THE MINUTES Iof the meeting of July 9th, 1928 were read and approved.
THE FOLLOWING BILLS against the City, bearing the proper vouchers, and the approval of the Auditing
committee were allowed and ordered paid on motion by Alderman Harding, seconded by Alderman
Ful passed passed by the unanimous vote of the Council and so declared by the Mayor; Dave Condrs

Sewer I Alderman Jones introduced a resolution authorizing the Mayor to enter into a contract

STRUCTION OF A SEWER LINE OVER THE RIGHT-OF-WAY OF SAID COMPANY.°
.Bt IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
(SECTION ONE.
That tre Mayor is hereby authorized and diredted to execute a contract w4th in
;the name of the City of Fayetteville, Arkansas,with the SI Louis and SanFransisco Railroad
Company,eovering the construction of a sewer line over and across the right of way of said
Company, as follows;
Beginning at the Northwest corner of Lot Six (6), Block Two (2),Mitheel]
Addition to the City of Fayettevil]e,Arkansas, and running thence in a southerly direction
to a point in the center of York Street which is 25 feet West of the East line of the right
of way of the St.h.&S.F.R.R.Co.; themce in a Westerly direction to a point on the West"line
of the Right of way of the St.L.&S.F.R.R.Co.,which is in the center of York Street.
SEC IT ION TWO.-
That this resolution be in force and effect from and after its passage;`and
approval, and all resolutions or parts therdof in conflict herewith,be and the same are

COLLECTOR- The committee appointed to confer with the Water Board as to the matter of the City Col -

tectorship reported that the opinion of the ,joint committee was that the collector'of the
public moneys of the City, including Water rates and Improvement District assessments should
one and the same person, and that.the appointment and confirmation should be made at once.
Accordingly Alderman Scott moved that the appointment of of W.S. Campbell as City Collector
,previously announced by the Mayor, be comfirmed. Alderman Bynum seconded the mption which
received the following vote; ayes Aldermen Bynum, Drake, Fuller, Pearson, Scott, Stanford;
nays Alderman Harding.The Mayor declared the motion passed.

Duties of lder;ian Drake introduced an ordinance defining the duties of the City Clerk, the City
Glk. Col. Collector and the City Attorney in the matter of the collection of Assessments im Improve-

opr. DusUfit Districts within the City, which was read the first time. Alderman Harding moved that
lletions; the (Rules be suspended and the ordinance placed on its second reading. This motion was sec.
onded by Alderman Jones and rec@ived the following vote; ayes Aldermen Bynum, Drake, Fuller,
Harding, Pearson, Scott, Stanford; nays none. The Mayor declared the motion passed.
The ordinance was read the second time. Alderman Jones then moved that the Rules be further
suspended and the ordinance placed on its third reading anfinal passage, Alderman Stanford

Harding, Jones, Pearson, Scott, Stanford; nays none. The Mayor declared the motion passed.

JAN ORDINANCE TO BE ENTITLED'" AN ORDINANCE MORE DEFINITELY DEFINING THE DUTIES OF THE CITY
'COEL+ECTORv THEYCITYiCLERK AND THE CITY..AYTORNEY WITH REFERENCE TO COLLECTION OF DELINQUENT
TAXES IN IMPROVEMENT DISTRICTS IN THE CITY OF FAYETTEVILLE$ ARKANSAS,AND FOR OTHER PURPOSES".
:SECTION 1.
"1 The City Clerk is hereby directed to compile a complete list of the Improvement
iDistricts of Fayetteville, Arkansas,showing the dates on which the bonds issued by the re-
.spective Improvement Districts become.due. After the completion of said schedule the City
Clerk id further directed to place copies of said schedule in the hands of the City Collector
and the City Attorney.
SECTION 2.
Ninety days before the bonds of any District become due it shall be the duty of the
City Collector of the City of Fayetteville, Arkansas,to mail statements to each property
f¢ner.in each Improvement District who has not paid the installment.due in the preceeding
year;the said statement shall give:
1. The Owner of record.
2.A description of the property.
3. The ampunt of the tax due.
4. The date when the 20/ penalty will attaeh,which shall be sixty,days
prior to the due date of the bonds in the particular District.
,� SECTION 3. Improvement
��, Sixty days before the bonds of any/District shall become due it shall be the duty

the City Collector to compile a list of all the property owners in each Improvement DistA
`6 riot in the City of Fayetteville, Arkansas, who are delinquent in the payment of the install-
�%},..��� lents due the preceeding year,and after certifying to the correctness of said list,transmit
same to the City Attorney.
SECTION 4.
Upon receipt of the certified list of delinquent tax -payers referred to in Section
3 hereof,it shall be the duty of the City Attorney to immediately pursue the necessary legal
1 fJ steps to collect such delinquencies.
Y � :SECTION 5.
For his services in collecting delinquent taxes referred to in Section 4 hereof,
:the City Attorney shall be entitled to a fee of ten peredntum of all taxes so collected by
/1 him.
CTION 6.
Failure by any City Official to fully comply with all the requirements of this
ordinance shall constitute cause for removal from office of such City Official of the City
of Fayetteville, Arkansas.
iSECTION7. All or nances or parts of ordinances in conflict herewith,be and the .same are
hereby,repealed.
This ordinance shall take effect from and after its passage, approval and
publication.

FRANCHISE: Alderman Harding introduced an ordinance providing for granting to C.A. Tooke and J.E.
Reynolds of Arcadia, Louisana, a franchise to supply and distribute to the inhabitatts of

Fayetteville natural or artificial gas, which was read the first time. Alderman Jones moved
that the Rules be suspended and the ordinance placed on its second reading. This motion was
seconded by Alderman Harding and received the following vote; ayes Aldermen Bynum, Drake,
Fuller, Harding, Jones, Pearson, Scott, Stanford; nays none. The Mayor declared the motion
passed. The ordinance was read tr_e second time.

Alderman Harding then moved that the ordinance be referred to a special Committee to be
appointed by the Mayor. This motion was seconded by Alderman. Drake and received the
vote of the Council. The Mayor declared the motion passed. '

proposal. The committee was accordingly granted further time for consideration of he matter

Fayetteville, Arkansas, and of Annex Number One thereto, and moved its adoption. Alderman
Harding seconded the motion to adopt which received the following vote; ayes Aldermen Bynum,
Drake, Fuller, Harding, Pearson, Scott, Stanford; nays none; absent and not voting Alderman
Jones, The Mayor declared Ehe motion passed and the resolution adopted.

THEREFORE,BF. IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That M.W. MOORE, a qualified elector of the City of Fayetteville, Arkansas, and an owner of
real property within South College Avenue Improvement District Number One of the City of
Fayetteville, Arkansas,be, and he is hereby appointed to be a member of the*e Board of Improve-
ment of South College Avenue Improvement District Number One of the City of Fayetteville,
Arkansas and of the Annex Number One thereto. /I_
That all resolutions in confliae her®wtih be, and the
same are hereby repealed and this resolution shall take effect and be in force from and after
its passage and approval.

DRAINAGE
On motion by Alderman Harding seconded by Alderman Bynum and duly passed, the Mayor and

the City Engineer were authorized to make the necessary arrangements for controlling the
drainage on Maple Street near the intersection of.W`est Street so as to properly protect the
pavement.

Engineer was directed to investigate the conditions at the Cravens building on College
