HomeMy WebLinkAbout1927-07-11 Minutes187 Regular Meeting of the City Council, Held June 27th, 1927. Present: The Mayor, .1ldermen Bynum, Drake, Pearson, Fuller, Scott, Stantord, and Harding. ' Absent: The Clerk, Alderman Jones. On motion made by Alderman Drake, seconded by Alderman Stanford, and passed by the unamious vote of all listed present and so declared by the Mayor, Alderman Harding was chosen to act as Clerk. The minutes of the last meeting were read and approved. The following bills, approved by the Finance Committee, were presented, and on motion by Alderman loott, seconded by Alderman Bynum, passed by the unanimous vote of all listed as present and so de- clared by the Maser, were allowed, and the Clerk directed to issue warrants in payment thereof: Magnolia Petroleum Co., $12000, City Transfer, $2.16; Reads Plumbing $3.90; Southwest Pourer Co., $381.35; City Transfer $1.50; Dave Conger, $36:00. Alderman Harding moved that the communication from Elmer Norwood and Lir. Elam regarding the opening of street be referred to the Mayor and the City Engineer, who is to report on the matter at the next meeting of the city council. Alderman Stanford seconded the motion which received the unanimous vote of all members listed above as present. ' Mrs. Rhino and Mrs. M. Lollar appreared before the council to ask for aid in grading, rolling and draining the playground at the west Side. For this work they asked $300.00. Alderman Harding moved that the xzKt1xgx matter be eefferred to the finance committee. Alderman Fuller seconded the motion which was adopted by the unanimous vote of the member present and so declared by the Mayor. u There being no f4mther business to come before the Council the meeting adjourned, subject to call. REPORST:The Reports of the City Purchasing Agent, The City Collector, The Police Judge and The Fire Chief were presented , read to the Council and on motion duly passed were ordered received and filed. REPORTS AldermQn Bynum introduced the following resolution and moved its adoption. RESOLUTION: -OEREAS,Section 5718 of Crawford & Moses Digest of the Statutes of Arknsas require that all Boards of Improvement shall annually, during th5 month of September, file with the Clerk of the City a settlement showing all collections and money received and paid out, with the proper vouchers for all such payments; now, therefore, be it resolved by the Council of the City of ayetteville, that the Clerk of said City lay before this Council a report filed MEN _ i with said Clerk in the month of September, 1926, or if such report has not been made, that the Commissioners of said District beidirected to file such report as required by said Section. AND WHEREAS, Section 5645 of Crawford & Moses Digest requires commissioners of all Improvement Districts to file a report on the first Monday in January of each year, giving a full and correct statement of everything done by the commissioners to the date of the filing of their report; now, therefore, be it further resolved by the Cofincil of the City of Fayetteville,' thatiffssa&drreportr:hasnnbt' bean^€ramined fisyi,the'Counc'il,aaccommittee')be appointed to examine the same,or if said report has not been filed, that the commissioners be requested to file such report as is required by this Section. Alderman Drake moved that the Rules be suspended and the Ordinance placed on its second reading. Alderman Pearson seconded the motion'which received the following vote; ayes Alderman Harding; Drake, Bynum, Scott, Fuller, Pearsin, Stanford; nays none; absent The Mayor declared the motion passed. and not voting Alderman Jones./The Ordinance was read the second time, and placed on the calandar. MIER SERVOE Alderman Scott introduced an ordinance providing for a Service Charge for the use of the CHARGE: � Sewer System of the City of Fayetteville, Arkansas which was read the first time. Alderman Harding moved that the Rules be suspended and the ordinance placed I on its second reading. Aiddrman Pearson seconded the motion Which received the following vote; ayes Alldermen Hardie Drake. Bynum, Scott, Ful...t-er, Pearson, Stanford; nays none, absent and not voting Alderman Jones. PLAN OF Alderman Drake introduced a resolution outlining a suggested plan for the guidance of I. D. ASSESS- of Assessment in the assessing of benefits in Improvement Districts, and moved its ad HENT: Alderman Harding seconded the motion'which received the following vote, ayes Aldermen Ha Drake, Bynum, Scott, Fuller, Pearson, Stanford; nays none; absent and not voting alderman Jones. The Mayor declred the motion passed and the resolution adopted. A copy follows; RESOLUTION. v�BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: To the end that st-v4ot assessments in street improvement districts may be uniform and equitable,and, at the same time be strictly in accord with the law governing assessments I upon real property for local improvements,the Board,of Assessment of the several street I improvement districts within the City of Fayetteville, Arkansas,be requested to adopt the following system of assessment; Frontage, Forty (40% per cent of the total assessment; Valuation, Forty (40%).per cent of the total assessment; Square area, Twenty(207o) per cent of the total assessment. Where two districts overlap, valuation and square area shall be halved; if three districts overlap, valuation and square urea shall be divided by three. That the City Clerk is hereby directed to call the adoption of th(Bs resolution to the attention of the several Boards of Assessment of Street Improvement Districts. AID FOR In the matter of City aid for the Public Play Ground, referred to the Finance Committee, s PLAY GROUND:Committee reported that the condition of the City's finances is such that it would unwise undertake to give any financial assistance to said project. On motion by Alderman Pearson, seconded by Alderman Bynum, and duly passed, the Mayor was authorized to purchase an electric fan for the Council room. South I In the matter of extending South Street eastward to intersect Huntsville Road, and opening and ashington Washington Avenue southward from South Street, the City Engineer reported favorably, providd Streets; a width of 40 feet can be secured. This report was approved on motion by .ilderman Harding, seconded by Alderman Drake, passed by the unanimous vote of the members prsant, and so declared by the Mayor.
