E.L.Nettleship presented a request on behalf of the Washington County.Fair forthe exclu- ive privilege of operating amusement attractions during the annual meeting of said Fair, Alderman Price moved that in accordance with the customary action of the Council, aid privilege be granted, as applied to traveling shows or carnivals. This motion was duly econded and received the unanimous vote of the council, and was declared passed by the Mayorl Alderman Harding moved that the Clerk be directed to issue to the order of the Commission- rs of West Lafayette Improvement District Number One of the City of Fayetteville, Arkansas, e* a warrant for the sum of $250.00, said amount being the sum pledged to said District as a aintenence Fund. Alderman Jones seconded the motion which received the following vote; ayes ldermen Phillips, Price, Harding, Drake, Bynum, Scott, Jones, Watson, nays none. and was dec passed by the Mayor. Miss Sue Walker, on behalf of the Southern Memorial Associatmon presented to the Council appeal for aid in the construction of a passable driveway to the Confederate Cemetery. motion duly passed the matter was referred to the Syreet Committee and the City Engineer r investigation as to the mast feasible route and the probable cost, their findings to be ported to the Council. The matter of the installation of a new Street Lighting system was deferred to a meeting to LIGHTS.ie held on the 24th of September, at 709 P4NI2f On motion the Council adjourned to meet on Friday September 24th, 1926, at 7;30 P.M. The Mayor stated the object of the meeting to be the consideration of the proposition for a j ew lystem of Street lighting,offered by the Southwest Power Company, Mr. Skow of the said Company was present and , presented to the Council the amnaded form of : I ontract prepared for the consideration of the Council., and spoke briefly in explanation of the I I firms thereof:' Several of the members of the Council discussed the 'matter and Alderman Price j i i presented to the Council am Opinion from the Hon R.J.Wilson, and requested that the same bel ntered on the record, a copy thereof is as follows;- j Mr. H.S. Price, Alderman Third Ward, Fayetteville, Arkansas. Dear Sir; Fayetteville, Arkansas, September 24th, 1926. At your request I have examined a draft of -the proposed Contract between the City of Fayetteville and the Southwest Power Company for lighting the ublic streets and alleys of the City for a period of ten years. ' The terms of the contract are very clearly expressed, and in i my opinion the interests of the City are well guarded, and the conditions.of the contract seem th be fair to both parties. Yours very trtly, R.J.Wilson. i I can find nothing in the substance nor in the wording of the contract that can be &onstrued to the disadvantage of the City. Hurst asked permission to address the Council on the matter of the acceptance of tY contract by the Council, and requested that the record show that he appeared, not as City Attorney, but as a tax -payer, on his own behalf, and on the behalf of other tax -payers of the City of Fayetteville; and as such, that he entered a protest against the acceptance of the propoeed contract, and then proceeded to discuss the matter at considerable length. Alderman Price spoke in favor of the acceptance of the contract, and Ald rman Phillips moved that the Council accept the Contract, and authorize and direct the Mayor and the Cith Clerk to sign the same as such officials. Alderman Price seconded the motion swhich received the following vote; Ayes Aldermen Phillips, Price Harding,Bynum and Jones; anys Aldermen Drake, Scott and Watson; absent and not voting none, and was declared passed by the Mayor. Mr Skow, on behalf of the Southwest Power Company presented a new rate schedule for electric current, which was read to the Council, whereupon Aldrman Price moved that the san be accepted and entered of record in the minutes of this meeting. Alderman Harding secohded th the motion which received the following vote; ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Jones, Scott, Watson; nays none; absent and not voting none, and was declared passe by the Mayor. It is with pleasure indeed that I am able to announce to you that effective October First, 1926, we are putting into effect a substantial reduction in electric rates, a schedule of which I list herein. This reduction is made possible due to the increased volume of business that we ahve been able to secure in Fayetteville --better operating econimies that we have been able to make and, last but not least,the s�&endid cooperation and encouragement given us by City Council and inhabitants.
