THE MINUTSF of the meeting of October 14th, 1939 were read and approved.
THE FOLL0l9I:.G BILLS AGAINST THE "ity, bearing the proper you hhers and the approval of the Auditing
Committee were allowed and ordered paid and the Clerk was directed to issue warrants for the
same on motion by alderman Fuller, seconded by Alderman Drake, passed by the unanimius vote
of the Council and so declared by the Mayor; _

REPORTS: I The annulll report of the Commissioners of North Leverett Ave. Improvement District Number
One -and the weekly report of the Street Cleaner were presented and on motion were ordered
received and filed.

a majority in assessed valuation of,the owners of real property in said District,said Distrit
being organized for the purpose of paving }'latson Street,and all persons who desired to b
heard having been given opportunity to be heard,and it appearing that the certificate of the
Circuit Clerk of Washington County,Arkansas as to the ownership of the real property within
said District was not before the Council,and that the certificate of the County Clerk of the
said Clashington County as to the assessed valuation of said real property was not before the
Council, Alderman Pearson moved that the finding of the Council as to majority be withheld till
}Sonday October 28th,1929,in order that said certificates might be produced and placed before
the Council for its guidance in said matters. Alderman Drake seconded the motion which re-
ceived the following vote; ayes Aldermen Bynum, Drake, F:111er.,Pearson, Scott, Stanford, Step
nays none; absent and not voting Alderman Harding. The Mayor declared the motion passed.
AVIATION: The contract with the Siloam Flying School for use of the Airport was presented to the
(Council ,and after some discussion,?aas referred back to the committee for revision.
IPETITION; A petition,purporting to contain the signatures of a majority in asseoised valuation of

GOVT AVE.:the owners of real property within the district therein described and set forth,praying fo
the formation of an Improvement District for the purpose of grading,rolling and paving Gov-
K ernment Avenue from the North line of Prairie Avenue to the South line of Wall street was
esented,whereupon Alderman Scott moved that said petition be received,filed and pa.lced of
record. This motion was seconded by Alderman Fuller and received the following vote;ayes
Aldermen Bynum, Drake, Fuller, Pearson, Scott, Stanford,Stephens; nays none; absent and not
voting Alderman Harding. The Iv+ayor declared the motion passed. A copy of said petition is a

Alderman Scott introduced a resolution directing the Clerk to caMse to be publi
notice of the filing of the foregoing p1tition and moved its adoption. Alderman Fuller seconddl
e motion to adopt which received the following vote; ayes Aldermen Bynum, Drake, Fuller,
son, Scott, Stanford, Stephens; nays none; absent and not voting Alderman Harding. The
declared the motion passed and the resolution adopted. A copy is as follows;

Alderman Drake.introduced a resolution levying the taxes for the ,year 1929 and moved it
option. This motion was seconded by Alderman.Stanford and received.the following vote;

VYING THE TAXES FOR THE YEAR 1929 UPON ALL THE REAL AND PERSONAL PROPERTY WITHIN THE
CORPORATE LIMITS OF THE CITY OF. FAYETTEVILLE,ARKANSAS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILi.,E,ATTIANSAS:

That the rate of Taxes for CITY GENERAL purposes,for the ,year 1929 be,and the s
s hereby declared to be FIVE 14ILLS ( 5 mills),on each Dollar of assessed valuation of all
personal property within the corporate limits of the City of Fayetteville,Arkansa.s,a.s
the Assessment Books for State and County purposes,and that the same is hereby levied;
the Mayor and the City Clerk are hereby asthorized and direeted to certify this levy to
ounty Clerk of Washington County,Arkansas,to the end that the same may be placed on the taxJbbW
oks and collected with State and County Taxes.

placed on the Tax Books and collected with the State and County Taxes..
SECTION THREE:
That the rate of Taxes for CITY HOSPITAL purposes Ber the ,year 1929 be, and the
same is hereby declared to be THREE-FOURTHS OF ONE MILL on each Dollar of assessed valuation
of all real and personal property within the corporate limits of the City of Fayetteville,
Arkansas,as shown by the Assessment Books for State and County purposes,and that the same is
hereby levied;and the Mayor and the City Clerk are hereby authoeized and directed to certify tBfi
this levy to the County Clerk of VJashington County, Arkansas, to the end that the same may bp
placed on the Tax Books and collected with the State and County `faxes.
SECTION FOUR: ~
That the reate of taxes for the purpose of paying FUNDING BONDS and interest theren
for the ,year 1929 be, and the same is hereby declared to be T910 AND ONE-HALF IGILLS (2-1*)on
each Dollar of assessed valuation of all.real and persoanl property within the corporate limits
of the City of Fayetteville, Arkansas,as shown by the Assessment Books for State and County
purposes,and the same.is hereby levied; and the Mayor and the City Clerk are hereby author-
ized and directed to certify this levy to the County Clerk of Washington County Arkansas,to
the end that the same may be palced on the Tax Books and collected with State and County Taxes.

On motion the City Engineer was authorized to"investigate the condition of a certain
culvert on South Street,and repair same within the limits of 425.00 expense.
