Present; the Mayor, Clerk; Alderyiem Phillips, Price, Harding, Drabe, Bynum, Jones, a7redm.,
Scott, Watson.
MINUTES: The Minutes of the meeting of September 13th, 1926 were read and approved.
BILLS: The following bills against the City, bearing the required vouchers, bearing the approval of
ithe Auditing Committee,were allowed and ordered paid and the Clerk was directed to issue wax
jrants for the same on motion by Alderman Harding, seconded by Alderman Jones, passed by the
unanimous vote of the Council and so declared by the Mayor; Dave Condra $36.00;Allan M.
Wilson 21.05;Southwestern Bell Tel. Co. $19.55;J.W. Shelley $p14.00;H.M.Powers 65.00; John
Zillah $107.50.
REPORTS: Reports from the following Improvement Districts were filed and on motion duly passed,were

ordered filed. School Avenue Improvement Ristricb Number One, South College Avenue Impro-
ment District Number One; Annex Number One and Annex Number Two to East Street Improvement
(District Number One; Doyglas Street Improvement Distri ct Number One; North College Avenue
Improvement District Number One.
GARBAGE:IAcommunication from the Board of Health was presented to .the Council, read and filed withoi

(Alderman Watson introduced the following resolution and moved iys adoption;Alderfian Scott
seconded the motion which received the following Vote; Ayes Aldermen „Phillipsm Price, Hardir
'Drake, Bynum, Jones, Scott, Watson. nays none, and was declared passed by the Mayor and the
resolution adopted. A copy is as follows;

Improvement District Number one of the City of Fayetteville, Arkansas, by reasmn of the
resignation of E.F.Watson therefrom;
NOW, THERFORE BE IT RESOLVED BY THE VITY UOUPiCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
That C.E. Cole, a property owner in said District, and a qualified elector in the City of
'ayetteville, Arkansas,be, and he is hereby, appointed -to be a membbr of the Board of Im-
provement of Hill Avenue Improvement District Number One of the City of Fzyetteville, Ark
sas; and that all resolutions in conflict herewith be, and the same are hereby repealed,
that this resolution shall take effect and be in force from and after its passage and app.

r. E.L.Nettleship presented a request on behalf of the Washington County.Fair forthe exclu-
ive privilege of operating amusement attractions during the annual meeting of said Fair,
hereupon Alderman Price moved that in accordance with the customary action of the Council,
aid privilege be granted, as applied to traveling shows or carnivals. This motion was duly
econded and received the unanimous vote of the council, and was declared passed by the Mayor,
Alderman Harding moved that the Clerk be directed to issue to the order of the Commission

a warrant for the sum of $250.00, said amount being the sum pledged to said District as a
aintenence Fund. Alderman Jones seconded the motion which received the following vote; ayes

appeal for aid in the construction of a passable driveway to the Confederate Cemetery.

Dear Sir;
At your request I have examined a draft of -the proposed
Contract between the City of Fayetteville and the Southwest Power Company for lighting the
public streets and alleys of the City for a period of ten years.
The terms of the contract are very clearly expressed, and in i

y opinion the interests of the City are well guarded, and the conditions.of the contract
jseem th be fair to both parties.
I can find nothing in the substance nor in the wording of
the contract that can be Oonstrued to the disadvantage of the City.
