THE MINUTES of the meeting of July 22nd, 1929 were read and approved.

in motion by Alderman Drake, seconded by Alderman Fuller, passed by the unanimous vote of the

ESOLUTION Alderman Pearson introduced a Resolution requiring the presentation of/Tax Receipt
POLL -
TAX LAW: in order to draw pay from the City,and moved tts adoption. Alderman Harding seconded the
motion to adopt which received the folling vote; ayes Aldermen Bynum, Drake, Fuller, Harding,
Pearson, Scott, Stanford,Stephens; nays none. The Mayor declared the motion passed and the
resolution adopted. A copy is as follows;-

Act 288,Acts of Arkansas,1929,requires that every applicant,being an adult person I
who has been a resident of the State of Arkansas, for one year,for a license or permit of any,
kind whatsoever,under the laws of the State or under the ordinances of any municipal corpora
tion,shall present with or her application a poll -tax receipt,or other evidence.of the payment
if his or her poll -tax during the legal time for such payment,and
WHEREAS:
Said Act further provides that "Before any adult who has been a .resident of the Sktte
of Arkansas for one year shall receive any salary,wages or other compensation paid from public
funds of any character such person shall exhibit to the officer or agent in charge of the
public funds a poll tax receipt or other evidence that such person has paid his or her poll
'tax during the time for the collection of the taxes of the current year, or during the time
for the collection of taxes next preceeding the current year",and
IHERFAS:
Said Act further provides that "Nm permit or license shall be granted, and no warrant)
Pr voucher for salary or compensation to be paid from public funds, shall be issued to any
person until the provisions of this Act shall have been complied with", and

Said Act further provides that "Any officer egarged with the duty of issuing any
license or permit,or employing any person whose compensation is to be paid in whole or in part
from public fundsderived from taxation,who shall violate any of the provisions of this Act
shall be deemed guilty of a misdemeanor,and upon conviction thereof, shall be fined in any
fsum not exceeding two hundred Dollars."
NOW. THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTi'sVILLE,ARKNNSAS:
SECTION ONE:
That the City Collector,before the issuance of any permit or license of any kind shall
require the applicant therefor to present his or her poll tax receipt,or other evidence of it's
payment,in compliance with the provisions of said Act 288,
SECTION TWO:
That the City Clerk, before issuing any warrant for salary,wages or other compensati
payable from public funds,shall require the presentation of a poll tax receipt or other evi-
dence of the payment thereof by the payee,according to the provisions of said Act 288.
SECTION RIDHREE:
That the City Clerk shall make and preserve a list showing the names of persons so.
presenting poll tax receipts,and the date thereof.
SECTION FOUR:
That this resolution shall take effect and be in force from and after its passage and,
approval,and all resolutions in conflict herewith be, and the same are,hereby,repealed..

The Clerk reported the filing of a Claim for the sum of $349.36,delinquent taxes
ted by the County Treasurer,during 1929.
The Clerk reported the payment of ?5,183.57 to the Chase National Bank of New York
to cover bonds of Fayetteville,and interest coupons due August 1, 1929s

of such filing according to law, on July 27th, 1929.

g, The committee on Extending and repairing West Spring Street reported that they deemed,
t necessary to construct a retaining wall along the North side of the street for a distance
f about 50 feet which would cost approximately $50.00. Alderman Drake moved that the Chair- ,
an of the Street Committee be authorized .to contract for such construction, the work to be
nder the supervision of.the City Engineer, Alderman Harding seconded the motion which _received
he unanimous vote of the Council and was declared passed by _the Mayor,

The question of altering the grade established by the City Engineer for a sidewalk at
he property.of the Delta -Beta Sorority was.presented by interested parties, and after some
Iscussion,Alderman Scott moved that the decision be defeered for one week.to enable the members
f the Council to •investigate the situation. This motion leas duly seconded and pissed.,
The location and ilpistallation of a street light at the corner of Ila and was
uthorized.
The City Clerk was directed torequest Attorney Savage,representing Dr. Baerg in the
atter of constructing a sidewalk at the property of Dr. Baerg on Idaple Street,to appear
efore the Council and present his contention pertaining thereto..This action was ,Fd on
otion by Alderman Pearson seconded by Alderman Drake,and duly passed.
The Committee appointed to investigate street and property lines on North College ,
d;
venue reported that in their opinion,there was nothing for the City to do in the matter.
The same Committee also reported adversely as to ordering sidewalks constructed on
Olive Avenue.
1G The City Attorney with the Ordinance Committee was d@rected to prepare an ordinance
'or the purpose of #3110-natIng prohibiting the use of Noise -making devises on autos.
On motion by Alderman Harding, seconded by.Aldprman Fuller,the Council adjourned.•
