Present; The Mayor, Clerk; Aldermen Drake, Mintun, Phillips, Price; absent Aldermen Har- ding and Wages. MINUTES: The minutes of the previous meeting were read and approved. BILLS AND ACCOUNTS: ' The accounts of the Street Cleaners together with the following bills against the City which had been approved by the Auditing Committee were allowed and the Clerk wa was directed to issue wa rrants for the same on motion duly passed; James•Iviitchell $'18. Andrew Munds $24.00; Lewis Bros Co. $2.50;Heerwagen 'gyros. Co. $3.50;J.W.Shelley $8.25; City Transfer $4.00;Southwestern Bell M. Co. $23.23; Sam GAinn $32.00;John Zillah #38.25; ' Kelly -Phipps $23.11; FIRE HYDRANTS: On motion by Alderman Price seconded by Alderman Mintun and duly passed the Mayor was directed to attend the next meeting of the Board of Managers of the City Water Plant and urge the repair of the Fire Hydrants which had been reported by the Fir Chief as being in bad condition. CUT PAVEMENT: On motion by Alderman Drake sseconded by Alderman Phillips and duly.passed permission was granted to the Board of Managers of the City Water Plant to cut the pave ment at the South-east coener of the Square for the pthrpose of connecting an 8 -inch main, the work to be done under the supervision of the City Engineer. FIRE TRUCK WARRANTS: Alderman Drake filed with the Clerk the cancelled warrants which he had paid out of the City•Funding Account, said warrants being numbered 9366, 9267, 9368, and 9369, repreee ' senting $2,240.00, $10770.00, $1,660.00 and $1,950.00 respectively, a totiil of $7,820.0 and reported that this payment left about x;75.00 in the said Fund. PETITION: A petition asking for the repeal of the City License Ordinance was presented, and read to the Council; whereupon the mayor suggested that the mmtter be laid over for submission to the new Council, in as much as said Council would have the task of providing for the•financing.of the City for the coming year. which was accordingly done ITATER DISTRICT NO Alderman Price introduced the following resolution and moved its adoption. Alderman Mintun seconded the motion,which rec&ived the following vote; ayes Aldermen Drake, Iuli ntun, Phillips, Price; nays none; absent and not voting�Aldermen Harding and Wages, and was declared passed by the Mayor, and the resolution adopted. SECTION TWO:That all orders and resolutions in conflict herewith be, and the same are hereby repealed, and this resolution shall take effect and be in force from and after its passage and approval. Mr. A.L.Trent, on behalf od Water Improvement District Number Three presented the matter of movingthe Store building of mr, Peason situated on North College Avenue, and on motion by Alderman Price, duly seconded and passed the City Engineer was directed to get estimates of the expense of such removal, and report t6 the Council, FIREMEN'S CARNIVAL: At the request of the Fire Department it was ordered that the license for a carnival for the benefit of the Fire Department be remitted. Said Carhival to be held during the mont of May, 1926. Wilson, Y, Mayor, i 1 X179 BUILDING ORDINANCE: On the 22nd day of March, 1926, at a regular meeting of the City Council of the City of Fayetteville, Akkansas, the following proceedings was had and done, to -wit; - An ordinance providing certain requirements for the construction of buildings within the corporate limits of the city of Fayetteville, Arkansas was intr&duced by Alderman Price, and read the first time. Alderman Phillips moved that the Rules be suspended and the ordinance placed on its second reading. This motion was seconded by Alderman Drake and received the I following vote; ayes Aldermen Drake, Mintun, Phillips, Price; nays none; absent and not voting Aldermen Harding and Wages, and was declared passed by the President pro tempore. t The ordinance was read the second time. Alderman Drake moved that the Rules be further sus- pended and the ordinance placed omits third reading and final passage. This motion was secon- ded by Alderman Price and received the following vote; ayes Aldermen Drake; Mintun, Phillips, Price; nays none; absent and not voting Aldermen Harding and Wages, and was declared passed by the president pro tempore. The ordinance was read the third time. The President pro tempore then announced thati the question before the Council is shall the ordinance pass, and called for the vote on its pasage, which was as follows; Ayes; Aldermen Drake, IvIimtun? A copy is as follows; ORDINANCE N0. 604 an ordinance to be entitled " AN ORDINANCE PROVIDING ADDITIONAL REQUIREMENTS FOR THE CONSTRUCTION OF BUILDINGS WITHIN THE CORPORATE LIMITS OF THE CITY OF FAYETTEVILLE, ARKANSAS." BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:, SECTION ONE: That hereafter buildings erected or re -modeled in the intermediate zone,(excepting buildings to be used for business or storage purposes) if not of stone, brick or cement must have wall constructed with wood studding,storm sheathed, and covered on the outside with metal lath and Portland Cement,asbestone, magnestona, or other standard stucco or with Bishopric ' base and stucco,or w@th other material of equal fire resistance,or may have walls of wood studding,well braced, without storm sheathing,covered outside with rib -lath and stucco as before deacribed.In the latter case the walls must be backplastered on the inside thoroughly 1 covering the metal lath and must have a total thickness of stucco,not less than•1 /8 inches or the walls may have wood siding or shingles on the storm sheathing. Thesheathing may be laid diagonal or horrizontal,but in all cases must be laid close.No wall of a single thickness of wood siding will be permitted. All inside walls must be plastered, inches thick. No woos\ceilin will be allowed.Roofs must have a fire resistive covering,approved by the National Board of Fire Underwriters with a rating not less than Class "C", or "5-2" edge -grain red cedar shingles Provided, that for minor repairs on existing buildings a modifi cation of the above requirement may be allowed if in the judgment of the Building Inspectmn such repairs do not increase the fire hazzard. Private garages built under or attached to dwellings or other buildings, where people live, or in which they work, which under ordinance 577 are required to have outside doors of standard fireproof construction glazed with wired glass, may have wood doors not less than 1. inches thick and if glass is used in the doors it may be double -strength, with no glass larger than 24 inches square SECTION TWO: In addition to the requirements embodied in Building Ordinance No. 577,referring to buildings erected inside the zone for business or warehouse purposes,the following addi- tional requirements will be inforced; 1. Ceilings of all basements must be plastered a inches thick of gypsom plaster on metal lath, and all other plastered partitions must be on a base of metal lath,sheetrock,or other similar materials of fire resistive nature. No wood lath must be used within the fire zone. ; 1 SECTION THREE: I This ordinance shall be construed as not repealing any ordinance except where 1180 same may be specifically in conflict herewith, but shall be deemed and treated as cu- mulativeto all ordinances of this nature now 6n force and effect. Alderman Iviintun seconded the mot ion which received the following votr; ayes Aldermen Drake, Mintun, Phillips, Price; nays none; absent and not voting Aldermen Harding and Wages, and was declared passed by the Mayor. SIDEWALK GRADE; At the request. of H.W.Shaffer,the City Engineer was directed to -establish the grade for a sidewalk along the North side of Watson Avenue between St. Charles Street and Thompson Street, on motion duly made and passed, and so declared by the Mayor.
