PRESENT: The Mayor T.S.Tribble, Clerk J:C.Massie,.-Attorney Don Trumbo,Engineer E.M.Ratliff; Aldermen'John Bynum; N.F.Drake, Don Fuller, C..T.Harding, C.A.Pearson, R.A.Scott, Dr. J.F. Stanford, S.S.Stephens. THE MINUF S of the meeting of November 4th,1929 were read and approved. THE FOLLOWING BILLS against the City,bearing the proper..vouchers and the.approval of the Auditing Committee,were allowed and -ordered paid and the Clerk was..ddbrected to issue warrants for thi same on motion by alderman Harding..seconded by Alderman.Fuller,passed by the unanimous vote of .the Council and so decl ared.by the Mayor; - Walter S.Duggans:$3.78;Abahier-Br an Motor Co. $53.00 and �$50.00;J.W.Shelly.$42.50;Magfnolia Petroleum'Co.;, $47.20;Elmer Wier 85.00; Ozark Filling Station $0.50;Ben-Porter' 18.75;=Dave Leviis.$9.00;Fayetteville Printing Co.., $1.35; Southwestern Gas &,Electric Co., 512.59,1 ALLEY IN The Mayor reported concerning said alley;that Mr Franke had made the following proposition; BLK 29; IThat _ - - if the City would assume the payment.of.his assessments in South College Avenue Improve District and in Alley Paving District,he (Franke.).would.convey to the city the require :strip of land,ten.feet in width,to be held.by the city so'.long as the same is used for an alley.After discussion,Alderman Drake.moved that the said.proposition be accepted provided Mr Franke will execute the conveyance in such manner as will.meet.the approval of the Mayor and the City attorney. This.motion was seconded by Alderman Harding and received the follow vote; ayes Aldermen Bynum, Drake, Fuller,.Harding,. Pearson, Scott, Stanford, Stephens;nays none,and was declared passed.by the Mayor. ASSESSORS Alderman Pearson introduced a resolution appointing a Board of Assessment for DISTR.43 Paving Improvement District Number Forty-three and moved its adoption.This motion was duly seconded by Alderman Bynum and received the following vote; ayes Aldermen Bynum, Drake, .Fuller, Harding, Pearson, Scott, Stanford,.Stephens; nays none,..absent and not voting none. The Mayor declared the motion .passed .and the resolution. eapted adopted. A.copy is as follow o4l� yMQ� - - - - RSOIDLUTION. _ - ���''� WHEREAS,there has been created -'within the corporate limits of the City of Fayetteville,Arkarisas,an Improvement District for the pur- pose of rolling, grading-aiid"paving Watson Street -.in -said City,said district having been desiggated-.aa-Paving-'Improvemeint-District Number Forty-three.of_the.City of.Fayetteville,Arkansaa;and Whereaa,the Board.of Improvement of said District has reportedto the City Council of said City that they have adopted plans for making the improvement contemplated in the organization of said District,and have requested that said City Council appoint a Board of Assessmentfor said Distriet,as provided by law, NOPd,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS, SECTION ONE: -that E.L.Nettleship,U.L.Smetser and A.C.Ucker,three qualified electors of the,City-of Fayetteville,Arkansas,be and they are hereby appointed to be the Board of Assessment for Paving Improvement District Number Forty-three (43) of the City of Fayetteville,Arkansas. PUBLIC On motion duly passed,the city Clerk was directed to ask for bids from the City pape P Rt ING for printing ordinances and public notices. Shelly's report of street cleaning,showing 130 blocks cleaned during.the week,was presented and on motion was oddered received and filed. LEVY: Communications ,one signed by a number of the City's physiciana,and one from Mr Art T. Lewi requesting reconsideration of the action of the Council in reducing the levy for the City Hospital,were received and read to the Council.Whereupon the Mayor stated that he had 1 1 455 _l lexplained to some of the signers of`these requests could not be safely granted at this time without possibly endangering the e.ntire.levy,in.as much.as the law requires the levy to be filed one week prior to.the meeting of the Quorum Court;and.further that should it become necessary, the Council .would have..the power to supplement the Hospital fund from the Gernerall fund at the time of collecting taxes.Follwving tt}h't1.fs •trtdtemen%t„iand Safterian%cirifoiobarloldidcussio cAnliderman-iDraicalmoved,kthartaidnder. the existing circumstances, and in view of the provisions of the law,the Council deems.it impracticable to alter the levy as certified to the County Clerk. Alderman Bynum seconded the motion.which received the unanimous vote of the Council. MOORE: Mr C.O. Moore was present,. and requested the Council to grant permission th his company to GAS, substitute 8 -inch pipe for 10 -inch in a portion of the supply line from the gas field to the City. After some discussion,Alderman Pearson moved that action in the matter be deferred I i till the next meeting of the Council. Alderman Scott seconded the motion which received the unanimous vote of the Council. The final report of the Board of Improvement of East Center Street was presented and read, to the Council,whereupon Alderman Harding moved that the report be received,approved and filed and the Board of Improvement of said East Center Street Improvement District Number One of the City of Fayetteville,Arkansas,be and the same are hereby fully discharged. This motion was seconded by Alderman Pearson and received the following vote; ayes Aldermen Bynum, Drake; Harding, Pearson, Stanford, Stephens; nays none; absent and not voting Aldermen Fuller and Scott. The Mayor declared the motion passed,the report approved and the Commissioners fully scharged. The bids of the Fayetteville Daily Democrat and the Fayetteville Daily Leader, for the publication of ordinances and other notices for the period ending December 31,1930 were opened in the presence of the Council,and found -to be as follows; The Leader, 6� per line of 6 -point type,and 5� per line of 8 -point type; The Democrat, 6� per line off/ 8 -point type and 5¢ per line.of 6 -point type. Alderman Pearson moved that the bid of the eader be accepted for publication of ordinances and other notices in 8 -point type. Alderman`` Drake I seconded the motion which received the following vote; ayes Aldermen Bynum, Drake, Harding, Pearsonip stanford,Stephens; nays nose; absent and not voting Aldermen Fuller and Scott.
