THE MINUTSF of the meeting of October 14th, 1939 were read and approved. THE FOLL0l9I:.G BILLS AGAINST THE "ity, bearing the proper you hhers and the approval of the Auditing Committee were allowed and ordered paid and the Clerk was directed to issue warrants for the same on motion by alderman Fuller, seconded by Alderman Drake, passed by the unanimius vote of the Council and so declared by the Mayor; _ s9.H. REPORTS: I The annulll report of the Commissioners of North Leverett Ave. Improvement District Number One -and the weekly report of the Street Cleaner were presented and on motion were ordered received and filed. HEARING The time having arrived for the hearing of &f 43* for the formation of 'mprovement IN DISTR. � //u. b&4 -7V a� cGrce.G�Y., talc y9 aw4 � rrI'�Gf�./oer�lititt� � 1 43. 1by Dist;rict^ for the purposeof px-vl deter i ng whether or'not said petition was signed a majority in assessed valuation of,the owners of real property in said District,said Distrit being organized for the purpose of paving }'latson Street,and all persons who desired to b heard having been given opportunity to be heard,and it appearing that the certificate of the Circuit Clerk of Washington County,Arkansas as to the ownership of the real property within said District was not before the Council,and that the certificate of the County Clerk of the said Clashington County as to the assessed valuation of said real property was not before the Council, Alderman Pearson moved that the finding of the Council as to majority be withheld till }Sonday October 28th,1929,in order that said certificates might be produced and placed before the Council for its guidance in said matters. Alderman Drake seconded the motion which re- ceived the following vote; ayes Aldermen Bynum, Drake, F:111er.,Pearson, Scott, Stanford, Step nays none; absent and not voting Alderman Harding. The Mayor declared the motion passed. AVIATION: The contract with the Siloam Flying School for use of the Airport was presented to the (Council ,and after some discussion,?aas referred back to the committee for revision. IPETITION; A petition,purporting to contain the signatures of a majority in asseoised valuation of PAVING GOVT AVE.:the owners of real property within the district therein described and set forth,praying fo the formation of an Improvement District for the purpose of grading,rolling and paving Gov- K ernment Avenue from the North line of Prairie Avenue to the South line of Wall street was esented,whereupon Alderman Scott moved that said petition be received,filed and pa.lced of record. This motion was seconded by Alderman Fuller and received the following vote;ayes Aldermen Bynum, Drake, Fuller, Pearson, Scott, Stanford,Stephens; nays none; absent and not voting Alderman Harding. Alderman Fuller seconddl e motion to adopt which received the following vote; ayes Aldermen Bynum, Drake, Fuller, son, Scott, Stanford, Stephens; nays none; absent and not voting Alderman Harding. The declared the motion passed and the resolution adopted. This motion was seconded by Alderman.Stanford and received.the following vote; es Aldermen Bynum, Drake, Fuller, Pearson, Scott, Stanford, Stephens; nays none; a`?sent an t voting Alderman Harding, The Mayor declared the motion passed and the resolution adopted copy is as follows; RESOLUTION, VYING THE TAXES FOR THE YEAR 1929 UPON ALL THE REAL AND PERSONAL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF. FAYETTEVILLE,ARKANSAS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILi.,E,ATTIANSAS: ION ONE: That the rate of Taxes for CITY GENERAL purposes,for the ,year 1929 be,and the s s hereby declared to be FIVE 14ILLS ( 5 mills),on each Dollar of assessed valuation of all personal property within the corporate limits of the City of Fayetteville,Arkansa.s,a.s the Assessment Books for State and County purposes,and that the same is hereby levied; the Mayor and the City Clerk are hereby asthorized and direeted to certify this levy to ounty Clerk of Washington County,Arkansas,to the end that the same may be placed on the taxJbbW oks and collected with State and County Taxes.
