Tribble, Aldermen Bynum, Drake, Hardi"g, Pearson, Scott,, Stanford,Stephens; Absent city Clerk Massie, Attorney -Don Trumbo Engineer R.M. atliff,Alderman Fuller. THE READING of the Minutes of the previous meeting was deferred till the next regular meeting. THE PURPOSE of the meeting was stated by the Mayor to be the consideration of sewerage disposal North and South of the City. �McILROY: Mr. J.H. McIlroy, President of the Sewer•Board,at the req-1est of the Mayor,gave a statement of the plans of the Board, and the extent of their operations. As to the disposal of Sewerage of the North side,an iron main has been laid from the old septic tank,and twin pumps have been ordered to be used in forcing the sewage into the mains leading to the dsiposal plant) near White River.This represents an expense of $4 000 or $5 000 as compared -with ared•with $25 000 or! • I P P s, �, P �Y , $30,000 required to install an adequate disposal plant for the North side,not including the right of way.Also,that the present plant is fully adequate to care for all the sewage of the City.The Board plans also to install a secondary plant,when funds are available, for further treatment of sewage,but at present must depend on chlonination. DR HALF: Dr Hale addressed the council,setting forth some of the principles of sewerage. 'I disposal,and mentioned also the effect of chlorination and its use as a temporary substitute for secondary treatment. Alderman Bynum and Alderman Harding took the position that an additional septic i tank should be installed for the disposal of the sewerage on the North side of the City. ' THE MINUTES of the meetings of August 19th and 22nd, 1929 were read and approved. THE FOLLO17JING BILLS against the City,bearing the proper vouchers and the approval of the Auditing Committee were allowed and ordered paid and the Clerk was directed to issue warrants for the same on motion by Alderman Drake,seconded by Alderman Bynum passed by the unanimous vote of the Council and so declared by the Mayor.; J.4J.Shelley '42.50;Ben PorterX09.40; Southwestern Bell Tel. Massie $1.00; Pat Johnson, �p14.70;Rogers wholesale Grocery co., rj',4 e 20 STRE'T The Clerk reported the filing of several applications for the position of Street Cleaner CLEANING: but since it appeared that no such applications had been called for,and the present holder of the position has a contract for one year,no action was taken (in the matter. INBFLLEY'S report,showing 193 blocks cleaned during the week,was presented,and on motion was filed. , Cut Curb The request of H.E Jackson for permission to. cut the curb om Gunter Street for HE JACKS N: the purpose of installing driveway,was granted,subject to supervision of the City Engineer.; FAST STR J.H. 1,1cIlroy filed an appeal form the action of the Board of assessment of I.D. APPEALS: East Street Improvement District Number One of the City of.Fayetteville,Arkansas. In order ' that sufficient time for investigation might be had,the hearing of Mr McIlroy's appeal was continued to the next regular meeting,on motion duly passed. i !ARMORY: Alderman Scott presented the matter of assisting in the furnishing of the Armory,and moved that the matter be referred to the Finance Committee. This motion was duly seconded and passed FAIRVIENI Mr 1�cI1roy and Dr Thomas presented the matter of grading Fairview Avenue and AND WEST DICKSalloart of Buchannan.Street,stating that about �6p200.00,in the treasury of the lnnex to inent, Q.SEPTIC DANK: University Improvement District was available,part to be used in repairing the pavement on Dickson Street and the remainder for the work on the other two streets,and requested the Cit to assist in the work on a-50-50 basis.After some discusion, Alderman Hardi>v+tg moved that act in the matter be postponed till an estimate of the cost could be furnished by the City Engin This motion was seconded by Alderman Dnako Bynum and duly passed. Fr. J.H.McIlroy,as a member of the Board.of Commissioners of Sewer Improvement District Number One,asked,that,since there seemed to be some misunderstanding concerning the plans for disposal of the sewage from the North side of the City, such parts of the record as have a bearing on that matter be read by the Clerk;. whereupon Alderman Pearson moved that the Clerk read the record as requested. This motion was seconded by Alderman Drake.and passed by the unanimous vote of the Council,and so declared by the Mayor. The Clerk then read the resolution recorded on page 200, the report of the Commissioners shown at page 262,and the Ordinance on page 373 of this record.There followed some informal discusion, but no formal action was had. DRAINAGE Carl Smith, Assistant Engineer,reported concerning the complaint of the dra ON VIHITTHAM: from an alley opening into Whittham Avenue, that there seemed no sufficient cause for ac by the Council in the matter. RFPORTS:`The monthly reports of the City Collector, City Clerk, Purchasing Agent, Police Judge,and e weekly report of the Street Cleaner were presented and on motion were received and filed ,TRANSFER Alderman Harding introduced, the following resolution and moved its adoption, Alderma OF FUNDS:Drake seconded the motion to adopt which received the following vote; ayes Aldermen Bynum, Drake, Fuller, Earding, Pearson, Scott, Stanford, Stephens; nays none, and absent and not voti f ' ing none. The Mayor declared the motion passed and the resolution adopted. A copy is as follows; R':SOLUTIOTd. WHEREAS On the 8th day of February, 1922,the sum of $7,150.00 was transferred from the General Fund lof the City of Fayetteville,Arkansas to the Street Fund of said City,which sum has not been replaced,and WHEREAS: It was the intention of the Finance Committee in setting aside a fixed sum for Permanent Street 'improvement that said item of the budget should be paid from the Street Funf, and WHEREAS: For the better securing the hmlders of predated warrants,it has been the custom to draw such lwarrants payable from the General Fund --said warrants having been issued in payment for ;paving and for, raod working equipment,and WHEREAS: j There is now a surplus in the Street Fund,apart of which can be used for the payment of several lof said Warrants without interfering with the execution of the present plans of the Street Department., THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVIiLS,ARKi'iNSAS: (SECTION ONE: i That the Pdavor and the City Clerk be, and they are hereby authorized and directed to draw a warrant in the sum of $3,654,88,p ayable from the Street Fund of the City of.Fayetteville,kis Arkansasto the General Fund of said City to reimburse said General Fund for the payment of the following warrants,to-wit;- '-1
