MUTES: The minutes of the meeting of October 3rd, 1927 were read amd approved, BILLS: The following bills against the City, bearing the proper vouchers, and the approval of the rainage grade, uncan & readwell STICE'S PPEAL: ORTS: I I EO -OPERA- TION WITH CITY HOS- PITAL: ,ting Committee were allowed and ordered paid and the Clerk was directed to issue warrants for 'the same on motion by Aldrman Drake, Seconded by Alderman Jones, passed by the unanimou vote of the Council and so delared by the Mayor; A.C. Hart. $20.00; Ben Porter $20.00; Salsbury & Sandford $0.75; Amerilcan Express Co. $1.55; Lewis.Bros. Co. $0.50,x$'5.00, and $1. Southwestern Bell Tel. Co. �12.55;W.A.Gregg '5.00;Dave Condra $36.00;Bead's 033.92; Magnoli Petroleum Co. $63.92;Vosberg Paint & Wall Paper Co. $2.00;Central Auto Co. 80.500W.S Duggam $5.35; Alderman Drake moved that the City Clerk be and he is hereby authorized and directed to issue a warrant in the sum of $300.00 payable to the City Library in full payment of the monthly dues pledged to said City Library for the year 1927 as shown in the Budget for said yeah., as set forth on page 141 of this record. This motion was seconded by Alderman Stanfor and received the following vote; ayes Aldermen Harding, Drake, Bynum, Jones, Scott, Fuller, Pearson, Stanford; and was declared passed by the Migoro n mltion duly passed the City Engineer was directed to establish the grade for the drainage at the intersection of Duncan Avenue and Treadwell Street. Stice from the action of the Board of Assessment for Annex Number On to f, Newer Improvement District Number One of the City of Fayetteville, Irkansas now came on to l,e heard, whereupon, by motion duly passed said hearing was continued to the next regula meeting. The report of the City Hospital was presented and read to the Council. Alderman Harding moved that said report be received and filed. This motion was duly seconded and passed. The Annual Report of the Board Of Improvement for South College Avenue Improvement District Number One of the City of Fayetteville, Arkansas was presented and on motion was ordl!red received and filed. Harding moved that the Council does hereby pledge its full co-operation with the Hospital Board in maintaining the ONE MILL tax rate in support of the City Hospital. Al son seconded the motion which received the following vote; ayes Aldermen Harding, Drake passea. Jones, Scott, Fuller, Pearson, Stanford, nays none. AIR OF Alderman Harding moved that the City Engineer be authoeized and directed to arrange for TENS: the needed repairs of'gutters at the intersections of College Avenue and Lafa-Cette, C61lege Avenue and Dickson Street, Dickson Street And East _venue, and other places where such repairs are necessary for the public safety. Alderman Bynum seconded the mption which recei ed the following vote; ayes Aldermen Harding, Drakes, Bynum, Jones, Scott, Fuller, Pearson, Stafford; nays none. The Mayor declared the motion passed. L -NITS Alderman Scott moved that C.T. Harding, Chairman of the Light Committee of the City Council GHTS L. AVE.: be,,and he ishereby authorized and directed to direct the Southwest Power Co. to instal Four (4) All Night White-1.7ay li hts on College Avenue between Center Street and Meadow Street, also the necessary cab line, it being understood and agreed by J.IB. ti'illiams 231 that he, the said J.M. 17illiams,by his pledge made in open meeting of sm4d the City Counci guarantees the payment of the monthly bills for said Four Lights until such time as the ' City Council can arrange to take over said expense.Alderman Pearson seconded the motion which received the following vote; ayes Aldermen Harding, Bynum, Jones, Scott, Fuller, Pearson, Stanford; nays Alderman Drake, absent and not voting none; The Mayor declared the motion passed.Alderman Drake explained his vote by stating that he could see no possibili of the city' being able to assume the additional expense within any reasonable time. Laying Alderman Pearson moved that the Southwest Power Co. be granted permission to $0y lay the Cable; cable nedessary for installing the Four lightd along College avenue between Cemter and Meadow.Streets, subject to the same restrictions imposed in the laying of other cables, and under the supervission of the City Engineer, and that the pavement be protected by the bond required by City Ordinance. Alderman Stanford seconded the motion which received the following vote; ayes Aldermen Harding, Bynum, Jones, Scott, Fuller, Pearson, Stanford; Nays, Alderman Drake, The Mayor declared the motion passed. Stice from the action of APPEkL: --. the Board of Assessment for Annex Number One to Sewer Improvement District Number One of the City of Fayetteville, Arkansas, said hearing was duly had; and after due consideratiol of the matter by the Council, Alderman Jones moved that,in as much as the evi- dence before the Council shows that there has been a reduction of $925.00 in the assessmen of the property of the appellant from the assessment for the year 1926,and the assessment sa the same now appears for the ,year 1927 seems to be in line with that of the other property in the District and is not discriminatory nor exorbitant , the appeal be denied. iAlderman Pearson seconded the motion which received the following vote; ayes Aldermen Ha6d ing, Drake, Bynum, Jones, Svott, Fuller, Pearson, Stanford;. nays none; absent and not vot- ing none. AN ORDINANCE ST©icWHF=ENTITLED "AN ORDINANCE TO LEVY THE ASSESSMENT IN PAVING IMPROVEMENT DISTRICT NUTABER THIRTY-SIX OF THE CITY OF FAYETTEVILLE, ARKANSAS." 11HEREAS, a majority in value of the property owners owning property adjoining the lo- cality to be affected and situated in Paving Improvement District Number Thirty-six of the City of Fayetteville, 4rkansas, organized for the purpose of grading, rolling and paving; having patitioned the City Council of the City of Fayetteville, iirkansas, for the constru tion of said improvement and that the cost thereof shall be assessed againt the real pro- perty of said Dsitrict according to the benefits received; and V=REAS, said benefits reeeived by eacg and every bolck, lot and parcel of I -and real property situated in said District equals or exceeds the local assessment thereon; and WHEREAS,the estimated cost of said improvement is $34,000.00; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE:That said several blocks, lots and parcels of real property within said District be assessed according to the said assessment list of said Paving District as the same now remains in the office of the City Clerk; and Ten (10) per centum of the assess- mentupon each of said Blocks, lots and parcels of real property shall be paid annually on or before the lst day of November until the whole of said local assessment shall be paid. This motion was seconded by Alderman Scott and received the follow- ing vote; ayes Ald rmen Harding, Drake, Bynum, Jones, Scott, Fuller, Pearson, Stanford; Nays none; absent and not voting none, and was declared passed by the Mayor. The Ordinance was read the second time. Alderman Drake then moved that the R)les be further suspended and the Ordinance Placed on its thirkreading and final passage. ORINANCE ENTITLED " AN ORDINANCE TO LEVY THE ASSESSMENT IN CURB ABD GUTTER DISTRICT NUMBER THIRTY-SEVEN OF THE CITY OF FAYETTEVILLE, ARKANSAS." WHEREAS, a majority of the property owners owning property adjoining the locality to be affected and situ ated in Curb and gutter District Number Thirty -Seven of the City of Fayetteville, Arkansas,organized for the purpose of grading, rolling and constructing and gutter; having petitioned the City Council of the City of Fayetteville, Arkansas, for the construction of said improvement and that the cost thereof shall be assessed against the real property of said District according to the benefits received; and 1'M EREAS, said benefits eeceived by each and every block, lot and arcel of real property situated in said District equals or exceeds the local assessment thereon, and WHEREAS,the estimated cost of said improvement is $21,000.00; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: SECTION ONE:That said several blocks, lots and parcels of real property within said Distric be assessed according to said .Assessment list of said District as.the same now remains in the office of the City Clerk; and ten (10) per centum of the assessment upon each of said blocks, lots and parcels of real property shall be paid annually on or before the 1st day of November until the whole of said local assessment shall be paid. A petition with reference to a proposed extension of South Washington Avenue to the City Limits was presented and on motion was referred to the Mayor., the City Engoneer and the Street Committee. A communication from II. A. Hale was read to the Council, but no action was taken in the matter. The report of the Mayor showing the work done during the past week by the grader crew - was read to the Council and on motion was ordered received and filed. A resolution proposing to appropriate $500.00 from the revenues of the City slater Plant for the use of the Street and General Funds of the City was presented to the Council by Ald-rman Stanford, who moved Its adopt@on. This motion failed of a second, and after some .informal discussion of the matter, further action was deferred. A communication from W.S. Pollard proposing to do some grading on the East end of Lafayett Street at his own cost, provided the City would establish the grade and allow him to place the earth removdd from the street on his ( Pollard's ) lots, having been read to the Council, Alderman Jones moved that the proposition be accepted and the City Engineer auth- orized to establish said grade. This motion was seconded by Ald rman Harding and passed by the unanimous vbe of the Council. It having been reported that the Commissioners of School Avenue Improvement District were contemplating attempting to repair the pavement on said SthbO et at an expense of about ?600 an informal discussion developed the fact that the Council regarded such action as mere was of money, and on motion the S-yreet Committee was directed to confer with said Commissioners and the City Engineer, and endeavor to secure action for putting said street in good con- dition. TION from the Baord of Water Managers was read to the Council, in re, the matter of appro- priating $500.00 from the revehues of the Ulater Plant for City ?urposes. On motion said communication was ordered received and filed. Street work, showing 14 blocks graded during the past week was read and ordered filed. 'N STREET Commissioners were present and requested City aid in repairing the pavement in sa district, but were given to understand that the City had no money with which to render any assistance in the matter. The City Engineer being called on, gave an account of the con- struction which has rendered the crossing of Spring and School streets so unsatisfactory, setting out plainly that the condition arose from no fault of the City, but in spite of th advice given at the time of the original construction. venue Commissioners were present and�eported that they had decided to make an extra assess- ment in their district for the purpose of repairing the pavement therein, and had directed the preparation of the necessary papers for the levying of such assessment in the sum of 10%, amounting to about $3,500.00; Alderman Harding introduced an ordinance providing for.contracting with the Halloran Trad Co and the Arkansas Road Equipment Co. for the purchase of a Tractor and a Grader, which wa read the first time. Alderman Drake moved that the Rules be suspended and the Ordinance placed on its second reading. This motion was seconded by Alderman Scott and received.the f lowing vote; ayes Aldermen Harding, Drake, Bynum, Jones, Scott, Fuller, Pearson, Stanford; nays none; absent and not voting none.
