REGULAR MEETING OF THE CITY COUNCIL'OF THE'CITY
OF FAYETTEVILLE,ARKANSAS,HELD JANUARY 13th, 1930.

THE MINUTES of the meeting of January 6th,1930 were read and approved.
THE FOLLOING BILLS against the City,properly approded;were allowed and ordered paid and the Clerk was

orable Body to advertise for bids -and to award a contract for the purchase of one automobi14
chassis for the use of the Fayetteville Fire Depa; rtment,at a total cost not to exceed 'the'-,

Whereupon Alderman Stanford introduced an -ordinance to authorize aBl direct the Board of
Public Affairs of the City of Fayetteville,Arkansas to purchase an automobile chassis,which
was read the first time. Alderman Harding moved that the Rules be suspended and the Ordinance
place on its second reading. This motion was seconded by Alderman Drake and received the
following vote; Ayes,Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford,Stephlns;
'Nays,none; absent and not voting none,and was declared passed by the Mayor. The Ordinance was.
read the second time.
Ald>rman Pearson moved that the Clerk be directed to write to the Ark-
ansas Fire Prevention Bureau for information and advice as to the character of chassissuitable
for the purpose,to-wit,the carrying of Fire hose,ladders and chemical tank,under the necessity
of entering the narrow alleys surrounding the Public Square. This motion was seconded by Alder-
man Drake and received the unanimous vote of the Cou"bil,and was declared passed by the Mayor.
Gas Plumbing Alderman Pearson introduced an 'ordinance proviving for the appointment of a
Inspector Gas Plumbing Inspector,and for other purposee,which was read the first time. Alderman Drake
&c.; moved that the Rules be suspemded and the ordinance Placed on its second reading.T is
motion was seconded by Alderman'Bynum and received the following vote; ayes Aldermen Bynum,
lDrake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none and was declared passed b
by the Mayor. The ordinance was read the second time.
On motion duly passed the Clerk was directed
to alter,by written erasures and interlineations,cdrtain portions of the typewritten ordinal
for the purpose of making the meaning more clear and definite,to change the license fee'frot
(Alderman Stanford opposed the reduction of the license fee)

Mayor. The Mayor then announced the question before the Council is shall the ordinance pass,
and called for the vote on its passage,which resulted as follows, Ayes,Aldermen Bynum, Drak(
Fuller, Harding, Pearson, Scott, Stanford, Stephens; Nays None, absent and not voting None.

Ilan ordinance to be entitled 8An ordinance creating the office of GAS PLUMBING INSPECTOR,
providing for the appointment of said officer,and prescribing his duties; providing for the
examination and licensing of GAS FITTER in the City of Fayetteville,Arkansas,and for bonds
for such purpose,providing for the sizes and length of pipes to be used,for the inspection
the same,for the application for said inspection and the fees to be charged for said inspect
providing rules and regulations and tests of piping,providing penalties for violation,and fc
other purposes.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF F.AYETTEVILLE,ARKANSAS:*
SECTION ONE:
That there be and is hereby created the office of City Gas Plumbing Inspector,

Inspector shall file a bond in the sum of One Thousand Dollars ($11000.00)2eonditioned that
he will faithfully perform the duties of said office.
SECTION TWO;
GAS INSPEC- That the said.Gas Plumbing Inspector and his Assistants are hereby authorizedremp

GAS* empowered and directed to supervise all gas piping,appliances,fixtures and apperatus placed
FITTERS &C.0,
in,or in any manner connected with any building or structure,and to see that all such
piping complies with the conditions of this ordinance,and is in accordance with the Rules
and Regulations of the National Board of Fire Underwriters,which Rules and Regulations are
,hereby adopted and made a part of this ordinance,under which all gas piping must be done.
SECTION THREE:
No person,firm or corporation shall instal,construct,reconstfuct or repair any
,gas piping,appliances,fixtures ob apparatus within the City of Fayetteville,Arkansas,until
1 'such person,firm or corporation shall have secured license as hereinafter provided,and shall
ave executed a good and sufficient bond in the sum of One Thousand Dollars (01,000.00),
u having thereon as surety,a Bonding Company du -;y adtthorized to do business in the State of
3 Arkansas,conditioned for the faithful performance of,and compliance with the terms,require-
ments and provisions of this ordiaance,and such further and future ordinances of the City of
Fayetteville as may be hereafter passed to protect the inhabitants of said City of Fayette-
villefrom imperfect.or defective gas plumbing Said bond shall be further conditioned that
such.per`son,firm or corporation,shall,without additional cost to the person for whom the
work is done,remedy any defect therein,due to faulty workmanship or incorrect construction,
or due to faulty material used or furnished by such person,firm or corporation,and that
such person,firm or corporation shall forthwith reconstruct or repair such work within
forty-eight hours after notice from the City Gas Plumbing Inspector to so reconstruct or

repair the same.
In case of gas leaks,the City Gas Plumbing Inspector or any of his duly
immediately
appointed assistants shall cut off the gas supply from the premises affacted,without notice.
Likewise,the said City Gas Plumbing Inspector or any of his assistants may in the interests
y of the public safety,order the gas supplied to any customer cut off immediately without
notice;and when gas is so cut off it shall not again be turned on,except by order of said
,Inspector.

any person injured or damaged by reason of failure to repair any defective gas piping,or any
defective installation,construction,reconstruction or repair thereof,manitain suit on said
bond in any court having jurisdiction thereof,or.suit may be maintained thereon by any per-
son injured or damaged by reason of any breach of any of the conditions of said bond.
The bond herein required shall be a continuing bond,and shall not expire until one .year after
the date whereon the principal in said bond did any of the work contemplated in this ordinance)
That upon the approval of said bond by the City Council,the individual,firm or corporation
desiring to do such work,shall,after having passed the examination hereinafter required,
secure from the City Collector of the City of Payetteville,Arkansas,a license which whall
be not transferable In the event of the disolution of any company or partnership holding
such license,the member retaining such license shall be required to renew the bong herein
s� provided for before doing any such work provided for he�ein.That the names of each and
every member or representative of any firm or co -partnership obtaining the license shall be
given to the City Collector..,kThe sum of Ten Dollars (4$10.00) per annum shall, be paid for

and run to January first following.and when issued after January first of each year,the
` proportionate part remaining part of such year shall be computed from the first day of.the

EXAMINATION OF GAS -FITTERS.
Before securing a license,applicants must submit to and pass an examination before the
Board of Examiners of Plunbers,duly appointed and acting.under the -authority conferred on

A favorable report of the Board of Examiners must be presented to the City Collector,

FOUR: PERMITS: ;;;; PIPES:
Before commencing any gas fitting installation,the Gas Fitter must file
ith the Gas.Plumbing Inspector,a diagram accurately made out showing the sizes and lengths
f pipes and the kindX ofixture to be supplied by each branch. A permit will then be
ssued by the Inspector,if the diagram is approved.

For all large industrial buildings,the plans for piping should be taken up direct
with the local office of the gas company.

TION SIX. FEES:
The fee for the inspection of each system of piping shall be $2.00,
tested in sections at different times,each test $2.00. In case the system does not stand
e test,or is otherwise defective or incomplete,necessitating an extra trip by the Inspecto3
additional charge of $1.00 will be made. Fees to be paid by the Gas Fitter when the
spector's certificate of acceptance is delivered.
CTION SEVEN. That any person,firm or corporation who shall violate any of the provisions of
his ordinance,shall he deemed guilty of a misdemeanor,and upon conviction,shall be fined in
ny sum not exceeding Fifteen ($15.00) Dollars,and each and every day's continuance of such

steps for the condemnation of the south twenty feet of Lot 8, in Ambrose Addition to the
city of Fayetteville, Arkansas,in accordance with the aforesaid petition. Alderman Drake
seconded the motion which received the following vote; Ayes A1dP^men Bynum, Drake, Fuller,
,Harding, Pearson, Scott, Stanford, Stephens; Nays None, absent and not voting none. The Mayor
declared,the motion passed.
Alderman Harding moved that the Council adjourn to 7;30 P.M. of
January,14th, 1930. Alderman Drake seconded the motion which received the unanimous vote of
the Council.
