REGULAR MEETING OF THE CITY COUNCIL HELD APRIL 18, 1927.
' The City Clerk, J.C. Massie administered the Oath of Office to Allan M. Wilson, as Mayor of
the City of Fayetteville, Arkansas for the ensuing two years; whereupon the Mayor called
the Council to order and administered the oath of office to Dr. J.F. Stanford as Alderman
for the First Ward; to Don Fuller as Alderman for the Second Ward; to Clem Pearson (C.A.)
as Alderman for the Third Ward and to Virgil L. Jones as Alderman for the Fourth Ward.
PRESENT:lThe roll -call showed the following present; The Mayor, Clerk, Aldermen Harding, Drake,
Bynum, Jones, Scott, Fuller, Pearson and Stanford.
APOINT- The Mayor announced the following appointments for the various offices as designated;-
MENTS:
W.A.Gregg, Chief of Police, C.W.Winkleman, Chief of Fire Department,
C.F.Armistead, City Cillector, for two years, Gus Bridenthal, Member Board of Public A
Dr. A.S. Gregg, City Health Officer;
Dr. E.F. Ellis, Dr. F.R. Morrow, Fred Reedels, Norman McCartney and Morgan McMichaels
to be members of the Board of Health, and requested the confirmation of said appointments;
whereupon Alderman Drake moved that said appointments be approved and confirmed by the
' Council. Alderman Jones seconded the motion which received the following vote; ayes Alderme
Harding, Drake, Bynum, Jones, Scott, Fuller, PeaBson, Stanford; nays none; absent and not
voting none, and was declared passed by the Mayor.

' The following Address from the Mayor was read to the Council by the Clerk;-
City Council,
Fayetteville,
Arkansas.
Gentlemen;
Fayettefille, Arkansas, April 18, 1927.
It is not my intention to submit to your Honorable Body a lengthy
or formal statement at this time, nor do I consider it necessary to go into detail as to
my recommendations for the incoming administration.
The principal problem before us is to operate the City Government within the budget,
and upon our ability to do this dopMAde the success or failure of this administration rests
In order for our civic managment to funtion properly, harmony and co-operation must
exist between the Mayor and the Council. Naturally, I do not mean by this that we -,must alwa
agree upon matters of public policy,but I do mean that unless we are willing to work togeth
' er for the common good, little can be acoomplished.
I feel certaini that we will work together for the further upbuilding and improvement
of Fayetteville.

AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TO LEVY THE ASSESSMENT UPON THE REAL PROPERTY
WITHIN IMPROVEMENT DISTRICT NUMBER THIRTY-FIVE (35) OF THE CITY OF FAYETTEVILLE, ARKANSAV .
WHEREAS,
The majority in value of the property holders owning property adjoining:fhe localit
to be affected,and situated in Improvement District Number Thirty-five (35) of the City of
Fayetteville, Arkansas,organized for the purpose of grading, rolling and paving the streets
and parts of streets within said Improvement District Number"Thirty-five (35) of the City
of Fayetteville, Arkansas,have petitioned the City Council of the said City of Fayetteville
Arkansas,for the construction of said improvement, and that the costs thereof shall be char
and assessed against the reAl property within said District, according to the benefits to b
received; and
WHEREAS ,
Said benefit received by each lot or block or parcel of real property situated
within said District equals or exceeds the local assessment; and
WHEREAS,
The estimated cost of said improvement is$16,500.00;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVLLLE, ARKANSAS:

SECTION ONE:
That said several lots, blocks and parcels of real property, within said District
be assessed according to the assessment list for said Improvement District, as the same nowt
remains in the office of the Recorder or City Clerk, and that ten per centum on said lots,
blocks or parcels shall be paid annually on or before the first Monday of November, until
the whole of said local assessment shall be paid.
SECTION TWO:
That all Ordinances and parts of ordinances in conflict herewith be, and the
are hereby repealed,and this ordinance shall take effect and be in force from and after its
passage, approval and publication.

PRESENT, The Mayor, Aldermen Harding,Bynum, Jones,Scott, Pearson, Stanford; absent Aldermen
Drake and Fuller.
The Minutes of the meeting of April, 18th, 1927 were read and approved.
BILLS: The following bills against the City, bearing the proper vouchers and the approval of the
Auditing Committee were allowed and ordered paid and the Clerk d&keeted to issue warrants
for the same on motion by Alderman Harding, seconded. by Alderman Bynum, passed by the unani-
mous vote of the members listed above as present and so declared by the Mayor; W.A. Gregg
$10.00; Dave Condra $36.00; Jim McKinney, $15.00;W.H. Rlooins, $1.00;Democrat Pub. Co. $6.12;
Ed Poore, $0.82; and $2.16;John Zillah $115.15;J.H. Phipps Lumber Co. $13.80; Ellis Sutton
$27.50;
' Alderman Harding moved that the hearing in the matter of the appeals from the action of
the Board o$ Assessment in Improvement District Number Thirty-three be continued to the next
regular meeting of the Council, Aldr:rman Bynum seconded the motion which received the follow-
ing vote; Ayes .Aldermen Harding;, Bynum, Jones, Scott, Pearson, Stanford; nays none; absent
and not voting Aldermen Drake and Fuller. The Mayor declared the motion passed.
CITY The application of the Arkansas National Bank to be designated as the City Depository for
DEPOSITORY:
the ensuing two years was received, and being the only application before the Council, Alder-
man Harding moved that the proposition of said bank,viz; to pay three and one half per cent)
per annum interest on City Funds and to carry such City warrants as was necessary at the
rate of Six per cent per annum, be accepted and that said bank be designated as the deposi-
tory for the City Funds of the City of Fayetteville, Arkansas for the period of two years
beginning on the First day of May, 1927. Alderman Jones seconded the motion which received
vote; ayes Aldermen Harding, Bynum, Jones Scott, Pearson, Stanford; nays none; absent and
not voting Aldermen Drake, and Fuller. The Mayor declared the motion passed.
' Action on the request of Mr, Jas. Dinwiddie for the establishment of the grade on Gunter
Avenue was defedred for further investigation.
ORD. Alderman Jones introduced an Ordinance to prohibit V*# loitering and prowling, which was

was read the second time.After some discussion of the merits and meaning of the proposed
Ordinance, Alderman Harding moved that the Rules be further sumpended and the ordinance
palced on its third reading and final passage. Aldarman Pearson seconded the motion which
received the following vote; ayes Aldermen Harding, Bynum, Sones, Scott, Pearson, Stanford;
nays none; absent and not voting Aldermen Drake and Fuller. The Mayor declared. the motion
passed. The ordinance was read the third time. The Mayor then announced the question before
' teh Council to be shall the Ordinance pass, and called for the vote on its passage. which
resulted as follows; ayes Aldermen Harding, Bynum, Jones, Scots, Pearson, Stanford; nays no
absent and not voting Aldermen Drake and Fuller. The Mayor declared the ordinance passed.
