Presents the Mayor, Clerk; Aldermen Phillips, Price, Harding, Drake,.Bynum, Jones, Scott Watson; absent, none. THE MINUTES of the meeting of January, 31, 1827 were read and approved. The following bills against the City, bearing the proper vouchers and the approval of the Auiiting Committee were ordered paid and the Clekk was directed to issue warrants for the same on motion by AldermanDrake, seconded by Alderman Price, passed by the unanimous vote of,lthe Council and so declared by the Mayor; -Ellis Sutton, $4.00; Fayetteville Printing Coss $19.75, and $10.25; John Zill&h $43«75; Lewis Bros. Co $3.35, and$2.10;Gibson Oil Co. 101.85, and 2.52, Heerwagen Bros. Co.,$4.8O, and'$1.20, Allan tl,. Wilson $lO.00;A.M Williams $10.00; Dave Condra $36.00;Kinney Armstrong $2.00; Southwestern Bell Tel. Co. $19.85; E.Ratliff $16.62. The reports of the City Purchasing Agent, the City Collector, the Police Judge, The Fire Chief and the City Clerk were presented and on motion were ordered filede rhe time having arrived for the hearing of the appeals in Improvement District Number 31 thelappealA of A.L. Trent was presented. After carefull investigation by the Council, Alderman Watson moved that,in as much as the said assessment of A.L. Trent was not discril inaiory, unjust nor confiscatory, but represented a fair and equitable estimate of the benefits to be received, the said appeal be denied. Alderman Phillips seconded the motion whiih received the f6llowing vote; ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Jones, Scott, Watson; nays none; absent and not voting none, and was declared passed by thel Mayor. appeal of Tom Taylor was presented,and after careful consideration and investigation by ,the Council, Alderman Jones moved that, in as much as the said assessment of Tom was not discriminatory, unjust nor confiscatory, but represented a fair and equitable estimate of the benefits to be received, the said appeal be denied. Aldermam Price moved that thelRules be suspended and the Ordinance placed on its second reading. This motion was seconded by Alderman Harding and received the Bollowing vote; ayes Alderman Phillips, Pric ng, Drake, Bynum, Jones, Scott, Watson, nays none,,* absent and Not voting none. The declared the motion passed. The Ordinance was re ad the second time. rman Jones then moved that the Rules be further suspended and the Ordinance palced on its]third reading and final passage. The Mayor declared the motion passed. The ordinance was read the third time. The Mayor declared the Ordinance passed. 1 I i BILLS:i SEWER C OMR. REPORT: 145 A copy is as follows; - ORDINANCE NUMBER 648. AN ORDINANCE TO BE ENTITLED ° AN ORDINANCE TO LEVY THE ASSESSMENT UPON THE REAL PROPERTY LOCATED WITHIN IMPROVEMENT DISTRICT NUMBER THIRTY-ONE (31) OF THE CITY OF FAYETTEVILLE, ARKANSAS." WHEREAS, the majority in value of the property holders owning property adjoining the locality to be affected, and situated in Improvement District Number Thirty-one (31) of the City of Fayetteville, Arkansas,organized for the purpose of grading, rolling and paving the Streets and parts of streets within Improvement District Number Thirty-one (31) of the City of Fayetteville, Arkansas,have petitioned the City Council of the City of Fayetteville, Ark sas, for the construction of said improvement and that the cost thereof shall be assessed upon the real property of said District according to the benefits to be received; and WHEREAS,said benefits receiv d by each block, lot and parcel of real property situated in said District equals or exceeds the local assessment; and WHEREAS, the estimated cost of said improvement is $23, 863.00; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: SECTION ONE:That said several blocks, lot and parcels of real property in said District be assessed according to the assessment list for said Improvement District as the same now remains in the office of the Recorder or City Clerk; and that 10 per centum on said blocks, lots and parcels shall be paid annually on or before the First Monday of November, until the whole of said local assessment shall be paid. r. SECTION TViO:That all ordinances and parts of ordinances in conflict herewith, be, and same are hereby repealed, and this Ordinance shall take effect and be in force from'and after its passage, approval and publication. At the r@quest of Alderman Drake the City Engineer was directed to establish grades on Park Avenue to Trenton Boulevard and along Louise Street, adjacent to the property of the City Park. Present; the Mayor, Clerk; Aldermen Phillips, Harding, DrakeByon�s, Scott, PJatson; absent Alderman Price. The Minutes of the Meeting of February 7th, 1927 were read and approved. The following bills against the City nearing the proper vouchers, the approval of the Audit. Ing Committee, were allowed and ordered paid and the Clerk was ddrected to issue warrants for the same on motion by Alderman Drake, Seconded by Alderman Scott passed by the unanimo vote of the members present and so de lared by the Mayor;Dave Condra $36.00;School Avenue Improvement District Number One $$112.84;Snow-Bird Coal Co. $$10.00; and 10.00;Henry Barton $14.50, and $63.25; John Zillah $87.50;Dyke Lumber Co. $16.50; Ellis Sutton $$5.00;Democrat 'Publishing Co. $$9.66;J.C. Massie $1.00;Southwest Power Co. $$293.43; Lewis Bros. Co. $0.90; J.W. Shelley $13.50; Tropical Paint & Oil Co. $$29.40. The report asked for from the Sewer Commissioners was received, and on motion was ordered filed. This report set out the reasons for the extension of the sewer mains beyond the City Limits on the West side.
