Stanford, S.S.Stephens; absent Alderman John Bynum, THE MINUTES of the meeting of January 27,1930 were read and approved, THE FOLLOWING BILLS against the City,properly approved,were allowed and o rdered paid and the Clerk was directed to issue warrants for the same on motion by Alderman Harding,seconded by Alderman i Stephens,passed by the unanimous vote of the members present and so declared by the Mayor;- Abshier-Bryan Motor Co., 950.00 and $39.66;Ben Porter $18.75; J.V'I.Shelly $42.50;Lewis Chevrolet Co.; 0.83; Lewis Brothers Co., $3.459Farmer's Lxchange 9$1,80; W.E.Gregg $1.10*W.J.McCoy Coall Co., 19.00; Thomas & Son, $2.35;Southwestern Gas & Electric Co,; $514.07; Dave Lewis 93.00; Snowbird Coal Co., $5.25;Cole's Cash Store 99.21; Liepsner & Co., 140.25. REPORTS: The Monthly reports of the Purchasing Agent,Police Judge and Fire Chief were presented and on motion duly passed were ordered received and filed. McILROY The matter of granting a permit to J.H.McIlroy for repairing the building on.Dickson Street BUILDING, REPAIR:* recently damaged by fire,was reported back by the Fire Committee without recommendation; I (hereupon the Council entered on the discussion of the same,and aftervarious members had given their opinions and Mr McIlroy had presented his views, Alderman Drake moved that the permit be granted. Alderman Pearson seconded the motion which received the following vote; ayes Aldermen Drake, Harding, Pearson, Scott, Stephens; nays Aldermen Fuller and Stanford; absent and not voting Alderman Bynum, The Mayor declared the motion passed, AMID Alderman Drake moved that the City Attorney in conjunction w6th the Ordinance) SEC 5 (F BUILDING Committee prepare an amendment to the Building Code,to clarify t#b Section 5 thereof,and in CODE:* such manner as to make deterioration of a building from any cause a factor in determining the extent of damage. Alderman Pearson seconded the motion which received the Snllowing vote; ayes Aldermen Drake, Fuller, Harding, Pearson, Scott, Stephens, nags Alderman Stanford; Absent ' *0bs•NN2 and not voting Alderman Bynum, and was declared passed by the Mayor. ;� h ol,�tss.— 'DIGEST: Alderman moved that the City Clerk be directed to request a report from Mr G.A.Hurst as to the progress made in the pbeparation of a digest of the City Ordinances.and an explana- I tion of why the same has not been finished. Alderman Scott seconded the motion which received the unanimous vote of the members present. DEALERS IN Alderman Drake introduced an ordinance to regulate dealers in Gas stoves and GAS STOVES: appliances,which was read the first time. .Alderman Scott moved.that the Rules be suspended and the ordinance placed on its second reading. This motion was seconded by Alderman Fuller and received the following vote; ayes Aldermen Drake, Fuller, Harding, Pearson, Scott, Stanfoi Stephens; mays none, absent and not voting Alderman Bynum, and was declared passed by the Mayor. The Ordinance was read the Second time. Alderman Pearson moved the ordinance be referred ro rhe Ordinance Committee and the City Attorney for examination and report. FAAM.and Alderman Drake introduced an ordinance to provide for the examination and LICENSINGi ELECTRICIIANS:licensing of Journeyman Electricians,which was read the first time. Alderman Drake then moved that the Rules be suspended and the ordinance placed on its second reading. This motion Stanford was seconded by Alderman Staphensrand received the following vote; ayes Aldermen Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none; absent and not voting Alderman Bynum. The Mayor declared the motion passed. The ordinance was read the second time. After thorough discussion Alderman Drake moved that the Rules be further suspended and the oas amended by erasures and interlineations, be rdinance/placed on its third reading and final passage. This motion was seconded by Alderman Scott and received the following vote,Ayes Aldermen.Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens;nays none; absent and not voting Alderman Bynum, and was declared passed by the Mayor. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE PROVIDING FOR THE EXAMINATION AND LICENSING OF JOURNEYMEN ELECTRICIANS,REQUIRING ELECTRICIANS TO OBTAIN A PERMIT BEFORE STRRTING WORK, PROVIDING FOR CONDUIT WORK IN THE FIRE DIS^RICTS,PROHIBITING CONNECTIONS WITH EXISTING WIRIi SYSTEMS BY OTHERS THAN ELECTRICIANS,AND PRESCRIBING PENALTIES FOR VIOLATIONS." :ANS . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLt,ARKANSAS: I; The words "Journeyman Electrician" shall*be construed and held to mean any person engaged in doing the.actual physical work installing electrical wiring,and may include a Master Electrician who has secured a Journeyman's License,but shall not include apprentices or helpers. Immediately after the passage of this ordinance,the Mayor of the City of Fayetteville,Arkans shall appoint,for a period of two I ears,a Board for the examination of Electricians. Said Board shall consist of three members. The Electrical Inspector shall be one member. ,It shall be the duty of said Board to meet within ten days after the passage of this for the purpose of organizing,and adopting the necessary rules for conducting the ezamina- tion of *p** applicants. Said Board shall appoint one of its members as Secretary,who shal keep a record of all applicants and of the general proceedings of the Board,and shall issue certificates for license to those who successfully pass the examinationl.A fee of $1.00 sha be charged for each examination ' It shall be unlawful for any person to work as a Journeyman in the trade of electrical wiring or installation in the City of Fayetteville,Arkansas,who has not passed the examina- tion herein provided for,and obtained a license from the City Collector,who is hereby ized to grant the same to any person who presents a certificate from the Board of Examiners showing that he is qualified. The Fee for said License shall be $15.00 per annum,and each license sgall expire on the 31st day of December next following the date of issuance. Any persdn holding a license as a Master Electrician who does actual work as a Jou must take the Journeyman's examination and obtain license,but will not be required to pay fee therefor fications for the li wiring work,and code. All electrical fixtures shall be placed and/or attac by or under the supervision of a Journeyman Electrician. 0It shall be unlawful for any person,firm or corporation,Master or Journeyman Electrician t begin any job of wiring in or about any building in the City of Fayetteville,Arkansas, unti a permit for such work shall have been.issued by the Electrical Inspector,who shall furnish blank forms of applicationi(to be carefully filled and delivered at his office and by him placed on file) and shall issue the permit. SECTION 10. This ordinance is to be considered as an additionto Ordinance Number 582,passed and approved November 9,1925,and is not intended to alter or repeal SMSP any part thereof,except where -the same conflicts hsrewith, I SECTION110 Any person,firm or corporation violating any of the provisions of this ordinance,shall be p� eemed guilty of a misdemeanor,and,upon conviction,shall be fined in any sum not more than $ �i' I • $100,00,and each day of such violation shall be deemed a separate offense. Fishback ae members of the Board of Examiners of applicants, for license as Journeyman Electricians, TRUCK FOR The Mayor reported the purchase by the Board of Public Affairs of a Chevrolet FIRE DEPT: • Chassis,and requested authority to have the body to be placed thereon,painted.Alderman Scott, moved that such authority be granted.This Motion was seconded by Alderman Pearson and•was passed by the unanimous vote of the members present.
