Pursuant to adjournment, the City Council of. the City of Fayetteville, Arkansas on Wednesday,April 24th, 1929, at 7;30'P.M.2when there were present; Mayor, T.S. Tribble, Clerk J.C. Massie, Attorney Don Trumbo, Engineer E.M. Ratliff, rmen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens, of the meeting of April 22nd, 1929 were not read. SE of the meeting,as stated by the Mayor, was to consider further the three ordinances for ranting gas franchises,which were on their second reading before the Council. Alderman Bynum requested permission to withdraw the ordinance providing for the ranting to the Public Utilities Corporation of Arkansas a franchise to supply gas to the Ci of Fayetteville,which request was granted by motion duly passed. Alderman Scott th&n introduced an amended ordinance providing for granting to said Corporation a franchise (exclusive) for supll*ing gas to Fayetteville,which was.read first time. Alderman Drake moved the Rules be suspended and the Ordinance placed on its second readirv;, This motioft \v4s second d by Alderman Fuller and received the following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, Stanford, Stephens; nays none, and was declared passed by the Mayor. The ordinance was read the second time. Alderman Drake then,moved that the following words be stricken from the 7th paragraph of Sec tion 4,to-wit;"The grantee agrees that it will not raise nor seek an increase in said rates charges at any time prior to the expiration of three (3) ,years from and after the date the passage of this ordinance." This motion was seconded by Alderman Harding and received he following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Stanford, Stephens; nays (Aldermen Pearson and Scott,and was declared passed by the Mayor. Moore a gas franchise in the City of Fayetteville,which request was gra v 12y motion duly passed. ` Alderman Harding then introduced a revised ordinance granting to the sald C.O. Moore a franchise for supplying 8a-ff:r natural gas to the City of Fayetteville,which V Inas read the first time. Alderman Bynum then moved that the Rules be suspended and the ordinane, placed on its second reading. This motion was seconded by Alderman Fuller and received the following vote; ayes Aldermen Bynum Drake Fuller Hardin , , , g, Pearson, Scott, Stanford,Stephens; (nays none, and was declared passed by the Malryor. The ordinance was read the second time. ARK.GAS Alderman Pearson Int-V0duo *d requested permission to withdraw hdraw the ordinance whichSERVICE Irovided for the granting to the Arkansas Gas Service Company a franchise for supplying attral gas to the City of Fayetteville, which request was granted on motion duly passed. Alderman Pearson then introduced 9!* a revised ordinance providing for granting o the Arkansas Gas Service Company a franchise for suptlying natural gas to the said City, hich was read the first time. Alderman Pearson then moved that the Rules be suspended and he ordinance placed on its second reading. This motion was seconded by A1dorman Bynum and I received the following vote; ayes Aldermen Bynum, Drake, Fuller, Harding, Pearson, Scott, tanford, Stephens; nays none, and was declared passed by the Mayor. The ordinance was read econd time. •- After discussion by members of the Council,.Alderman Bynum moved that the Rules e further suspended and.the ordinance placed on its third reading and final passage. This otion was seconded by Alderman Harding and received the following vote; ayes Aldermen Drake, Pearson and Scott; nays Aldermen Bynum, Fuller, Hardir}g, Stanford, Stephens. The ordinance was read the third time. The Mayor then announced that the ' gi%es on before the Council is shall the ordinance pass knd called for the vote on its Da.ssage which i resulted as follows; ayes Aldermen Bynum, Harding, Fuller, Stanford, Stephens; nays Aldermen i i Drake, Pearson, Scott, absent and not voting none. The Mayor declared the vote to be Five in the affirmative and three in the negative, and that he would exercise his right to wit4old his signature till the expiration of the three days allowed him by law. PARKING: In the matter of all-night parking, the Mayor was authorized to have curb signs painted forbidding parking between the hours of 2 A.M. and 6 A.I.T. This action was had on motion by Aldnrman Bynum, seconded by Alderman Drake passed by the unanimous vote of the i i Council and so declared by the Mayor. Jones for relief from the drainage down Fast Center Street was pT)esented and on motion was referred to the City Engineer for report. The Clerk reported that the Mayor had signed Ordinance Number 703, grsnting a gas franchise to C.O. Moore,also that C.O. Moore had filed his acceptance of the same,whereuponl { Alderman Harding moved that said Ordinance and the acceptance C.O. Moore be filed and sprAad of record.
