THE MINUTE$ OF THE MEETINGS OF August 13th and 15th, 1928 were read and approved.Jc I THE FOLLOWING BILLS Against the'City, bearing the proper vouchers and the approval of the Auditing Com- mittee were allowed and ordered paid and the Clerk was directed to issue warrants for the same on motion by Alderman Harding, seconded by Alderman Stanford, passed by the unanimous vote of the members present and so declared by the Mayor;- Dave Condra $36.00;Abner Pyle $9. Improvement District Number Twq whereupon. The mayor an4ounced that in as much as the.time for filing such appeals has not yet expired, the hearing thereof is postponed to the next regular meeting. Alderman Drake then moved the Rules be further suspended and the Ordinance placed on it44 third reading and final passage. AN ORDINANCE TO BE ENTITLED " AN ORDINANCE REQUIRING HAND RAILS ON ALL BUILDINGS WITHIN THE CITY'OF FAYETTEVILLE, ARKANSAS OVER ONE STORY HIGH,EXCEPT THOSE BUILDINGS SPECIFICALLY EXCLUDED HEREIN". BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE: That all buildings in the City of Fayetteville, Arkansas,over one story in heig now or to be hereafter erected,whe.re the upper floors are.used for offices,studios or for I business purposes of any kind requiring ascending and descending stairs by the public,in or to transact business,shall, if said stairs have more than seven resers or six feet high, be provided with eta: side hand rails properly and securely fastened. SECTION TWO. In case of an enclosed stairway the hand rails shall be bracketed out so as to givea hand clearance the full lenghh of the rail of not less than one and one-half inches 4 V iSECTION THREE. The hand rail shall be placed on the right hand coming down,except when exist conditions would make the left hand more practicable or on stairways which now have hand rails on the left side. SECTION FMUH. Stairways over five feet wide shall have hand rails on both sides. 1 323 — v - SECTION FIVE: The regulations iii,this ordinance are.not to apply to such factories,ware- FIRE HO ORD.: houses,shops and stores where open stairways are necessary for the moving of merchandise or where said stairways are used only by onners or employees. SECTION SIX. /PBefore commencing work on any building regulated by this ordinance,a description 1of the same giving the lot,block and street shall be filed with the city Building Inspector, who shall issue a permit if the.proposed hand rails fonform to this ordinance, and who shall inspect and accept said work when the same is properly completed. SECTION SEVEN. The fee for the above required inspection shall be $1.00. SECTION EIGHT.All ordinances or parts of oddinances in conflict herewith be, and the same are hereby, repealed. This ordinance shall take effect from and after its passage,approval and publication. It is expressly provided that nothing in this ordinance shall be so con- strued as to repeal or change any of the provisionsof the Building Code or regulations now j in force in this City. i (Se 1) approved this 20th day of August, 1928. A copy is,as follows; ORDINANCE NUMBER 691, 1N ORDINANCE TO BE ENTITLED " AN ORDINANCE TO PROVIDE FOR THE PAYMENT OF CERTAIN FIRE HOSE 'URCHASED FROM THE FABRIC FIRE HOLE COMPANY." BE IT ORDAINED BY THE CITY OBUNGTL OF THE CITY OF FAYETTEVILLE, ARKANSAS: iECTION ONE: That the Mayor and City Clerk of the City of Fayetteville, Arkansas be, and they ire hereby authorized and directed to issue one warrant drawn on the Fire Fund in the sum of 3IX HUNDRED THIRTY DOLLARS,payable to the Fabric Fire Hose Company,d.ue and payable on demand; I !and one warrant drawn on the Fire Fund in the sum of SIX HUNDRED FIFTY TWO DOLLARS AND ;EIGHTY-ONE CENTS, payable to the Fabric Fire Hose Company, and payable on August 15th, 1929. SECTION TWOS The payments to the Fabric Fire Hose Company provided for in Section One of this I ordinance being in accordance with the terms of a contract made and entered into by and betw6s, 'the Board of Public Affairs gaiter of the City of Fayetteville, and the said Fabric Fire Hose 006 Company on June 12th, 1928,by the terms of which contract the City of Fayetteville,purchased; ' I eight hundred feet.of two and one-half inch fire hose and two hundred feet of one and one-half inch fire hose. PURSUANT to adjournment, the City Council met at 8;00 P.M. on August 22, 1928 in the Coun chamber when'there were present the Mayor, Allan M. Wilson, Clerk J.C. Massie, Aldermen Bynum, Drake, Harding, Pearson, Scott, Stanford; absent.Aldermen Fuller and Jones. The reading of the Minutes of the meeting of August 20,1928 was deferred to next meet On motion the hearing of the appeals pending before the Council was continued to the next .regular meeting., , Alderman Scott,introduced a resolution appointing E. Wilson to be a member of the Board f Assessment.for Annex Number One dtdl to South College Avenue Number One of the City of Fayetteville, Arkansas, and moved its adoption. This motion was seconded by Alderman Har and received the following vote; ayes Aldermen Bynum, Drake, Harding, Pearson, Scott, St nays none; absent and not voting Aldermen Fuller and Jones, and was declared passed, and resolution adopted by the Mayor., A copy is as follows; RESOLUTION. WHEREAS, There is a vacancy in the membership of the Board of Assessment for Annex Number O, to South College Avenue Number One of the City of Fayette ille, Arkansas, by reason of the resignation of B.F. Campbell therefrom; THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: That E. Wilson, a qualified elector of the City of Fayetteville, Arkansas be, and he is hereby, appointed to be a member of the Board of Assessment for Annex Number One to•South College Avenue Improvement District Number One of the City of Fayetteville, Arkansas. ....oy.A, Scott. Bux, State Veterinarian, concerning the prevalency of rabies in this Iportion of. the State, and in the vicinity of Fayetteville, was read to the Council. GAS: Mr McCullough was present , and an informal discussion of the matter of granting him a gas franchise was had, the Council acting in the capacity of a Committee of the Whole. Several alterations in the proposed ordinance providing for the granting of said franchise were agreed to, and it was finally agreed that the ordinance should be entirely rewritten and the revised form submitted to the Council at its meeting, Monday, August 27, 1928.
