Massie, Attorney Don Trumbo, Engineer E.M. Ratliff; Aldermen Bynum, Drake, Fuller, Jones, Pearson, Scott, Stanford, 4 THE MINUTES of the meeting of April 1st, 1929 were read and approved. Co. $20.30;Texas Service Station j 10.00;Southwestern Gas & Electric Co. $512.59;Bert Watson, $153.25; The City Clerk reported that he had arranged for the payment of the rent on the office f the City in the Court House by securing the allowance of a claim against the County of ashington in the sum of $591.51 for delinquent taxes collected by the County Treasurer during 928 on City Property,and an order of the County Court that said amount be applied to the ayment of rental on said offices; said order being recorded in Record "V" page 575 County ourt Record. On motion the action of the City Clerk was approved. and ratified, The Mayor reported the resignation of C.171. Winkleman as Fire Chief of the Fayetteville ire Department,and that as Mayor he had accepted said resignation. The Mayor also filed a copy of a resolution passed by the Board of Trustees of the iremen's Relief and Pension Fund,granting to C.111. Winkleman a Pension of $25.00 per Month rom and after April 8th, 1929, and requested that the same be entered on the Records of the' ity. On Motion duly passed, it was so ordered. A copy of the resolution is as follows; - .W. Winkleman has retired, both as a member and as Chief of the Fayetteville, Fire Depart- ent,effective April 8th, 1929 after thirty-five consecutive ,years of active service with the ayetteville,Fire Departm�nt,a.nd der and by authority contained in Act 491, Acts of Arkansas, 1921,the said C.W. '.'inkleman, V virtue of his length of service with the Fayetteville, Fire Department,is entitled to re -I eive a pension from the Firemen's Relief anf Pension Fund, ow,Therefore,be it resolved by the Board of Trustees of the Firemen's Relief and Pension Furil f the City of Fayetteville, 1�rkansas; E: That C.W.Winkleman be and he id hereby granted a pension in the sum of Twenty-five ollars ($25.00). per month,to be payable from and after April 8th, 1929. u: That the City Clerk of the City of Fayetteville, Arkansas, is hereby authorized, irected and instructedto issue to the said C.W. Winkleman a voucher in the sum of Twenty- ive Dollars drawn upon the funds of the Firemen's Relief and Pension Fund,said vouchers to e issued monthly,from and after April 8th, 1929. Alderman Harding moved the resignations be accepted. his motion was seconded by Alderman Jones and received the unanimous vote of the Council. nal Mayor 'Nilson then presented his final report to the Council; which was read by the port of clerk; whereupon Alderman Harding moved that the same be received., filed and spread of jror record. Alderman Jones seconded the motion which was passed by the unanimous vote of the lson; Council. A copy is as follows; To the City Council; - ra,yeuLpeviiie, arxansas, itpr11 atri, 1929. • As my administration draws to a close,I desire to submit,and would like th have placed of record,a brief statement of some of the improvements accomplished for the City, during my tenure of office. Let me say at the beginning,the material improvement of Fayettevili has by no means been a one-man ,job; and had it not been for the active cooperation,not only of this Council,but of the several Councils with which I have served in the past,Fayetteville would not occupy the position she does. Much credit is also due the gentlemen who have freely given of their time and labor as Commissioners and Assessors in our many Improvement District's I When I took office in April,1921, Fayetteville had perhaps the worst streets in the j country. Viest Lafayette Avenue Improvement District was the only pavem-nt,and work had startd on paving the public square. Since that time more than Twenty-five miles of pavement have ben constructed;and Fayetteville is today one of the best paved cities in the United Sattes, according to its population and assessed valuation. In addition to this,a system"has been worked out and established whereby more than 100 miles of dirt streets are maintained in good condition upon a monthly budget of only 1250.00. 090 Plhen my administration first took over the affairs of the city government,the citize depended for fire protection upon an antiquated horse-drawn wagon. From this beginning, and not wothout plenty of opposition,the Fayetteville Fire Department has grown into a highly efficient organization,and is today acknowledged by fire prevention authorities to be one of the best departments in the Southwest. The department is equiped with the best pumping apparatus,ample hose,well-trained and disciplined members who are perfectly familiar with th difficult and dangerous work of fire -fighting. In passing I desire to express my deep appre ciation of the unselfish and splendid service rendered the people of Fayetteville by these men. We owe them a debt of gratitude which I fear is not fully appreciated by all our peopl In the ,year 1921 the City Water'Plant was unable to earn sufficient money to make th ordinary repairs on the system without going in debt. The system was totally inadequate in every respect. Many parts of the city were nob served at all,and most of the mains were too small to afford fire protection. The only provision for impounding water for the dry season was one dam at the Pumping Station on :'Ihite River; with the result that the highly contamina water from Clear Creek had to be used when the River was low. During my administration, the City Counoil has cooperated in placing trained and ca' men in charge of this most vital utility;we'have kept its affairs out of City Politics,a.nd have encouraged its growth and improvement until today the city owns one of the best munici water plants in the country. In almost every instance where streets hLbLve been paved,it has been necessary to lower water mains,and in most instances the mains have been replaced with larger sizex. The system has been virtually rebuilt,and is fully twice as lagre as in 1921. Large and modern filter basinspa three -million gallon reservoir, three'new impounding dams and the original dam doubled'in size,a complete pumping plant with the finest type of pump- ing machinery has been built. The entire system of collecting water rentals and the manage- ment of he plant has been placed upon an efficiency basis,and the plant firmly established as a valuable and profitable utility. This administration has seen the sewer system carried to all parts of the city,which ther with street pavinf and water extension has had much to do with the continued growth progress of Fayetteville. The Council deserves great credit in keeping the city water plant free of politics; if the plant is to continue to grow and prosper,it will be necessary to adhere strictly this policy. The sane is true of the police department,and more especially is it true of the e Department. This department is absolutely vital to the safety of the city,and I appre- te the fairness of the Council in allowing the department great latitude in the manage - t and direction of its own affairs. The Council is due great credit for the enactment of modern and intelligent buildin aws which have added greatly to the beauty and safety of he city, and at the same time ha owered the insurance rates. Further;the Council should be complimented for establishing a trict budget system,which has made possible many of the improvements we now en,joy,includin ity aid to improvement districts and the recent purchase of an Airport. Again,let me say that I deeply appreciate the friendly cooperation that has always ted between the Council and mvself;and to assure you,that upon my part at least, our tions ahve at all times been very plessabt.
