REGULAR MEETING OF THE CITY COUNCIL HELD
JULY 2nd, 1928,
PRESENT:;The Mayor, Allan M. Wilson, Clerk, J.C. Massie, Attormey.Don Trumbo; Engineer E.M. Ratliff;
Aldermen Bynum, Drake, Fuller, Harding, Jones, Pearson,.Scobt , Stanford; absent none.
THE MINUTES of the meeting of June 25th, 1928 were read and approved.
THE FOLLOWING BILLS against the City, bearing the proper vouchers, and having the.approval of the Audit
ing Committee were allowed and ordered paid and the Clerk was directed to issue warrants

The report of the Board of Improvement of Curb and Gutter District Number 38 was presented,

whereupon Alderman Harding moved that the.same be received, filed and spread of record.

Alderman Johes seconded the motion which received the following vote; ayes Ald rmen Bynum,
Drake, Fuller, Harding, Jones, aearson, Scott, Stanford; nays none; absent and not voting
none, and was declared passed'by the Mayor. The following is a r"o copy of said report;-

Gentlemen;
Your Board of Commissioners of Curb and Gutter District Number Thirty-eight of the
City of Fayetteville, Arkansas,have employed E.M. Ratliff Company to prepare plans and make
estimate of cost of curb and gutter to be constructed within Curb and Gutter District Number
Thirty-eight of the City of Fayetteville, Arkansas, and upon the streets as set out�in the
petition.
Based upon the report of our engineer, we have decided to construct curb and gutter

within North Walnut Avenue from the North line of East Maple Street to the North line of
Johnson Street; North Olive Avenue from4hr North line of Gunter Street to the South line
of Johnson Street;Johnson Street from hhe East line of North Walnut Avenue.to the West line

of North Mission Avenue;and Gunter Street from the East line of North Walnut Avenue to the
West line of Nobth Mission Avenue.

The estimated cost of this work as submitted by E.M. Ratliff Company is $12,750.00. and
we respectfully ask that your Honorable Body appoint a Board of Assessment who shall assess,

the benefits against the property within Curb and Gutter District Number Thirty -Eight of the
City of Fayetteville, Arkansas.

Alderman Harding then introduced a resolution appointing assessors for Curb and Gutter

District Number Thirty-eight of the City of Fayetteville, and moved its adoption.. Alderman
Stanford seconded the motion to adopt which received he following vote; ayes Aldermen Bynum,
Drake, Fuller, Harding, Jones, Pearson, Scott, Stanford; nays none, absene 9nd not voting
none. The Mayor declared the mation passed and the resolution adopted.

it appears from said report that said engineers have.p". made plans and submitted
an estimate of the cost of such improvementto the said.Board of Improvement and that said
Board of Improvement has approved the plans.and estimate of cost, and
WHEREAS,
it appears from such report that the estimate cost of said improvement is the sum o
$12,750.00 and does not exceed 50% of the.assessed vzaluation of the real.estate within sai
Improvement District;
THEREFORE,BE IT RESOLVED:
That J.A. English, J.M...Phillips and W.E. Graham, three electors
of the City of Fayettevillebe,"and.they are hereby appointed.as a Board of Assessment of th
benefits to be received by each lot, or block or other subdivision of land in said District
by reason of the proposed improvement and they.are.hereby directed.to proceed to assess and
charge ggainst each.lot or block or other subdivision.within..said improvement District the
benefits which will be eeceived bt reason.of the proposed improvement to be made in said
Improvement District.
That said the said Board of Improvement be and they are hereby authorized to with the
making of the improvement in accordance.with the plans.addpted.by them, the cost not ecce
the sum of #12,750.00.

Number Thirty-nine of the City of Fayetteville,.Arkansas., have employed E.M. Ratliff Company
to prepare plans and make estimate of cost of pavement to be.constructed within Paving
District Number Thirty-nine of the City of Fayetteville, Arkansas,and upon the streets as
set out in the petition.
Based upon the report made by our engineer,we:have decided to build pavement 16 feet i
width,including necessary grading and underdrainage upon. North Walnut Avenue from the North
line of East Maple Street to the North line of Johnson Street; North Olive Avenue from the
North line of Gunter Street to the South line of Johnson Street; Johnson Street from the
East line of North Walnut Avenue to the West line of North Mission Avenue and Gunter Street
from the East line of North Walnut Avenue to .the West line of North Mission Avenue.
The type of pavement to be Contrete. the detailed specifications to be in agreement
with the current standard practice for this class of .construction.
The estimated cost of this work.as submitted by.E.M. Ratliff Company is $12,750.00,and
