that rests upon the Board and the City Council,we feel
that,in order that this confidence and responsibilitynot be vdolated in any particular,this
(work should proceed wmthout delay.
Your Board respectfully regtests the cooperation and the

Harding. Pearson, Scott, Stanford, Stephens;nays none; absent and not voting Alderman Bynum.

City of layetteville,Arkansas,whereupon Alderman Harding moved that said draft be receibed,filed and
spread of record. This motion was duly seconded by Alderman Stanford and received the unanime
mous vote of the members present. A copy is as follows;

committee apointed by the Water Board to work out the financial plan in connection with the
building of the proposed impounding dam near the West Firk of White River. The location of
such dam or dams is fully covered by the report of the City engineer F.M.Ratliff as well as

a report from N.F.Drake,Geologist, and the Water Board.
The plan discussed provides .for the Commissioners to put a second mortgage on the water)
plantand the City Council Water Board to pledge the excess revenue for the redemption of the'
bond issue necessary to provide the finances to complete the project. It is estimated by the
City Engineer that the dam will cost $50,000.00 and the Water Board is of the opinion that

(the present revenues of the water plant will be sufficient to retire -this obligation,together
with the interest,in the'next five ,years and still meet all other obligations of the Water
Plant.
The local banks,namely McIlroy Bank and Trust Company,,Arkansas National Bank and the
,First National Bank are willing to finance the building of this on the basis of par 6% bonds

issued. by the Commissioners and approved by the City of Fayetteville, and the Water Board
i
pledging the excess revenue arising from rentals. The bond issue to be serial over a period
i
lof five years and interest to be payable semi-annually on the whole indebtedness. The Water
Board•to pay all expenses in connection with the bond issue and do all other things that arei
.%Wk%�, to to furnish the money -lenders with a legal opinion covering the bond issue.
This proposal is 4nade by the banks with the understanding that if the legality is not I

satisfactory to them,that they will be under no further obligation to accept the bonds,and
the agreement on their part shall terminate wihhout liability to either party.
The nexessary schudule of maturity to coiner the bond issue will be prepared at a later date,)
if the plans submitted to the Commissioners and the water Board are ratified by the City

,'.S.CAMPBLL: At this time the resignation of VI.S.Campbell as City Collector was presented,to become
effective May 1st, 1930,whereupon Alderman Pearson moved that the City Council,with high
appreciation of the faithful and effecient manner in which Mr Campbell has executed the duties)
lof his office,regretfully accepts his resignation. Alderman Drake seconded the motion which
ireceived the unanimous vote of the members present,and was declared passed by the Mayor.
IM. CUNNING- It being ascertained that the Board of Managers of the City Water Plant had agreed

(COLLECTOR: to employ Mr M. Cunningham as collector for said Water Plant,subject to his appointment as
City Collector, the Mayor appointed Mr M.Cunningham as City Collector and asked for the con -1
firmation of said appointment by the Council. Alderman Pearson moved that the appointment of
M. Cunningham as City Collector for the City of Fayetteville,Arkansas in accordance with the;

provisions of Ordinance Number 553. Alderman Stanford seconded the motion which received the
following vote;ayes Aldermen Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays

,none; absent and not voting Alderman Bynum,and was declared passed by the Mayor.
On motion by Alderman Harding, seconded by Alderman Stanford and duly passed,.the Council
adjourned to Thursday,March 27th,1930,at 7;30 P.M.
