A communication from the president of the Municipal League of Arkansas was read to the
Council, calling attention to the proposed meeting thereof on the26th day of November, 1926
to consider the planning of measures for the promotion of the wellfare of the Cit$As and
Towns of Arkansas, and urging the Mayor to attend; whereupon Alderman Harding moved that the
Mayor and Alderman Phillips be authorized to so attend. This motion was duly seconded by
Alderman Price and received the unanimous vote of the Council.
On motion by Alderman Price seconded by Alderman Watson, and passed by the unanimous vot

of the Council it was ordered that for a period of Four months, beginning December, 1926
Patrolman Burson shall be allowed the sum of $5.00 per month for the use of his car for

WHEREAS, on the 8th day of March, 1926, a, petition signed by more than ten owners of real
property was presented to the City Council of the. City of Fayetteville, Arkamsas,request-
ing that steps be taken to form an Improvement District to embrace the property therein

described and set forth, and
WHEREAS,on the 25th day of October, 1926, an Ordinance numbered 638 was passed'forming the
District as set forth in the above named petition; and.
SHEREAS,on the 1st day of November, 1926,a petitio4was presented to the said City Council
signed by persons claiming to constitute a majority in.assessed valuation of all real property lo-
cated within the District as set forth in the petition and Ordinance aforesaid; and
WHEREAS,the said City Council by a resolution duly passed on the 8th day of November, 1926,
ordered and directed the City Clerk of the City of Fgyetteville, Arks nsas, to publish a
notice once a week for two weeks advising all owners of real property within said Improve-
ment District Number Thirty one (31), of the City of Fayetteville, Arkansas, that on the
29th day of November, 1926,the said City Council would take the last named petition under
consideration, and would, at that time, determine whether or not the same was signed by the
majority in assessed valuation of all real property within -said District; and
WHEREAS, said notice was so published in accordance with the law in such cases made and
provided;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That, after careful consideratioVthe Council finds that there is a total assessed valua-
tion of $34,380.00 of real property within said District according to the last assessment
on file in the office of the County Clerk of Washington County, Arkansas; and that persons
signing said petition own real property within said District of an assessed valuation of
$23,900.00, according to said assessment.
It is therefore the finding of the City Council that the majority in
assessed valuation of owners of real property within said Improvement District Number Thirt
said
one (31) of the City of Fayetteville, Arkansas, have signed said petition; and the/District
is hereby duly formed by the Cdty Council of the City of Fayetteville, Arkansas.
Inthe consideration of said petition the City Council has been guided by the certigicat
of the Circuit Clerk of Washington County, Arkansas, as to the ownership of said real
property, and by the certificate of the County Clerk of Washington County, Arkansas, as to
the assessed valuation of said real property.
Be it further resolved that this resolution shall be in force and effect from and afte3
its passage and approval; and that all resolutions and parts of resolutions in conflict
herewith be, and the same are hereby repealed.

A communication from the Board of Managers of City Water.Plant was- recommending that no
action be taken upon the petition for the removal of the Collector was read to the Council
whereupom Alderman Harding moved that the same be received and filed. This motion recieved
the unanimous vote of the Council,

permission to ereect a temporary Skating Rink on the Stone Lot was granted.
A request from Mr. W.F. Sonneman for the removal from the front of his buildings of the
Popcorn Stand was referred to the Mayor by the following motion by Alderman Price; That thI
Mayor be authorized to remove all popcorn vendors from the Public Square, the same to be

located elsewhere but only with the consent of the owners or lessees of adjacent property,
which motion received the unanimous voye of the Council.
After much discussion it was agreed that the Parking ordinance with reference to the
parking,by Dealers should be re -written so as to permit the parking of six cars to the
block by said Dealers.
District Alderman Harding introduced the following resolution and moved its adoption. This motion

Ald rman Harding introduced an Ordinance creating the District asked for in the foregoing
petition which was read the first time. Alderman Price moved that the Rules be suspended
and the ordinance placed on its second reading. This motion was seconded by Alderman Scott
and received the following vote; ayes Aldermen Phillips, Price, Harding, Drake, Bynum,
Jones, Scott, Watson; nays none; absent and not voting none. The Mayor declared the motion
passed. The Ordinance was read the second time. Aldrman Phillips then moved that the Rules
be further suspended and the ordinance placed on its third reading and final passage.
This motion was seconded by Alderman Drake and re eived the following vote, ayes Aldermen
Phillips, Price, Harding, Drake, Bynum, Jones, Scott, Watson.* nays none; absent and not
voting none. The Mayor dnelared the mbion passed. The ordinance vias read the third time.

AN ORDINANCE LAYING OFF CERTAIN TERRITORY LIMITS OF THE CITY OF FAYETT'
VILLE, ARKNNSAS INTO AN IMPROVEMENT DISTRICT FOR THE PURPOSE OF GRADING, ROLLING DUNCAN
AVENUE FROM THE SOUTH LINE OF WEST DICKSON STREET TO THE NORTH LINE OF PUTMAN STREET.
WHEREAS, at a meeting of the City Council of the City of Fayetteville, Arkansas, held on the
29th day of November, 1926, a petition signed by ten owners of real property within the
District hereinafter described in Section One of this Ordinance, was presented to said City
Council, asking that it take steps for the making of an improvement consisting of grading,
