REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS,HELD FEBRUARY 3rd,

THE MINUTES of the meeting of January 27,1930 were read and approved,
THE FOLLOWING BILLS against the City,properly approved,were allowed and o rdered paid and the Clerk
was directed to issue warrants for the same on motion by Alderman Harding,seconded by Alderman

motion duly passed were ordered received and filed.

The matter of granting a permit to J.H.McIlroy for repairing the building on.Dickson Street

recently damaged by fire,was reported back by the Fire Committee without recommendation;

(hereupon the Council entered on the discussion of the same,and aftervarious members had
given their opinions and Mr McIlroy had presented his views, Alderman Drake moved that the
permit be granted. Alderman Pearson seconded the motion which received the following vote;
ayes Aldermen Drake, Harding, Pearson, Scott, Stephens; nays Aldermen Fuller and Stanford;
absent and not voting Alderman Bynum, The Mayor declared the motion passed,

Alderman moved that the City Clerk be directed to request a report from Mr G.A.Hurst
as to the progress made in the pbeparation of a digest of the City Ordinances.and an explana-

tion of why the same has not been finished. Alderman Scott seconded the motion which received
the unanimous vote of the members present.
DEALERS IN Alderman Drake introduced an ordinance to regulate dealers in Gas stoves and

appliances,which was read the first time. .Alderman Scott moved.that the Rules be suspended
and the ordinance placed on its second reading. This motion was seconded by Alderman Fuller
and received the following vote; ayes Aldermen Drake, Fuller, Harding, Pearson, Scott, Stanfoi
Stephens; mays none, absent and not voting Alderman Bynum, and was declared passed by the
Mayor. The Ordinance was read the Second time.
Alderman Pearson moved the ordinance be referred ro rhe Ordinance Committee
and the City Attorney for examination and report.

moved that the Rules be suspended and the ordinance placed on its second reading. This motion

After thorough discussion Alderman Drake moved that the Rules be further suspended and the

AN ORDINANCE TO BE ENTITLED " AN ORDINANCE PROVIDING FOR THE EXAMINATION AND LICENSING OF
JOURNEYMEN ELECTRICIANS,REQUIRING ELECTRICIANS TO OBTAIN A PERMIT BEFORE STRRTING WORK,
PROVIDING FOR CONDUIT WORK IN THE FIRE DIS^RICTS,PROHIBITING CONNECTIONS WITH EXISTING WIRIi
SYSTEMS BY OTHERS THAN ELECTRICIANS,AND PRESCRIBING PENALTIES FOR VIOLATIONS."

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLt,ARKANSAS:
I;
The words "Journeyman Electrician" shall*be construed and held to mean any person engaged
in doing the.actual physical work installing electrical wiring,and may include a Master
Electrician who has secured a Journeyman's License,but shall not include apprentices or helpers.
Immediately after the passage of this ordinance,the Mayor of the City of Fayetteville,Arkans
shall appoint,for a period of two I ears,a Board for the examination of Electricians.
Said Board shall consist of three members. The Electrical Inspector shall be one member.
,It shall be the duty of said Board to meet within ten days after the passage of this
for the purpose of organizing,and adopting the necessary rules for conducting the ezamina-
tion of *p** applicants. Said Board shall appoint one of its members as Secretary,who shal
keep a record of all applicants and of the general proceedings of the Board,and shall issue
certificates for license to those who successfully pass the examinationl.A fee of $1.00 sha
be charged for each examination
' It shall be unlawful for any person to work as a Journeyman in the trade of electrical
wiring or installation in the City of Fayetteville,Arkansas,who has not passed the examina-
tion herein provided for,and obtained a license from the City Collector,who is hereby
ized to grant the same to any person who presents a certificate from the Board of Examiners
showing that he is qualified. The Fee for said License shall be $15.00 per annum,and each

Hereafter,all electrical installations,and all alterations, additions to or repairs oj,old
wiring in any building in the City of Fayetteville,Arkansas, shall be done by,or under the
directionof.and upon the responsibility of a licensed Journeyman Electrician,who shall
comply with the code requirements,and shall be responsible for the work of apprentices or
helpers working under his direction. All electrical fixtures shall be placed and/or attac
by or under the supervision of a Journeyman Electrician.

direction to connect with or in any way tamper with or alter any existing system of wiring.
SECTION 10.
This ordinance is to be considered as an additionto Ordinance Number 582,passed and approved
November 9,1925,and is not intended to alter or repeal SMSP any part thereof,except where -the
same conflicts hsrewith,

Any person,firm or corporation violating any of the provisions of this ordinance,shall be
p� eemed guilty of a misdemeanor,and,upon conviction,shall be fined in any sum not more than $

This ordinance shall take effect and be in force from and after its passage,approval'and
publication.
