REGULAR MEETING OF THE CITY COUNCIL HELD
AUGUST 30th, .1926.
Present; the Mayor, Clerk; Aldermen Phillips, Price, Harding, Drake, Bynum, Scott, Wa#son;
absent Alderman Jones.
The minutes of the meeting of August, 23rd, 1926 were -read and approved.
The following bills against the City, bearing the necessary vouchers, and the approval of
the Auditing Committee, were ordered paid, and the Clerk was directed to issue warrants
therefor on motion by Alderman Phillips, seconded by Alderman Harding, passed by the unan-
imous vote of the members present and so declared by the Mayor;Dave Condra $36.00; Chas.
J. Fuller $10.00;Heerwagen Brothers Co. $18.20, and $12.36; John Zillah $45.00.
The resignation of E.P.Watson as member of the Board of Improvement of Hill Avenue
ment District Number/�7ne of the City of Fayetteville, Arkansas was presented, and on mo
duly passed was accepted.
Alderman Watson introduced the following resolution and moved its adoption. Alderman Scott
seconded the motidn, which receited the following vote; ayes Aldermen Phillips, Price,
Harding, Drake, Bynum, Scott, Watson; nays none; absent and not voting Alderman Jones, The
Mayor declared he motion passed and the resolution adopted. A copy is as follows;-

WHEREAS, there is a vacancy in the membership of the Board of Improvement of Hill Ave-
nue Improvement District Number One of the City of Fayetteville, Arkansas, by reason of
the Designation of E.P.Watson thereform;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:

Number One were presented, and on motion duly passed, were ordered filed.
The First Report of the Board of Improvement of Annex Number One to Douglas Street Improv
ment District Number One of the City of Fayetteville, Arkansas was presented, and on
by Alderman Harding, seconded by Alderman Price, p assed by the following vote, to -wit;
ayes Aldermen Phillips, Price, Harding, Drake, Bynum, Scott, Watson; nays none; absent andl
not voting Alderman Jones; and sodeclared by the Mayor- was ordered filed and spread of

pavement to be constructed within Annex Numb p Douglas Street Improvement District Numbe

nue and Oakland Avenue from the North line of West Maple Street to the South line of Dougl
Street and Lindell Avenue from the North line of West Maple Street to the South line of
Douglas Street.
Based on the report made by our engineer, we have decided to construct a

APPROVAL OF PLANS & REPORT.
WHEREAS, there was submitted to the City council of the city of Fayetteville, Arkansas, at
meeting thereof, held on the 30th day of August, 1926, by A.M.Harding and F.F.Stice as the
Board of Commissioners of Annex Number One to Douglas Street Improvement District Number Onel
of the city of Fayetteville, Arkansas, their report, together with the plans of the work to
be done in the construc#ion of the improvement contemplated in said Annex, and the said
re port having been reddin open meeting od said Council, and said plans having been exhibited
to said Council and to each member thereof, with a full and complete explanation thereof,
and it appearing from the said plans that the estimateed costs of the construction of the
said improvement,exclusive of interest charges, and inclusive of contingencies is the sum
of $8.250.00; and the said Council being satisfied that the said plans will best subserve
the purpose of said Annex th said Improvement District, and that the same are correct;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
SECTION ONE: That the said plans and the said report be, and the same are hereby, approved
and adopted,and that said improvement be constructed according to said plans, and at a cost
not to excedd, exclusive of interest charges and inclusive of contingensies, the sum of
$8,250.00.
SECTION TWO:That all resolutions or parts thereof in conflict herewith be, and the same are
hereby, repealed, and this resolution shall take effect and be in force from and after its
passage and approval.

Alderman Price introduced an ordinance levying the assessment in Sewer Improvement Dis-
trict Number One of the City of Fayetteville, Arkansas, which was read the first time.
Alderman Price moved that the Rules be suspended and the ordinance placed on its second.
reading. This motion was seconded by Alderman Drake and received the followin7/1vote, ayes
Aldetmen Phillips, Price, Harding, Drake, Bynum, Scott, Watson; nays none; absent and not
voting Alderman Jones, and was declared passed by the Mayor. Thdeordinance was read the
second time. Alderman Phillips then moved that the Rules be further suspended and the Ord-
inance placed on its third reading and final passage. This motion was seconded by Alderman
Harding and received the following vote; ayes Aldermen Phillips, Price, Harding, Drake,
Bynum, Scott, Watson, nays none, absent and not voting Alderman Jones. The Mayorr declared
the motion passed. The ordinance was read the third time. The Mayor then called for the ve
vote on t$e passage of the ordinance which was as follows, ayes Aldermen Hhillips, Price,

AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TO LEVY,THE ASSESSMENT UPON
THE REAL PROPERTY WITHIN SEWER IMPROVEMENT DISTRICT NUMBER ONE OF THE .CITY OF FAYE`TTEVILLE
ARKANSAS%
WHEREAS, the majority in value of the property holders owning property adjoining
the locality to be affected, and situated in Sewer Improvement District Number One of the
City of Fayetteville, Arkansas,orgaihized for the purpose of constructing and maintaining
an adequate sewer -system for the benefit of property owners within the territory described
in their petition,have petitioned the City Council of the City of Fayetteville, Arkansas,
for the construction of said improvement,and that the cost thereof shall be charged and
assessedagainst the real property within said District , according to the benefits to be
received; and
l"lHEREAS,said benefit received by each lot, or block or parcel of real property situated
within said Dsitrict equals or exceeds the local assessment; and
WHEREAS, the estimated cost of said improvement is $1002000.00;
NOW, THEREFORE, BE IT HRDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS:
SECTION ONE:that said several lots, blocks and parcels of real property within said Dsi-

A communication from A.B.Stone was read to the Council.. No action was taken.
Several citizens appeared before the Council with complaints as to the high cost of securing
water and sewer connections, and after some discussion it was asked that parties making
..complaints in this matter secure and present to the Council itemized statements, so.that
with the City Plumber present the matter might be investigated thoroughly.
et After discussion of the matter of paving University Street in which some of the interee
ted citizens took part, it was ordered that the Mayor prepare a contract to be entered int
by the citizens owning property along said Street and the City, to the end that the necesw
ry sub -grade being furnished by the City, the Citizens might proceed with the paving of
the first block southward from,Dickson Street.
