REGULAR MEETING OF TH7 CITY COUNCIL HELD
MARCH 26th, 1928.
PRESENT: Allan M. Wilson, Mayor, J.C. Massie, Clerk, Aldermen; Bynum, Drake, Fuller, Harding, Jones,
Pearson, Scott, Stanford; EM.Ratliff, Engineer, G.A. Hurst, City Attoeney; membefs of the
Board of Impanoement School Avenue Improvement District and visitors.
THE MINUTES of the meetings of March 19th, and 21st, 1928 were read and approved.
THE FOLLOWING BILLS against the City, being in proper form and duly approved, were allowed and o
paid on motion by Alderman Harding, seconded by Alderman Bynum, passed by the unanimous vot
Engineer for report and recommehdation.

I was presented, whereupon Alderman Dft* o Pearson kffered a•resolution ordering same con-
structed and moved its adoption, Tlhis motion was seconded by Alderman Jones and recei ved t
the following vote; ayes Aldermen Bynum, Drake, F uller, Harding,•Jones, Pearson, Scott,
Stanford; nays none and was declared passed by the Mayor and the resolution adopted.
R'-'SOEUTION:` A copy of the resolution is as follows;-

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
SECTION ONE:
That the City Clerk of the City of Fayetteville, Ark-
ansas be, and he id hereby directed to issue notices to the own-
ers of the following lots;viz;-Lot Six (6), Block Eight (8); Lot
One (1) and Two (2), Block Tem (10);Lot Six (6) Block Eleven (11):
Lot Six (6) Block Eighteen (18); Block Twenty (20) (consisting
of one Lot); Lot Six (6) Block (21), all in Gunter's Addition to
the City of Fayetteville, Arkansas, directing said owners to
construct sidewalks along the South side of said Lots herein-
before described, within Thirty (30) days from the date of ser-
vice of such notice upon said owners or their agents.
SECTION TWO:
That in case any of said owners refuse or fail to
comply with the requirement set forth in Section One hereof, the
City of Fayetteville may contract with some suitable person to
construct such sidewalks, after having first given -Ten (10) days
notice of their intention to do so, and the cost thereof, togeth-
er with six per centum penalty shall be charged against said
owners, and shall constitute a lien against said property under
the provisions of Section7748, Crawford & Moses Digest of the
Statutes of Arkansas.
SECTION THREE:
That this resolution shall take effect and be in
force from and after its passage and approval, and that all
resolutions or parts of resolutions in conflict herewith be,
and the same are hereby repealed.

Alderman Drake introduced the following resolution and moved its adoption. Alderman Fuller
seconded the motion to adopt, which reeived the following vote; ayes Aldermen Bynum, Drake,
Fuller, Harding, Jones, Pearson, Scott, Stanford; nays none* The Mayor declared the motion ¢ia-ff# ,
passed and the resolution adopted. A copy is as follows;-

It is necessary for the preservation of the pavement on Mission
Avenue that curbs and gutters be constructed along that portion of said
MISSIONI AVE., street which is paved;

Section One;

AND Lot Eight (8), Ambrose Addition to the City of Fayettville, Ark-
ansas, and Block Twenty-seven (27) Gunter's Addition to the City of Fay-
etteville, Arkansas, directing said owners to.construct curbs and gutters
along the front of said Lots and Blocks where the same abut upon the
paved portion of said Mission Avenue, within Thirty,(30) days from the
date of the service of said notices upon said owners or thlfB agents.

"9ILLOW AVE'. The Clerk was directed to notify the members of the Board of Improvement ,and. the Board

of Assessment of Willow Avenue Improvement District Number One of the City of Fayetteville,
Arkensas,that a ,joint meeting of their membership with the City Council was arranged for
Wednesday, march 28th, 1928 at 700 P.M., and request the pretence at same.
School Ave. The matter of repairing the pavement of School Avenue was discussed by the members of the
I.D. Repairs;
Board of Commissioners for said District, and members of the Council. The Board of Commissioners
explained that they planned to repair the pavement with concrete, and that they had funds
in hand sufficient to do so. They also said that they would only patch the worn places, by
filling same with concrete; and that the repairing of the intersection of School Avenue and
Blest Spring Street was not included in their plans; but that they would cooperate with the
Commissioners of Spring Street in repairing said intersection. Alderman Pearson moved that
the Commissioners of School avenue be permitted to rpoceed with their plans. This motion -
was seconded by Alderman Harding and received the following vote; ayes Ald rman Bynum, Drake
Fuller, Harding, Jones, Pearson, Scott, Stanford; nays none, and was declared passed by the
Mayor. '
BYRNES RE- Mr A. Byrnes addressed the Council, calling attention to the necessity of doing some grading
QUEST FOR
VIORK ON on East Center and Meadow Streets, and requested that the same be done at an early date.

AND NEADOI:On motion this matter was referred to the Street Committee for investigation and report.
No further business appearing the Council adjourned to Wednesday, March
