Attorney Don Trumbo, Engineer E.M. Ratliff; I Aldermen Bynum, Drake,_ Fuller,.Harding,.Pear.son, Scott, Stanford, Stephens. THE MINUTES of the meeting of June 3rd, 1929 were read and approved. (THE FOLLOWING BILLS against the City bearing the proper vouchers and the approval of the Auditing Copnittee,were allowed and ordered paida and the Clerk was directed to issue wabrants for the same on motion by Alderman Drake, seconded by Alderman Fuller passed by the unanimous vote of the Council and so declared by the Mayor;Magnolia.Petroleum Co., $17.99;John Zillah $$5.00;J.N1. Shelley $42.50;Ray Lehman $$4.90;Lewis Brothers Co., $$2.85 and 1.30;L.S. Addington $$3.00; Washington County Hardware.Co.,$p5.10;Elmer Wier $7.50; Ben Porter $$7.50;Dave Lewis $10.gV and $2.25; Fayetteville, Printing Co., $15.50;Ferguson Lumber Co., $0.60;Democrat Publishing Co., $19.38;Fayetteville Machine Shop $$4.20;Ozark Grocer co., $3.50,eE.W. Shuford $6.50, 1 Shelley's Report for the week ending June 8th, 1929 was presented,showing 111 blocks cleaned during said week. On motion said.report was ordered filed. MRS, WOOD: Mrs Nancy J. Wood filed a request for permission to cut pavement on North College Ave- RERUEST IT O MAKE nue.for the purpose of making sewer connection. After investigation, Alderman Pearson moved, 'SEVIER CON- NECTION: that permission be granted to mrs Nancy J. Wood to make sewer connection from her property on North College Avenue under the direction and supervision of the City Engineer,care to be j taken to avoid cutting the pavement,if_some other plan were found practicable.Alderman 2HOUR Hardi;jg seconded the motion which received the unanimous vote of the Council. j PARKING A request for the passage of an Ordinance limiting parking on the South side of East E. MT, STR, MounAltn Street from East Street to the alley West of Taylor building was presented,whereupon a motion was passed directing the City Attorney to prepare such ordinance. BOARD OF' A communication from the Board of Public Affairs recommending that a truck be purchased P.A. ; TRUCK for the use of the street Department was presented, whereupon Alderman Harding introduced an PURCAHASE: ordinance to authorize said purchase,which was.read the first time. Alderman Hadding them moved that the Rules be syispended and the ordinance placed on its second reading. This mots' was seconded by Alderman Scott and received the following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford,.Stephens; nays none. The Mayor declared the motion I passed. The Ordinance was read the second time. Alderman Drake then moved that the Rules be further suspended and the ordinance placed on its third readi:hg and final passage. This motion was seconded by Alderman Scott and receiired the following vote; ayes Aldermen Bynum, Alderman Pearson. Drake, Fuller, Harding, 4tWk4W*i, Scott, Stanford, Stephenso nays lfdHb. The Mayor declared the motion passed and the ordinance was read the third time. The Mayor then a^nounced the question before the Council is shall the ordinance pass and called for the vote on its passage which resulted as follows; ayes Aldormen Bynum,Drake, Fuller, Harding, Rawsm Scott, Alderman Pearson, Stanford, Stephens; nays tie. The Mayor declared the ordinance passed. A copy is as follows; ORDINANCE NUMBER 705. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE AUTHORIZING THE MAYOR AND THE STREET COMMITTEE OF THE CITY OF FAYETTEVILLE, ARKANSASTO PURCHASE AN AUTOMOBILE TRUCK FOR USE ON CITY STREETS". BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARK:INSAS: SECTION ONE: That the Mayor and the Street Committee are hereby authorized and directed to purchase an automobile Truck with a loading capacity of at.least one and one-half tons and the cost of which is not to exceed $900.00; SECTION TWO: That the Mayor and the Street Committee of said City of Fayetteville,Arkansas are further authorized to buy said automobile truck on the time payment plan;said payments not to exceed $50.00 per month,and the type and make of truckto be left to the discretion andjudgment of said Mayor and said Street Committee. SECTION THREE: The Mayor and Street Committee are further authorized to enter into on behalf of the City of Fayetteville, Arkansas,all necessary contracts and agreements in the purchase and acqui- sition ofsaid automobli6 truck with the dealer or dealers from whom said truck is purchased. 412 SECTION FOUR: This ordinance to be in effect from.and after.its passage approval and publication and all ordinances or parts of ordinances in conflict.herewith,be,and the same are hereby repealed. REALTORS Alderman Pearson introduced an.ordinance to regulate the business of buying and sellin real estate for others which was.read the first time.. Alderman Scott moved that the Rules.be.suspended and .the ordinance placed on its second re ing. This motion was Seco^ded by Alderman Fuller and received the following vote; ayes Ald, men Bynum, Drake, Fuller, Harding,: Pearson, Scott, Stanford, Stephens; nays none and was declared passed by the Mayor. The ordinance.was_read the second time. Alderman Pearson then moved that .the ordinance.be referred to the City Attorney and the Ordinance Committee for investigation and comparision with the recent.enactment of the Sta Legislature, and report at next meeting.of.the.Council. Alderman.Scott.seconded the motion which received the unanimous vote of the Council.: STANFORDI At this time Alderman Stanford -requested to be excused, which request.was granted. EXCUSED: On motion the Clerk was directed.to notify Earl.Bates that.a part of his.building at the Earl BatesIntersection of North Ccl11ege Avenue and Trenton Boulevard was in the city street, and to Building, �egyest Mr. Bates to appear before the Council for discussion and consideration of the matter. COMOORE A representative of C.O. Moore presented a.plat of the proposed pipe line location in PALT: the ferritory lying betweenCenter Street and.Dickson Street and between the Frisco Railway and College Avenue, and asked that -the same be approved. Alderman Drake moved that the matter be referred to the City Engineer for Opp" investigation.and approval; and in case'of failure to approve,the engineer to refer the points.of.difficulty.back to the Council. This motion was seconded by Alderman Fuller and received the.unanimous vote of the members •pp se t JIM LADD The matter of controllingme the drainage g at theproperty .of Jim Ladd on Avenue DRAINAGE: was referred to the Street Committee with -power to act,.the expense.to be limited to 0150.00 This action was had on motion by Alderman `)rake,..seconded.by Alderman Bynum, and passed by the unanimous vote of the members present. DISTRICT The Clerk was directed to secure from a.competent abstractor the.necessary data for 42 determinAng the ownership and assessed valuation of the.real property within Improvement District Number 42. This action was..had.on motion bjr Alderman.Pearson, seconded by Alderman Scott, and passed by the unanimous vote of the members present. BYNUM Alderman Bynum at this time requested to be excused from the meeting, to catch the EXCUSED: south bound train. which request was granted. )RAKE'S At this time Alderman Drake brought up the subject of the acquisition of an Air -port for )ONATION: the city, and made the following proposition; SIR -PORT: that if the city will provide the sum of $1,5901.00 to apply on the payment of the field,he would personally give $3,500.00,making the total purchase price of the field,and secyring the same for the city. Expressions of appreciation for the generosity of Dr. Drake were made by the Mayor and members of the Council, and Alderman Pearson moved that the proposition of dr. Drake be,and the same is accepted,and that the ordinance Committee prepare an.ordinance setting forth said acceptance and providing for an appropriation of $1,500.00 for the purpose of completing the purchase of the aviation.field. Alderman Harding seconded the motion which) received the following vote; ayes Aldermen Drake, Fuller, Harding.Pearson, Scott Stephens; naps none; absent and not voting Aldermen Bynum, and Stanford, and was declared passed by the Mayor.
