REGULAR MEETING OF THE CITY COUNCIL HELD
NOVDYIBER8th,1926.
Present; the Mayor, Clerk; kldermen Phillips, Price, Harding, Drake, Bynum, Jones, Scott,
Ulatson; absent none.
The Minutes of the Meeting of November lst, 1926 were read and approved.
The following bills against the City, having the proxler vouchers attached, bearing the
approvAl of the Auditing Committee were allowed, and ordered paid and the Clerk was direct
to issue warrants for the same on motion by Aldrman Price, seconded by Ald rman Phillips,
passed by the unanimous vote of the Council and so declared by the Mayor; John Zillah

was presented to the Council; whereupon Alderman Harding moved that the Board of Managers
of the City Water Plant be authorized, at the request of the Board of Commissioners of Water
Improvement District Number Three of the City of Fayetteville, Arkansas, to permit the turning
of water from the mains of the city Plant into said six inch main of said District Number rp�.Tx

and not voting none; and was declared passed by the Mayor.
The Committee charged with the duty of planning the location of the street lights under 4A!
the new contract with the Southwest Power Co., reported the plan adopted by them,as shown
by a plat of the City filed with said report. Alderman Price moved that the report be re-
ceived and adopted, subject to such minor changes as may be suggested during the installa-
tion of the lights, and the Committee discharged from fubther duty herein. Alderman Drake
seconded the motion which received the following vote; ayes Aldermen Phillips, Price, Hard-
ing, Drake, Hyrum, Jones, Scott, Watson, and was declared passed by the Mayor.
The City Collector reported that Geo J. Mayer had made the lowest and best bid for supp
ing the City with license tags for Autos and other purposes for the ,year 1927; whereupon
Alderman Harding moved that the City Collector be authorized to contract with the said
Geo. J z Mayer for said supply of Tags. Aldorman Price seconded the motion which received
the unanimous vote of the Council and was declared passed by the Mayor.
The time ahving arrived for the hearing as to whether or not the Second petition for the
formation of Improvement District Number Thirty-three of the City of Fayetteville, Arkansas
was signed by the majority in assessed valuation pf owners of real property within said
D istrict, and it being ascertained that there was not sufficient data at hand, to determine
said issue, Alderman Price moved that said hearing be continued.to November 15th, 1926. =13;
This motion was seconded by Aldrman Harding and received the following vote; ayes Aldermen
Phillips, Price, Harding, Drake, Bynum, Jones, Scott, Watson; nays noaw; absent and not
voting none; and was declared passed by the Mayor.
The time having arrived for the heahing to determine whether or not the second petition

property in said District, and it being ascertained that there was not sufficient data at

Dir. Brown of the University presented a request for permission to cut the pavement on Wes
Maple Street
for the purpose of making connection
with the Water main
for
the use of the
university.
During the discussion of said request
it was ascertained
that
a connection wi
said main had been provided for at the time of paving the street, and that changes in -the
building plans of the university had rendered it desirable that said connection be had at ;

point about 330 feet Best of that already provided. It was also ascertained that the plans
of the managers of the Water Plant included a Belt Line of larged size which line would
afford much better supply of water to the University than the Six inch line now under
Maple Street,; in view of which matters it was deemed advisable to avoid damaging the stre
by cutting the pavement to secure a connection which would probably be discontinued at a
time not far distant.
Alderman Watson introduced a resolution directing the Clerk to publish notice of hearing
of the Second Petition for the formation of Improvement District Number Thirty-one of the
City of Fayetteville, A rkansas, and moved its adoption. AlderipaT seconded the motion whic
received the following vote; ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Jones,
Scott, Watson; nays none; absent and not voting none, and was declared passed by the Mayor
and the resolution adopted. A copy is as follows; -

duly filed with the City Council of the City of Fayetteville, Arkansas, a petition purport
contain the signatures of a majority in'value of the owners of real property situated wi
in Improvement District Number Thirty-one (31) of the City of Fayetteville, Arkansas;:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS
SECTION ONE:That a hearing of said petition to determine whether those persons who have
signed said petition constitute a majority in value of the owners of real property situa
within said Improvement District will be jeld by said City Council at the Mayor(s Office
in said City of Fayetteville, Arkansas on the 29th day of November, 1926, beginning at
7;30 P.M. of said day.
SECTION TWO: That the City Clerk of the City of Fayetteville, Arkansas, be and he is heret
instructed and directed to cause to be publisoed a notice in accordance with Section one,
Act 125,Acts of Arks. nsas, 1913, advisin .all owners of real property within Improve-
ment District Number Thirty-one of the Ci y of Fayetteville, Arkansas, that a petition wa:
presented to said City Council, November 1st, 1926, requesting that the contemplated im-
provement be undertaken,and that the cost thereof be charged .e.nd assessed against the
real property within said. District, and that on the 29th day of November, 1926, the said
City Council will determine whether or not said. petition is signed by such majority in
assessed valuation.

presented the matter of the aid to be
given to'the Annex
to South
College A
nue Improvement District, whereupon the Iiiayor called on the Finance Committee for their
report as to the financial ability of the City to give such aid. This report showed that
the City would be unable to do more than care for the bnving of the intersection of streets
in that or any other district. Alderman Scott moved that the Council pledge $3,000.00
for the assistance of said District. Alderman Bynum seconded the motion which received the
following vote; ayes Aldermen Phillips, Price, Harding, Bynum, Scott; nays Aldermen Drake
Jones and Viatson; the mayor declared the motion lost.

Alderman Watson then moved that the city council pledge ?2,527.00 for the pavement of the
intersections in Annex Number One to South College Avenue Improvement District Number One
of the City of Fayetteville, Arkansas; Alderman Drake seconded. the motion which received
the following vote; ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Jones, Watson;
nays Alderman Scott; absent and not voting none, Alderman Scott then asked permission to
change his vote to aye, which was granted, and the Mayor declared the motion passed..
No further business appearing the Council adjourned.

CARS:
rman Price introduced an ordinance to further regulate the parking of Motor Driven vehi-
ales on the Streets of Fayetteville, which was read the first time. Alderman Harding moved
that the Rules be suspended and the ordinance pikeed on its second reading. This motion was
seconded by Alderman Jones and recieved the following vote; ayes Aldermen Phillips, Price,
Harding, Drake, Bynum, Jones, Scott, Watson; nays none; absent and not voting none; and was
declared passed by the Magor. The ordinance was read the second time; Alderman Scott then
moved the Rules be further suspended and the ordinance placed on its third reading and
final passage. This motion was seconded by Alderman -Drake and received the following vote;
