iMINUTES:I On motion By Alderman Harding,duly passed,the reading of the minutes of the meeting of
January 21st,1929 was deferred to the next regular meeting.
THE FOLLOWING BILLS against the City,bearing the proper vouchers and the approval of the Auditing
Committee.were allowed and ordered paid and the Clerk was directed to.issue warrants for tht

The bills of the Hight Roofing Company for repairs made on Notth College Avenue and on
School Street were referred to the City Engineer with instructions to have'the bill for
work on North College presented to the commissioners of Imptovement District Number 31, and
to make deduction for faulty work on School Street.
On motion by Alderman Harding,seconded by A1defman Pearson and passed by the unanimous vote
of the members present,the Mayor was authorized to attend a meeting of a committee from the
Municipal League with a Committee of the General Assembly to discus legislative matters of
interest to the Cities of Arkansas.
The Clerk was directed to place the name of Ben Cook on the pay -roll as a member of the
Police force, with salary at the rate of $125.00 per month, dating from the 15th day of
January, 1929, and to issue warrants to him accordingly.
The Board of Improvement for Alley Improvement District Number Forty (40) of the City I
of Fayetteville, Arkansas presented their First Report, whereupon Alderman Pearson moved that
said report be received and filed, and spread of record. Alderman Scott seconded the motion
which received the following vote; ayes Aldermen Bynum,Drake,Harding,Jones,Scott,Pearson,
Stanford; nays none; absent and not voting Alderman Fuller. The Mayor.declared the motion i
passed. A copy of said report is as follows; -

Your Board of Commissioners for Alley Improvement District Number Forty have employed
E.M. Ratliff to prepare plans and make estimates of cost of grading,rolling and constructing
pavement upon all of the alleys situated in Alley Improvement District Number Forty of the
(City of Fayetteville, Ark nsas.
We submit herewith a plat with the alleys shown in color
which are to be paved.
After careful consideration of the report of our Engineer, ,your Board has decided to
construct reinforced concrete pavement which shall be six inches in thickness and to be re -
a
inforced by usina/marginal reinforcing bar in the border of each section of pavement.
The pavement to be ten feet in width throughout the entire District.
Provision will be made however so that private extensions may be made to the ,pavement where
the abutting property owners desire to make a wider pavement to connect with improvements nc
on the property.
The general contour of the pabone pavement will be concave in order that the
drainage water which is delivered to the alleys amy be carried in the center of the pavement
to the outlet.
The estimated cost of this work as submitted by E.M.Ratliff is $20,000.00,and
we respectfully request that that your Honorable Body appoint a Board of Assessment who shall

WHEREAS,
Alderman Pearson introduced a resolution approving and adopting the plans set forth in
report of the Board of Improvement of Alley Improvement District Number Forty,and moved its
adoption. Alderman Scott seconded the motion bwtappv which received the followmng vote; ayes
Aldermen Bynum, Drake,Harding,Jones,Pearson,Scott,Stanford; nays none;absent and not voting
erman Fuller. The Mayor declared the motion passed and the .resolution adopted.

APPROVAL OF PALNS,
t a meeting of theCity Council of the City of Fayetteville, Arkansas,held on the 28th day of
January,1929 there was presented to the said Council by the Board of Improvement of Alley
Improvement District Number Forty of the City of Fayette ille, Arkansas,their report,togethe:
with the plans of the work to be done in the construction of the improvement contemplated
by said Improvement District,and the said report having been read in open meeting of said
Council and it appearing from said report that the total cost of said improvement,exclusive
of interest charges,is the.sum of $p20,000.00,and the said Cpuncil being satisfied that the
plan is feasible and practicable and that the District shpuld proceed to make the improvemen
in this manner,
THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS,
That said plans and said report be,and the same are hereby approved and adopted and that
said improvement be constructed according to said plans and at a cost not to exceed,exclusi
interest charges,$$20,000.00.
