THE MINUTES of the meeting of September 23rd, 1929 were read and approved. THE FOLLOWING BILLS against the City, bearing the prop erl vouchers and the approval of the Guditing Com ,were allowed and ordered paid on motion by Alderman HardSng,seconded by Alderman Fuller, assed by the unanimous.vote of the Council and so declared by the Mayor; Pay-roll,Gen Fund 1265.00;.Pay-roll Street Fund $50,00;Pay-roll Fire Fund $325.00;Dave Lewis $17.00; Pat ohnson j$3.00; Elmer Wier :;7.00 and $15.00;J.W.Shelly $'42.50; Ben Porter Y$12.50 and $10.00; nderson Stane Co., y$2.25; W.L. Crouch $5.60. SIDEWALK!, A petition asking that grade for sidwwalk on Storer,between Douglas and Mitchell tid STONER: lestablished,was presented and,on motion by Alderman Pearson,seconded by Aldernan Harding and PETITMON, IMPR. DISTR.: (43) ssed by the unanimous vote of the Council and so declared by the Mayor, was granted,and th ",ity Engineer was directed to establish said grade. A petitionasking for the establishing of an Improvement District for the purpose paving Watson Street from St Chakles Avenue to North Wrest Avenue was presented.Whereupon Harding moved that said petition be received,filed and spread of record. This moti seconded by Alderman Pearson.and received the following vote; ayes Aldermen Bynum, Drake , Harding, Pearson, Scott, Stanford,Stephens; nays none; absent and not voting none. We,the undersigned owners of real property in the City of Fayetteville,Arkansasand of the District hereinafter described and set forth, respectfully petition ,your Honorable Body to take all necessary steps and pass all necessary ordinances,t>0901. resolutions and orders to form an Improvement District for the purpose of grading,rolling and paving Watson Street from tiro St Charles Avenue to North West Avenue. (The part of Street from North West .Avenue to Rallston Avenue is sometimes called Scott Street). Hurst Alderman Bynum introduced a resolution directing the Clerk to publish notice of the iling of the foregoing petition,according to law and moved its adoption. Alderman Drake i seconded the motion to adopt which received the.following vote; ayes Aldermen Bynum, Drake, ller, Harding, Pearson, Scott, Stanford, Stephens; nays none; absent and not voting none. IThe Mayor declared the motion passed. and the resolution adopted. A copy is as follows, U RESOLUTION. VVI WHEREAS: : A petition asking for the establishment of an Improvement District for the purpose of grading.rolling and paving Watson Street in the City of Fayetteville,Arkansas,and claiming to be signed by a majority in assessed value of the owners of real property withinx the limits 'of the territory therein set forth and described.was presented to the City Council of the (City of Fayetteville,Arkansas on the 30th day of September, 1929, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYEPTEVILLE,ARKANSAS: I That the City Clerk of the City of Fayetteville,Arkansas be,and he is hereby directed to cause - to be published a notice, once a week for two weeks according to the provisions of Act 64, Acts I of Arkansas,Approved February 28, 1929,stating that a hearing to determine whether or not said I ,petition is signed by a majority in assessed value of the owners of real property within said will be held IDistricigon Monday the 21st day. of October, 1929 . Massie, City Clerk. i 'REPORTS:( Annual reports were presented by the Commissioners of the following Improvement Districts;' COMR'S School Avenue Improvement District Number One; East Street Improvement District Number One i land Annex Number One; Annex Number Two to East Street Improvement District Number One; lAnnex Number One to hest Lafayette Improvement District Number One; and Douglas Street Improvement District Number One. Aldorman Harding moved that said reports be received and (filed. This motion was duly seconded by Alderman Bynum and received the unanimous vote of the Council and was declared passed by the Mayor. i SHELLY'S report,showing 188 blocks cleaned during the week was received and filed. I $900.00 Alderman Drake moved that the Mayor and the City Clerk be;and they are hereby direlt ordered of Fayetteville,Arkansas, paid to to issue a warrant,drawn on the General Fund of the City/and payable to the Arkansas Nationall National t Guard; Guard in the sum of 'Nine Hundred ($900.00) Dollars. Alderman Fuller seconded the motion which I received the following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none, and was declared passed by the Mayor. l GREGG STR. On motion by Alderman Drake, seconded by ,Alderman Bynum and passed by the unanimous 17ALK: and so de3lared by the Mayor, vote of the Council, the Clerk was directed to notify the owners of the property abutting on the West side of Gregg Street that they must either repair the stone walk now along said stree or carry out the order of the Council for a new concrete walk. ,SELL "TATER On motion by Alderman Harding,duly seconded and passed, the -Street committee was dttt- TANK: to sell the barrel water tank,since the same was no longer of use to the -City, (GRADING Jauthorized Mrs Holcomb presented the matter of lowering the grade on Maple Street in front of her pro- 1IdAPLE ST. perty,which was discussed at some length, but no action was taken by the Council. Wilson req-Aested permission to present his position in regard to the xtension of Wilson Avenue,which was granted. t'lhereupon Mir Wilson gave a detailed statement street rights of watvhich he had given and also rights of way for water and sewer lines h he had given the city, and again stated that he was ready to give the street in questi ut that he would not deed the land. He called attention to the fact that no streets in the ity were deeded except some narrow strips given for the purpose of widening some of theme e stated that the only requirement he asked for the opening of the street asked for,was he partiews interested and benefited should build a bridge across the branch at the point the street would cross it. The Senator stressed the point that he should not be cons obstructionist,and pointed out the streets cut off the Fiilson property in -support of his osition. CLERK'S 441yW* .' The 'City'"Cl'erk_having r'equest'ed permission''.to make a s'tat'ement to the Council ' STATOLvIENT : concerning the 'reply to' -his etiiicisms of the recent audit,the Mayor referred the matter to Ithe Council whereupon Alderman Pearson moved that .� permission be granted.This motioni,was duly seconded by Alderman•Di•ake and received the unanimous vote of, the council,and was declared passed by the Mayor. The Clerk then proceeded to point out the following admissions and incorrect statements in said reply*. The reply admits placing a $15 Street warrant in the list of Fire warrants,claiming the bank had charged it to the Fire Fund,which is incorrect. The reply admits listing a $30 warrant as $50, and intimates that the record had been changed after the audit was made. This was shown to be.incorrect from the fact that the auditor used the corrected figures in checking the records showing that the Journal ba.lAnced at that point. The alleged conversation in which the Clerk is said to have admitted his ignorance of ouble entry did not occur. The errors referred to were further admitted by the statement that they could not be orrected.in the report of the audit, but had been corrected by entries in the city books. The Clerk disclaimed any purpose or desire to influence the council in the matter of heir action in receiving the audit,and commended their course.
