REGULAR MELTING OF THE CITY COUNCIL OF THE CITY
OF FAYETTEVILLE, ARKANSAS, HELD MAY27,1929.

ITHE MINUTES of the meeting of May 20th, 1929 were read and approved.
!THE FOLLOWING BILLS against the City were allowed and ordered paid on motion by Alderman Harding,
seconded by Alderman Scott, passed by the unanimous vote of the Council and so declared by
the Mayor;-

LETTERS: The clerk read to the council certain communications,viz;

On motion duly passed all of said letters were ordered filed.

REPORT: The report of the Street cleaner for the week ending May 25th,showing 118 blocks cleaned
during the week was presented,and on motion was ordered filed.
ORD. 704 Alderman Harding introduced an ordinance authorizing the Mayor and the Board of
LEASE Improvement of Sewer Improvement District Number One of the City of Fayetteville, Arkansas
CONTRACT' to sign a certain lease contract with the StLouis and San Fransisco Railway Company,
FOR SnVER: which was read the first time. Alderman Harding then moved that the Rulae be suspended
' and the ordinance placed on its second reading. This motion was seconded by Alderman Bynum
and received the following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson,
Scott, Stanford, Stephens; nays none, absent and not voting none. The Mayor declared the
motion passed. The Ordinance was read the second time.
Alderman Pearson then moved that the
Rules be further suspended and the ordinance placed on its third reading and final passage.
Alderman Fuller seconded the motion which received the following vote; ayes Aldermen Bynum,
Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none; absent and not vot-
ing none. The Mayor declared the motion passed. The Ordinance was read the third time.
The Mayor then announced the question before the council is shall the ordinance
pass, and called for the vote on its passage wgich resulted as follows; ayes Aldermen Bynum,
Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none; absent and not voting
None. The Mayor declared the ordinance ppassed.

AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF FAYETTEVILLE, ARKANSAS, AND THE
BOARD OF IMPROVEMLN T OF SEVIER IMPROVEMENT DISTRICT NUMBER ONE OF THE CITY OF FAYETTEVILLE,
ARKANSAS,TO SIGN A LEASE CONTRACT FOR THE USE OF CERTAIN RIGHT-OF-WAY BELONGING TO THE ST.
LOUIS AND SAN FRANSISCO RAILWAY COMPANY TO CONSTRUCT SEVIER THEREON,

WHEREAS,
In the reconstruction of the sewer plant for the City of Fayetteville, Arkansas,it
'has become necessary to locate a sewer pipe line on the right-of-way of the St Louis and
i San Fransisco 1'ailway Company from a point at or near Rock Street on the 0.&C.C. Main line
toStation 7592 plus seven feet,in accordance wilth lease agreement between the parties hereto
I of date May 27, 1929; and
WHEREAS,
The St Louis and San Fransisco Railway Company desire a ,joint contract with the '
City of Fayetteville, Arkansas and the Board of Improvement of Sewer Improvement District
Number One of the City of Fayetteville, Arkansas, and the St.Louis and San Fransisco Rail-
way Company,
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THS; CITY OF FAYETTEVILLE,
ARKANSAS:
SECTION ONE:
That the Mayor of the City of Fayetteville, Arkansas, and the Board of Improve-
ment of Sewer Improvement District Number One of the City of Fayetteville, Arkansas,are here-
by authorized and directed to sign a lease contract for the use of certain right-of-way,
belonging to the St.Louis and San Fransisco Railway Company for the construction of a sewer
pipe line and for the operation and maintainance of the same.
SECTION TWO:
That this ordinance be in full force and effect from and after its passage ftp
approval and publication,and all ordinances and parts of ordinances in conflict herewith
be and the same are hereby repealed.

PETITION A petitmnn,purporting to bear the signatures of the majority in value of owners of
' IMPR.DISTR, real property within the territory described therein was presented praying the council to
# 42 form an improvement idAtkict for the purpose of paving certain part of South School Avenue,
(S.SCHOOL) was presented,and read th the council,whereupon Alderman Harding moved that the petition be
received,filed and spread of record. Alderman Scott seconded the motion which received the
following vmte; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford,Stephens
Nays None, lbeent and not voting none. The Mayor declared the motion passed.

NRatliff E.M. Ratliff presented a proposed contract as City Engineer of the City of Fayette-

as ville, Arkansas,for a period of two years,whereupon Alderman Pearson moved that the Council

At the request of the Mayor,and on motion by Alderman Bynum,seconded by Alderman Harding,it
was ordered that the employment of Mr Frambers to audit the City books was cancelled.
Thereupon Alderman Stanford moved that the contract for auditing the city books be
awarded to the lowest bidder,who is " a certified accountant,namely, C.H. Frambers and Co.
Alderman Harding seconded the motion which received the following vote;- ayes Aldermen Bynu
Harding, Stanford,Stephens; nays Aldermen Fuller, Pearson, Scott; pfesent and not voting
Alderman Drake. The Mayor declared the motion lost for want of a majority of the council.
No report as to the progress of the digesting of the city ordinances was presented.
After discussion of the matter by the Mayor and members of the council, Alderman
Drake moved that the Mayor and the Street Committee be authorized to secure such equipment
and employ such men as seemed necessary for properly caring for the streets both paved
and dirt,provided the expense be kept within the limits of the budget.
Alderman Harding seconded the motion which received the unanimous vote of the Council and
