REGULAR MEETING OF THE CITY COUNCIL HELD
FEBRUARY 21st, 1927.
Present; the Mayor, Clerk; Aldermen Phillips, Prtce, Harding, Drake, Bynum, Sones, Scott,
Watson; Absent none.
TEH MINUTES of the meeting of February 14th, 1927 were read and approved.
The following bills
against the
City,
bearing
the
proper vouchers,
and the approval of the
Auditing Committee,
were allowed
and
ordered
paid,
and the Clek was
directed to issue war-
rants for thr same on motion by Alderman Price, seconded by Alderman Bynum, passed by the
unanimous vote of the Council and so declared by the Mayor;-Heerwageh Bros Co. $5.88;
and $8.45; Fayetteville, Lumber & Cement Co. $5.00; Kelly Bros. Lumber Co. $8.50; John
Zillah $68.759and the Clerk was directed to include in said bills the account of Geo. A.
$39.44;
Hurst for his expenses to Little Rock on City Business•` also the bill of Dave Condra for

Street Cleaning$36.00.
W.J.Lewis The time for which W.J. Lewis was elected as a member of the Board of managers for the

Board of City Water Plant having expired, Alderman Harding nominated him to succeed himself as such

Watermember of said Board for a period of Five Years from September 7th, 1926. Alderman Phillips)

seconded the nomination, and there being no other names mentioned for said position the
vote on the nomination was called for by the Mayor which was as follows;- ayes Aldermen
Phillips, Price, Harding, Drake, Bynum, -Jones, Scott, Watson; nays none; absent and not
voting none. Whereupon the Mayor declared Mr. W.J. Lewis elected as such menber of the
Board of Water- Managers of the City Water Plant for said term.
Report of The Board of Improvement of Improvement 99m District Number Thirty-five (35) of the City
Comrs,
Di35r; of Fayetteville, Arkansas having filed their report with the City Clerk, Alderman Harding

moved that said report, which was read to the Council, be received, filed and placed on
record. This motion was seconded by Alderman Jones and received the following vote; ayes
Aldermen Phillips, Price, Harding, Drake, Jones, Bynum, Scott, Watson; nays none; absent and
note voting none. The Mayor declared the motion passed. ( SEE PAGE 148,FOR REPORT),
Alderman Harding then introduced the following resolution of approval and moved its adoption
Alderman Price seconded the motion which received the following vote; Ayes Aldermen Phillipa
Price, Harding, Drake, Bynum, Jones, Scott, Watson; nays none; absent and not voting none.
The Mayor declared the motion passed and the resolution adopted. A copy is as follows -

APRBOVAL OF PLANS.
Whereas, at a meeting of the City Council of the City of Fayetteville, Arkansas, held on the
21st day of February, 1927, there was presented to said Council by G.E. Ripley, F.N. Gray ea
and W.F. Dunn, as the Board of Improvement of Improvement District Number Thirty-five (35)
of the City of Fayetteville, Arkansas,their report, together with the plans of the work to
be done in the construction of the improvement contemplated by said improvement District,
and
the
said report
having
been read in
open meeting of
said Council,
and said plans hay.

been
exhibited
to said
Council, and
to each member'thereof,
and,
it appearing, from said
plans,that the highest estimated cost of the construction of said improvement, exclusive of
interest charges,is the sum of $16,500.00, and the said Council being satisfied that said
palns will best subserve the purpose of said Improvement District , and that the same are
correct;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARK -t
ANSAS:
That said plans, and said report be, and the same are, hereby approved and adopted,
and that said improvement be constructed according to said plans, and at a cost not to
exceed, exclusive of interest charges, the sum of $16,500.00;

Gentlemen;
! Ypur Board of Improvement of Improvement District
Number Thirty-f:ve (35) of the City of Fayetteville,Arkansas, have employed E.M. Ratliff to
prepare plans and specifications for a concrete pavement twenty-one feet in width (over all)
AND SUCH CULVERTS AND UNDER DRAINAGE as is necessary for the proper drainage of the Streets

to be ;caved within the aforesaid District
The p lans and specifications which have been prepared by our engineer
have been submitted to various contractors, and based on the powest bid we have received,
the cost of the hereindefore mentioned improvement is $16,500.00.
The pavement is to be what is commonly known as"Marginal Reinforced
Concrete Pavement" with necessary curbing and of a total finished thickness of six inches.

We respectfully request that your Honorable Body approve our plan and cost for improving
the streets within the District as specified in the petition and request that you appoint
W.N.Gladson, H.M.Hudgens and R.E.Wages, three qualified electors of the City of Fayetteville,
Arkansas,as Board of assessment to assess the benefits against the property within Improve-
ment District Number Thirty-five (35) of the City of Fayetteville, Arkansas.

Alderman Scott introduced an ordinance prevIdIng prohibiting the pasting of advertise -

ments on Automobiles which was read the first time.
Autos. Alderman Harding moved that the Rules be suspended and the ordinance placed
on its second reading. Alderman Jones seconded the motion which received the following vote;
ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Jones, Scott, Watson; nays none,
absent and not voti--g none, and was declared passed by the Mayor. The ordinance was read
the second time.
It appearing after some discussion that the interests of the City demanded that a repee-
sentative be sent to Little Rock to assist in securing the passage of laws beneficial to
Cities of the First Class, Alderman Watson moved that the Mayor be so delegated. Alderman By1g
NymW seconded the motion which received the following vote; ayes Aldermen Phillips, Price,
Harding, Drake, Bynum, Jones. -Scott, Watson; nays none, absent and not voting none, and was
declared passed by the Mayor.'

Commissioner Barton of Improvement District"Number Thirty-three was present and discussed
with the Council some of the plans and dificulties of said District, concernong which no
action was taken by the Council.
No further business appearing the Council adjourned.

MARCH 7th, 1927

Alderman Watson, and the Mayor.
Alderman Phillips was duly elected President pros tempore of the Council.
MINUTES of the meeting of February 21st, 1927, the last preceeding meeting, were read
approvede

val of the Auditing Committee, were allowed and ordered paid on motion by Alderman Hardl

of the City now being prepared. Alderman Jones secodded the motion which received the follo

33. Thirty-three (33) of the City of Fayetteville, Arkansas, having been filed with the Clerk,
were presented to the Council.Whereupon Alderman Jones moved that in as much as none of the

appellants were present, the hearing of said appeals be continued to March 14th,1927, the
'text regular meetin of the City Council, and that the clerk be directed to notify each of
said persons of the time and place of said hearing, to the end that they might appear and
present thier claims to the Council. Alderman Drake seconded the motion which received the
