APRIL 27th, 1928.
PURSYANT TO ADJOURNMENT,.and on the call of the Mayor, Allan M. lson, the Council met April 27th,
1928, at 7;30 P2M3 thereof�ti^ihen there were present the Mayor, Allan M. �'lilsom, the Clerk,

Don Trumbo, City Engineer, E.M. Ratliff; Abent, Alderman Fuller.
MAYOR'S Thw Mayor reported briefly, the proceedings of the meeting of the Municipal
(CONVENTION:
League, showing that, efferts are to be made to relieve the financial condition of the cities
of the state by endeavoring to secure to them a portion of the gasoline tax now refunded to
counties, and by securing the passage of an amendment to the constitttion permitting cities
to levy a millage tax in excess of 5 mills upon vote of the citizens.
BOND The matter of the proposed bond issue for the city was informally discussed by members of
TSE:
ISSUE the Council and by Mr Tom Hart,.and Mr Paul Lewis, representing a committee of the various
civic organizations of the city. The tentative proposition 'of said organizations was given
informally by the representatives, and was discussed by members of the Council and by the
� Mayor.
In the matter of including an appropriation for the City Hospital in said issue, the
Clerk was directed to request from the Board of Health, and from the Hospital Board an

itemized statement of the needs of said institution. ,M1

PETTTION The following petition for the construction of a sidewalk was presented; -

Gentlemen, We, the undersigned property owners,representing all property owners except one
who is effected- request your honorable Body to order sidewalks constructed on the North
side og Gunter Street from Walnut Avenue to Olive Avenue.

Whereupon Alderman Bynum offered the following resolution and moved its adoption. Alderman
Drake seconded the motion to adopt. After full discussion ,the vote of the passage of the
resolution was as follows, ayes Ald,-rmen Bynum, Drake, fuller, Harding, Jones, Pearson,
Scott, Sanford; nays none, absent and not voting none. The Mayor declared the motion passe

WHEREAS,
authority is vested in the City Council to compel owners of any property abbutting
nn its streets or public squares to build, rebuild, maintain and repair.foot pavements or
sidewalks therealong as set forth in Section 7546, Crawford & :Moses Digest of the Statutes
of Arkansas,in order to better provide for the public welfare,safety,- comfort and convenience

WHEREAS,
a petition signed by the 8PORttr owners of the greater part of the frontage of the
territory specifed and described in said petition have petitioned the City Council,praying
that an order be issued directing the construction of sidewalks along the North side of
4nter Street from Walnut Avenue to Olive Avenue; and
NOW,THEREFORE,BE IT RESOLVED BY THE CTTY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
SECTION ONE:
That the City Clerk of said City be, and he is hereby directed to issue notices)
to the owneos of the lots, blocks and parcels of real property abutting on Gunter Street,
on the North side thereof lying between Walnut Avenue and Olivr Avenue,diPecting them to
constructX sidewalks along said lots, blocks or parcels of land within 60 days from the da;

Ord..684. Alderman Jones introduced an ordinance providing for laying off certain'territory-into
an Improvement District which was read the first time..Alderman Harding moved that the 0Pd13
Etg**# Rules be suspended and the ordinance placed on ist second reading. Ald^rman Scott
seconded the motion whiuh received the following vote; ayes Aldermen Bynum, Drake, Fuller,
Harding, Jones, Pearson, Scott, Stanford; nays none; absent and nb voting nnse. The Mayor
declared the motion passed. The 04fia oo was read the second time.

Alderman Stanford then moved that the h ules be-further.suspended and the ordinance placed
I. D. 38; on its third reading and final passage. Alder;ian Bynum'seconded'this motion which received

Alderman Harding introduced an ordinance providing for the haying off of certain territory
into an Impruement District which was read the first time. Alder:-ian Pearson moved that the
Rules be suspended and the vdinance placed on its second reading. Alderman Harding secondee
the, motion which received the following vote; ayes Aldermen Bynum, Fuller, Harding, Drake,
Jones, Pearson, Scott, Stanford; nays none; ahsent and not voting none. The Mayor declared
-the motion passed. The 6dinanee was read the second time. Alderman'Harding then moved that
the Rules be further suspended and the ordinance placed on its third reading and final
passage. Alderman Stanford seconded this motion which received the following vote; ayes
Aldermen Bynum, Drake, Fuller, Harding, Jones, Pearson, Scott, Stanford; nays none; absent,

ARKANSAS, INTO AN IMPROVEMENT DISTRICT FOR THE PURPOSE OF IMPROVING BY GRADING, ROLLING AND
PAVING CERTAI'STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF HYETTEVILLE, ARKANSAS,
DESINNATING THE NUMBER BF THE DISTRICT, DEFINING- THE BOUNDARIES THEREOF AND NAMING THE SAME.
WHEREAS,
at a meeting of the City Council of the City of Fayetteville, Arkansas, held on the
30.day of April, 14R&,in the year 1926, a petition signed by ten or more owners of reag pro-
perty within the dittrict hereinafter described in Section One of this Ordinance was presented
to aid City Council praying that it take steps toward the making of an improvement consistin
d grading,rolling and paving the following streets or parts of streets as may be more fully
determined by the Board of Improvement of said Improvement IDstrict,to-wit;
